CALL TO ORDER: 7:02 p.m. A regular meeting of the Parks and Recreation Commission of the City of South San Francisco was held on Tuesday, April 18, 2017 at the Municipal Services Building, 33 Arroyo Drive, South San Francisco, California. II. ROLL CALL: Present: Commissioners Battaglia, Camacho, Flores, Holt, and Uy (7:18) Absent: Commissioners Garrone and Lock Staff: Sharon Ranals, Director of Parks and Recreation Greg Mediati, Recreation Manager Samantha Haimovitch, Parks Manager Angela Duldulao, Management Analyst Kelli Cullinan, Recreation Supervisor Janice Hill, Administrative Assistant III. PLEDGE OF ALLEGIANCE IV. AGENDA REVIEW: Chair Camacho requested that items VIII. New Business, A. Appointments to Beautification Committee and B. Caltrain Station Improvement Project Update, be moved to the beginning of the agenda. V. APPROVAL OF MINUTES: Chair Camacho requested a typographical correction be made to the minutes under XI. Items from Commission. Commissioner Holt made a motion to approve the minutes of the March 21, 2017 Parks and Recreation Commission meeting with the requested correction. It was seconded by Commissioner Battaglia and unanimously approved. VI. CITIZEN PARTICIPATION: None VII. NEW BUSINESS: A. Appointments to Beautification Committee Director Ranals stated that the background of the Beautification Committee and their By-Laws were provided as information. She requested that the applicants for appointment address the Commission. Nenar Nicolas, Luis De Paz Fernandez and Richard Busalacchi spoke to their interest in being on the Beautification Committee. By roll call vote, all three applicants were unanimously appointed. Parks and Recreation Commission Minutes of the Meeting of April 18, 2017 Page 2 B. Caltrain Station Improvement Project Update Director Ranals introduced Senior Planner Tony Rozzi and the consultants from SWA Group. Planner Rozzi gave a brief history of the project. He explained that they are currently seeking feedback from various Boards and Commissions regarding the proposed esthetic improvements to the Caltrain Station plan. Following the presentation by Chris Hardy from SWA, Commissioners were asked to indicate their preferences for landscape, lighting, and surface materials. VIII. OLD BUSINESS: A. CIP and Parks Minor Maintenance Projects Update Manager Haimovitch reviewed the information provided in the staff report. B. 2017-18 / 2018-19 Budget Update Manager Mediati reviewed the information provided in the staff report. IX. NEW BUSINESS: C. Parks and Recreation Commissioner Retreat Chair Camacho requested that the retreat be held at the Corporation Yard on May 22, 2017. Chair Camacho also requested that one item, Partnerships, be added to the proposed retreat agenda. In addition, it was the consensus of the Commission to cancel the regular May 16, 2017 meeting of the Parks and Recreation Commission. D. Park Fee Revisions – Amendment of Chapter 8.67 of the South San Francisco Municipal Code Director Ranals provided a brief review of the park in-lieu fee revision process. She noted that the City Council will discuss eliminating the current discount of park in-lieu fees for residential rental developments at their May 10, 2017 meeting. Commissioners are encouraged to attend. X. BEAUTIFICATION COMMITTEE: Manager Haimovitch reported on the Committee meeting held today and stated that Commissioner Holt was in attendance. Topics of discussion included the Brentwood Park events, Improving Public Places participation at the San Mateo County Fair, CIP projects, and the annual Beautification Awards. The next meeting of the Committee will be in June. XI. FRIENDS OF PARKS AND RECREATION: Commissioner Holt thanked members of the Commission for attending the Friends Thanking Friends event and Marie Patea for her hard work. $145 was received in new memberships that evening. He also thanked Director Ranals for promoting Friends membership. Over $400 was raised at the Easter Egg Hunt. Parks and Recreation Commission Minutes of the Meeting of April 18, 2017 Page 3 XII. ITEMS FROM COMMISSION: - Commissioner Holt attended several youth baseball games, the Easter Egg Hunt, Youth Art Show, Brentwood Park events, Friends Thanking Friends, and the Beautification Committee meeting. - Commissioner Battaglia attended the Brentwood Park events, Easter Egg Hunt, Youth Art Show, Friends Thanking Friends and the Library’s volunteer recognition. She plans to attend the Senior Volunteer Awards Luncheon. - Commissioner Flores attended the Brentwood Park events, Youth Art Show, Friends Thanking Friends, and a Friends of the Library meeting. He would like to see more collaboration between the Library and Parks and Recreation. Commissioner Flores plans to attend the Earth Day Event and Streets Alive!/Parks Alive! - Commissioner Uy attended the Youth Art Show and Brentwood Park events. - Chair Camacho attended the events mentioned by the other Commissioners. She thanked Manager Haimovitch for making the Brentwood Park event such a success and City Manager Futrell for attending Department events. She thanked Hatch Realty for donating the Easter Egg Hunt bags and thanked the Police Explorers for working the event. Chair Camacho reported that parents are happy with the non-competitive aspect of the youth baseball program. The Mother’s Club is conducting a fundraiser at El Tesoro Taqueria and Grill on April 25. XIII. ITEMS FROM STAFF: A. Calendar of Events Manager Mediati informed the Commission that a Calligraphy fundraising event will be held on May 21, 2017. B. Administrative Update Director Ranals reviewed the information provided in the update. She noted that this is the last meeting for Manager Haimovitch. Director Ranals thanked and acknowledged her for all she has done and her hard work during her tenure in South San Francisco. XIV.
