Box 711 (City Hall, 400 Grand Avenue) South San Francisco, California 94083 Meeting will be held at: MUNICIPAL SERVICES BUILDING COUNCIL CHAMBERS 33 ARROYO DRIVE SOUTH SAN FRANCISCO, CA FRIDAY, OCTOBER 13, 2017 8:30 a.m. Call to Order. TIME: 8:33 a.m. Roll Call. PRESENT: Councilmembers Addiego, Matsumoto and Garbarino. ABSENT: Agenda Review. Vice Mayor Normandy and Mayor Gupta. Public Comments — comments are limited to items on the Special Meeting Agenda. Bus/Virtual tour of public facilities designed by ELS Architects and Smith Group in San Jose, Santa Clara and San Mateo departing from Municipal Services Building at 8:30AM. (Bus will pick -up and drop -off on Arroyo Drive in front of MSB) Site Tour — Almaden Community Center and Library 6445 Camden Avenue, San Jose, CA 95120 • Site Tour — Levi Stadium/49ers EDU Academy + STEAM Lab 4900 Marie P. DeBartolo Way, Santa Clara, CA • Site Tour — San Mateo Fire Station 24 319 S. Humboldt Street, San Mateo, CA • Virtual Tour presentation (at Municipal Services Building Police Training Room) of Police Station in Mesquite, TX; Avondale Library and Recreation Center located in Lodi, CA; Public Safety Center located in San Rafael, CA; chandler City Hall located in Chandler, AZ Almaden Community Center and Library — Staff from ELS Architects gave a guided tour of the community center and library. Dolores Montenegro asked whether there were any additions to the building that weren't originally included in the plan. Mark Schatz, ELS Architects stated the solar panels on the roof were added after the project was completed. Mr. Schatz shared construction started in 2003 and it opened in 2006. They used permeable pavement in the courtyard to help collect rainwater. He continued stating the floor inside the building was stained and polished concreted which doesn't require any maintenance. Councilwoman Matsumoto shared concerns regarding the flooring having cracks and asked how old the floor was. Mr. Schatz answered the floors were placed in 2006 and have retained its look since day one. He also mentioned the windows were frosted glass which help with shading and acoustics. Mr. Schatz advised the libraryhad an automatic book sorting system installed. Levi Stadium/49ers EDU Academy + STEAM Lab — Jesse Lovejoy, EDU Academy gave the group a tour of the 49ers Museum and STEAM Lab. Mr. Lovejoy stated the 49ers had a STEAM education program since 2014 which uses the game of football as a platform to get kids interested. Mr. Lovejoy advised that the program is free for all kids. Mr. Lovejoy introduced Teacher Matt to the group and gave a quick lesson on how the kids interact in the program. Councilwoman Matsumoto asked whether EDU Academy had the capability to help bring a private sector to help fund those municipalities that can't afford it. Mr. Lovejoy advised they don't, they are only the experts that help build it. San Mateo Fire Station 24 — Alan Kawasaki, ELS walked through the dynamics and architectural feel of the operational considerations and design of the building. The group split into two groups and toured the facility. Mr. Kawasaki stated the project was completed in 2013. The kitchen was designed with stainless steel countertops for easy clean up and durability. Mr. Kawasaki advised they opted for open workstations instead of desks in each sleeping area to encourage bonding. Virtual Tour presentation — Clarence Mamuyac, ELS spoke about ELS's national credentials, integrated green thinking and Bay Area roots. Jeffrey Zieba, ELS gave a brief presentation of the Pleasanton Fire House 1. Councilwoman Matsumoto asked whether an Olympic sized swimming pool would be feasible on top of the proposed community center. Mr. Mamuyac stated anything is feasible with money. A member from the audience asked if ELS considered underground parking for the Texas Police Station. Mr. Mamuyac stated they do consider structured parking when limited in land space but the Police Station owned so much land that it wasn't required. Another question was asked whether it was possible to add underground parking once a building had been constructed. Mr. Mamuyac stated it would be very difficult to do and recommends the decision to be made before construction. Councilwoman Matsumoto stated she could not support surface parking SPECIAL CITY COUNCIL OCTOBER 13, 2017 MINUTES PAGE 2 Mark Roddy, Smith Group gave a brief background of Smith Group and showed a virtual tour of some of their projects. A question was asked if the Arizona Library had any community rooms. Mr. Roddy advised it was a small library roughly 11,000 square feet and had one community room off the lobby used for story time reading for the kids. The library opened around nine years ago. Councilwoman Matsumoto asked whether the Smith Group had any experience with tech centers inside libraries. Mr. Roddy answered they were very much experienced in technology and have ways to integrate that knowledge into their project. The cost of construction on the library in Arizona was $120 a square foot. Dolores Montenegro clarified that the proposed library and community center was not a design build project but rather a traditional design bid build. The option for a design build is available for the Fire and Police Stations due to the unique nature of those two facilities. Mary McGrath presented a video of the Lodi Fire Station. She added the total construction budget for the project was $350 a square foot and was built a couple of years ago. Ms. McGrath gave a presentation of the Police Station in San Rafael, CA. Councilwoman Matsumoto asked for the price difference on building a shooting range on top rather than underground. Ms. McGrath stated it could be around 30% more to build a basement. Police Chief Azzopardi asked whether San Rafael station had a range. Ms. McGrath stated it did not. Mr. Roddy presented the Chandler City Hall located in Chandler, AZ. The building is 130,000 square feet in size. The council chambers had a fixed seating of 250 seats. Dolores Montenegro gave a brief overview of both presentations. Councilman Addiego felt a closer connection to the Smith Group even though they spent the least amount of time with council. Councilwoman Matsumoto asked for the number of firms that submitted. Ms. Montenegro stated nine total submitted statements of qualifications. Then shortlisted down to six, interviewed all six teams and landed on ELS and Smith Group as the final contenders. Ms. Montenegro added they have sealed fee proposals from all six firms and have not opened those proposals until they decide on a firm. They do not want cost to cloud their judgement. Police Chief Azzopardi added they almost completed their reference checks and stated some have been very disappointing.
