Absent: Councilmember Addiego AGENDA REVIEW Mayor Gupta discussed the purpose of the retreat, including teamwork, General Plan, diversity and parking issues. City Manager Futrell thanked the Council for conducting the retreat. He introduced Deborah Gill and Sheri Boles. PUBLIC COMMENTS None. ITEMS FOR DISCUSSION Annual City Council retreat to discuss the following items: a) Downtown Parking Meters Councilmember Garbarino requested completing the installation of the meters in the Downtown area. He discussed another city putting money generated from dedicated parking meters into its downtown improvements. Program Manager Bockhaus provided an overview of the new Downtown Smart Meters and indicated the matter would be before the Council in May. Administrator Lovell stated potential price increases would be brought back following implementation of a smart app and online payment system. Councilmember Matsumoto discussed parking issues during lunch hour. Administrator Lovell discussed additional signage and space counters to assist with parking. Councilmember Garbarino suggested increased enforcement and increased signage for the parking garage. He suggested some of the money generated from the meters be used for the Downtown. Councilmember Matsumoto asked when the new signs would be installed. Program Manager Bockhaus stated the agreement was signed and the project was currently in engineering. Councilmember Matsumoto suggested every other sign be bilingual. Councilmember Garbarino asked about the parking restriction. Program Manager Backhaus stated parking was restriction from 3 am to 5 am. Police Chief Azzopardi discussed overnight parking enforcement. Administrator Lovell stated the parking time limits would be effective June 3, 2017. Mayor Gupta agreed with the other Councilmembers. He discussed enforcement of parking restrictions. Police Chief Azzopardi explained abandoned vehicle tows. Councilmember Garbarino discussed San Francisco parking enforcement and issuance of multiple tickets. b) Holiday events for 2017 and beyond Councilmember Garbarino discussed the holiday event in Downtown San Carlos and suggested a similar event on Grand Avenue. Councilmember Matsumoto asked if it was run by the City or Downtown Merchants Association. Councilmember Garbarino stated it was a combination of both and indicated he would obtain additional details. Director Ranals stated the budget for the San Carlos event was $40,000. She stated staff could prepare a budget request and would need to start planning by July. Councilmember Matsumoto stated she would prefer the funds be used throughout the City and suggested capitalizing on the Santa Comes to Town event. Councilmember Garbarino stated he was simply suggesting a holiday event. Vice Mayor Normandy discussed the need to consider closures needed on Grand Avenue. She suggested utilizing the City Hall parking lot. Mayor Gupta noted the need to bring the citizens together to feel good in the community. Councilmember Matsumoto thanked staff for the existing community events. Director Ranals asked if Council wanted staff to put forth a budget request to expand Santa Comes to Town. Mayor Gupta concurred with expanding an existing event. Councilmember Matsumoto suggested an event outside of Downtown, perhaps Westborough. Vice Mayor Normandy stated accessibility and access was necessary, such as at City Hall. �5rbUTAI " W I Y COUNCIL MEETING MARCH 6, 2017 MINUTES PAGE 2 c) City Hall Reception Area Councilmember Garbarino discussed the start to clear out the old cases and the need to liven up the reception area. Library Director Sommer presented ideas for the City Hall alcoves, including enlarging historic and current photos. Councilmember Matsumoto stated the photos had already been used on the newsletter and brochures. She suggested then and now photos, displaying the sister cities, and incorporating the Live, Work and Play theme. Mayor Gupta suggested new photos be used. He stated the locked doors were not very welcoming and suggested a comfortable reception area. Councilmember Garbarino suggested displaying children's artwork. Councilmember Matsumoto expressed hope for exchangeable exhibits in the new buildings. Councilmember Garbarino suggested historical displays in the new buildings. Vice Mayor Normandy suggested then, now and the future designed by the children. Mayor Gupta suggested the possibility of a digital display with electronic changing photos. d) People's Park renovation Councilmember Garbarino discussed the need to renovate People's Park. Director Ranals suggested a master plan for the library, city hall and the annex. Councilmember Garbarino suggested moving the fountain to the sculpture garden. Director Ranals anticipated the foundation would fall apart if it were moved. e) Request to sponsor summer school program City Manager Futrell stated the School System had requested the City partner on a summer school program. Director Ranals discussed the current half day program and request for the City to partner to expand the program to a full day, with recreation in the afternoon. She anticipated the cost at $27,000, with a fee of $33 per day. She stated the recreation classes would be held on campus. Councilmember Garbarino stated he could not support funding a program when the School District had surplus funds. Director Ranals stated staff was neutral and requested Council direction. She stated the summer school program was designed for struggling students and she was unsure if the families would be able to pay for extended care. SPECIAL CITY COUNCIL MEETING MARCH 6, 2017 MINUTES PAGE 3 Mayor Gupta suggested the School District design the program for all needs. Director Ranals stated staff had asked the School District why they did not provide day care and was told that they did not have capacity. Mayor Gupta suggested the School District examine its program and any City involvement should benefit the City. Vice Mayor Normandy discussed other priorities and the short timeframe for planning. f) Parking and Traffic in the Hazelwood Drive /El Camino Real area Councilmember Garbarino discussed traffic issues, deliveries and the parking lot at Smart and Final. Manager Mehra stated staff had evaluated the situation and had a solution to vet with the Council, business owners and neighbors. He suggested putting heavy truck traffic along the front of the stores on Kenwood, making it one -way northbound. He discussed the need to manage the parking lot and improve access. Vice Mayor Normandy questioned the traffic flow with a one -way road. Manager Mehra anticipated the truck loading would be faster and the merchants would be responsible for regulating traffic congestion. Councilmember Matsumoto stated Smart and Final was the only business with loading and unloading. Manager Mehra discussed business traffic and suggested the merchants and property owners meet with staff to consider a master use permit to consider deliveries for the entire shopping center. Councilmember Matsumoto stated the striping was inefficient. Administrator Lovell estimated a cost of at least $350,000 to improve the lot and suggested creating a parking district for improvements. Councilmember Matsumoto asked the cost to establish a parking district. City Attorney Rosenberg stated it was not expensive but would require several steps and time. He stated meters could be installed without forming a parking district. Councilmember Matsumoto suggested utilizing General Funds to improve the lot. Mayor Gupta stated the area was blighted and a poor reflection on the City. He stated he would consider funding the improvements from the General Fund if necessary but a long -term solution had to be established. Councilmember Garbarino indicated support for improving the area with General Funds. g) Parking Permits in Residential areas Councilmember Garbarino asked if the neighborhood by the Bart station still had parking permits. Chief of Police Azzopardi discussed the 19 streets with permits and the prior consideration of City- wide permit parking. Councilmember Garbarino discussed parking related issues. Chief of Police Azzopardi discussed a resident with nine registered vehicles. Administrator Lovell stated the number of permits per residence would have to be limited. He explained the City of San Mateo's petition driven process. Councilmember Garbarino discussed permit parking in San Francisco. Administrator Lovell discussed additional resources necessary to enforce parking. SPECIAL CITY COUNCIL MEETING MARCH 6, 2017 MINUTES PAGE 4 Councilmember Matsumoto discussed complaints received regarding parking. Administrator Lovell stated permit parking could be pursued but would not solve the problem. Councilmember Matsumoto stated parking issues needed to be resolved or she would submit a compliant regarding ADA compliance. Mayor Gupta stated the residents were asking the City to limit the number of cars on the public streets. He indicated support for requests by petition. He discussed issues with Bart parking. He requested a pilot program be prepared. Councilmember Matsumoto suggested demarcating the parking spaces. RECESS Mayor Gupta called a recess at 10:58 a.m. The meeting reconvened at 11:13 a.m. with Councilmember Addiego absent. h) Review of Council pay Councilmember Garbarino suggested consideration of an increase in the Council's pay. City Attorney Rosenberg stated the ordinance would become effective in December 2018, and the law allowed an increase to $1000 per month. Vice Mayor Normandy suggested comparison with surrounding cities. Councilmember Matsumoto stated the City Treasurer made $1000 per month and the City Clerk's range was between $90,000 and $100,000. Vice Mayor Normandy suggested increasing annually by the allowable 5 percent. City Attorney Rosenberg stated the law did not allow for an automatic increase. Councilmember Garbarino discussed councilmembers involvement on various boards and commissions without compensation. He suggested some adjustment to the Council salaries. Mayor Gupta reaffirmed that the Councilmembers served for the sake of serving the committee, not the money. He indicated support for reviewing the Councilmember's salaries. City Attorney Rosenberg stated he was prepared to bring forth an ordinance increasing the salary to $750 per month at the next meeting. City Manager Futrell discussed the possibility of a monthly car allowance in place of mileage reimbursements for Councilmembers. Councilmember Matsumoto stated she only submitted mileage reimbursements when she passed San Mateo. She stated her cost was approximately $500 for six months. City Manager Futrell suggested $150 monthly auto allowance. Councilmember Garbarino suggested $150 was too low. Vice Mayor Normandy asked if the stipend would prevent use of a City vehicle. She suggested the possibility of quarterly expense reports rather than monthly. SPECIAL CITY COUNCIL MEETING MARCH 6, 2017 MINUTES PAGE 5 Councilmember Garbarino suggested reissuing the Council vehicle to another department if an auto allowance was implemented. Mayor Gupta suggested consideration of an auto allowance. City Manager Futrell indicated he would return to Council with options. i) Council review of development projects in the Downtown Area Specific Plan Director Greenwood provided a status report on the review process of Downtown projects. He presented a summary of typical types of Planning approval actions. Councilmember Matsumoto discussed decisions of the Planning Commission, which should be made apolitically. Director Greenwood stated any size project could be called up to the Planning Commission. Councilmember Matsumoto requested clarification on conditional use permits. Manager Mehra explained that an addition to an existing structure might not come to the Council but was subject to the call up process. City Attorney Rosenberg clarified that Citywide default for conditional use permits were that the Planning Commission was the final decision making body, except when the applicant was seeking incentive in Downtown or El Camino mixed use area or mixed use action. Councilmember Garbarino suggested projects of a certain size automatically come to Council. Councilmember Matsumoto explained her process for providing input to Planning Commissioners. She discussed prior Council review of Genentech plans and changes to the process. She expressed concern with elimination of checks and balances. She stated she would be micromanaging because she was not comfortable with the loss of checks and balances. City Manager Futrell stated the process was only modified for the Downtown area. He discussed review of projects through the Housing Subcommittee. Councilmember Matsumoto discussed the need to update the General Plan. She stated she would be reviewing everything. Mayor Gupta concurred with the need to update the General Plan. He recalled the process changing to allow routine processing to be done at different levels of approvals. Councilmember Matsumoto expressed concern with lack of planning for residential development at Oyster Point. Director Greenwood discussed the current process and efforts to improve the relationship with Council. Vice Mayor Normandy stated Planning Commissioners should not be negotiating with developers. City Manager Futrell suggested a joint Planning Commission/City Council study session to review the status of development. Councilmember Matsumoto indicated support for joint study sessions on major projects. SPECIAL CITY COUNCIL MEETING MARCH 6, 2017 MINUTES PAGE 6 Vice Mayor Normandy discussed a Planning Commissioner's comment on social media. Councilmember Matsumoto expressed concern with new planning commissioners and turnover in Planning staff. City Manager Futrell stated staff would coordinate a joint study session. He asked for Council direction on the call up process. The Council concurred to retain the existing process. Vice Mayor Normandy requested a monthly update on projects. j) Review of current CIP projects and discussion of possible future CIP projects Director Kim provided an overview on the CIP projects for 2017 -18. City Manager Futrell suggested the Council review the update and staff could provide additional information. He stated the Budget Subcommittee would be reviewing CIP projects followed by consideration by the full Council. He encouraged the Council to submit requests for future projects. He discussed the plan to consider park and ballfield renovations. Councilmember Matsumoto's microphone was not on. City Manager Futrell explained that the rain delayed work and caused potholes. He discussed the need for costly maintenance on the pool and building a new aquatics center at a cost of roughly $20 million. He stated staff would be recommending deferring maintenance and putting money in the CIP to begin design and public input to build a new pool. Mayor Gupta requested information on pool use and repairs versus a new pool. Administrator Lovell discussed the sewer treatment plant and need to plan for future stormwater use. Councilmember Matsumoto suggested asking Genentech about uses. Councilmember Garbarino discussed the potential purchase of treated water. He suggested future developments be required to recycle water. Administrator Lovell explained review of projects for compliance with stormwater regulations. City Manager Futrell stated a stormwater project at Orange Park would be presented to the Council Environmental Subcommittee. Councilmember Matsumoto requested plans for new development be reviewed by BPAC and City Park and Recreation Facilities. RECESS Mayor Gupta called a recess at 12:03 p.m. The meeting reconvened at 12:25 p.m., Councilmember Addiego absent. k) Discussion of possible General Plan revisions Councilmember Matsumoto requested information on how to approach the update of the General Plan. Director Greenwood explained the purpose of a general plan. SPECIAL CITY COUNCIL MEETING MARCH 6, 2017 MINUTES PAGE 7 Manager Mehra suggested extensive civic engagement and outreach Mayor Gupta discussed his experience on the Planning Commission with the Zoning Code update and need to include regional planning. He discussed updates of general plans in the surrounding communities. He indicated support for updating the General Plan. City Manager Futrell confirmed that Councilmember Matsumoto was asking for a meeting with staff and longtime retailers and property owners. 1) Council Goals /Objectives, and discussion of draft 2017 -2018 work plan City Manager Futrell presented the current goals and objectives. Mayor Gupta discussed pension liability and suggested efforts to create a stable financial future for the City. City Manager Futrell suggested elevating financial stability to support City operations to one of the higher goals and continued review of the objectives. He explained the two -year budget cycle. Councilmember Matsumoto asked the status of the transportation plan. Assistant City Manager Lee stated the budget request would include a request for funds for the transportation plan. Councilmember Matsumoto discussed the need for a transportation plan. City Manager Futrell stated the traffic consultant was reviewing traffic east of 101 and the information would be shared with Genentech. He discussed the importance of growth and need for transportation means. Mayor Gupta discussed MTC funds with 95 percent used for maintenance. He concurred that transportation planning was necessary. City Manager Futrell stated he spoke with Genentech and they offered to host MTC. He invited the Council to review Seattle's $54 billion tax package to build new bridges and infrastructure. Vice Mayor Normandy discussed San Mateo County Counsel of Cities at which Sheriff Milano presented information on immigration. Councilmember Matsumoto stated it was important. Police Chief Azzopardi stated he had documents to provide to Council. Councilmember Matsumoto stated it was important to hear from Sheriff Milano. Mayor Gupta discussed the need to plan for schools and infrastructure at Oyster Point. He welcomed new staff members and encouraged improved community interactions and communications. Councilmember Matsumoto expressed concern regarding cell towers. Councilmember Garbarino discussed the potential of AT &T replacing land lines with cell towers on the Peninsula. City Manager Futrell stated the City had been approached by Verizon and Motorola to install additional cell facilities in South San Francisco, with new small, wireless transmitters every 600 feet. Councilmember Matsumoto requested the facilities be located as far from people as possible. City Manager Futrell stated the matter would come to Council. Councilmember Garbarino discussed a dead zone on a stretch of 280. Mayor Gupta stated the FCC had blanket preempted local jurisdictions from banning wireless facilities based on health issues. SPECIAL CITY COUNCIL MEETING MARCH 6, 2017 MINUTES PAGE 8 Vice Mayor Normandy asked when the next Citizen's Academy would be held. City Manager Futrell stated the class would be held in 2018. Vice Mayor Normandy discussed her efforts to put together a South San Francisco Woman's Network. City Manager Futrell stated staff could work with her to put together a program. Councilmember Matsumoto asked for information on the new employees. m) 2017 Calendar of Events review City Manager Futrell presented a list of all major events. Councilmember Matsumoto stated Octoberfest would be held in lieu of Jazz by the Bay.
