CALL TO ORDER: 7:00 p.m. A regular meeting of the Parks and Recreation Commission of the City of South San Francisco was held on Tuesday, March 21, 2017 at the Municipal Services Building, 33 Arroyo Drive, South San Francisco, California. II. ROLL CALL: Present: Commissioners Battaglia, Camacho, Flores, Garrone, Holt, Lock, and Uy Absent: None Staff: Sharon Ranals, Director of Parks and Recreation Samantha Haimovitch, Parks Manager Angela Duldulao, Management Analyst Kelli Cullinan, Recreation Supervisor Joe Hunziker, Recreation Supervisor Mike Mulkerrins, Recreation Superiors Erin O’Brien, Recreation Supervisor Devin Stenhouse, Recreation Supervisor Laura Armanino, Assistant Recreation Supervisor Janice Hill, Administrative Assistant III. PLEDGE OF ALLEGIANCE IV. AGENDA REVIEW: None V. APPROVAL OF MINUTES: Commissioner Holt made a motion to approve the minutes of the January 17, 2017 Parks and Recreation Commission meeting. It was seconded by Commissioner Lock and unanimously approved. Director Ranals introduced the new Commissioners and asked that they provide a brief personal history. VI. CITIZEN PARTICIPATION: Mark Nagales, representing Congresswoman Jackie Speier, was in attendance to present a Congressional Certificate to Commissioner Holt. The certificate recognizes his award as Outstanding Commissioner of the Year from the California Association of Parks and Recreation Commission Board Members. CIP Projects Update Manager Haimovitch reviewed the information provided in the staff report. VIII. NEW BUSINESS: A. CPRS Conference Update Director Ranals stated that the summary was provided as information for those Commissioners who have yet to attend a CPRS State-Wide Conference. Because the 2017 event was held in Sacramento, the Department was able to send Commissioners and staff who were interested. Commissioner Holt thanked Director Ranals for the opportunity to attend another conference which he very much enjoyed. He also thanked staff and other Commissioners who attended the CAPRCBM dinner in his honor. He stated that he would not be able to volunteer as much as he does without the full support of wife Jeannette. Commissioner Battaglia thanked Chair Camacho for providing her notes from the conference. Chair Camacho noted that Commissioner Lock has been chosen as the 2017 Treasurer for CAPRCBM. B. Measure W Community Center Civic Campus Update Director Ranals provided a brief history of the project and review of the information provided in the staff report. C. Oyster Point Development Update Director Ranals provided a brief history of the project and review of the information provided in the staff report. D. 2017/18 Proposed Fee Increases Following a review of the information provided, Director Ranals and other staff members answered questions from the Commission. Commissioner Holt made a motion to approve the proposed fee increases to the Master Fee Schedule. It was seconded by Commissioner Garrone and unanimously approved. E. Budget Narrative and Direction for 2017/18 Director Ranals reviewed the information provided in the staff report. Commissioner Holt noted that Friends of Parks and Recreation were not included in the budget narrative. Chair Camacho requested that more detail be added to the narrative, along with notation of collaborative efforts with the Library. She also requested more publicity for volunteer opportunities and the addition of inter-generational opportunities. F. Commission Retreat Proposal Chair Camacho requested this item be agendized for Commission discussion. Both Commissioners Flores and Uy were interested as it would be very helpful in their initiation process. Commissioner Holt suggested including members of the Cultural Arts Commission as well. The proposal was well received by the full Commission. Parks and Recreation Commission Minutes of the Meeting of March 21, 2017 Page 3 Chair Camacho and Director Ranals will work on an agenda and possible dates to offer this retreat. IX. BEAUTIFICATION COMMITTEE: Commissioner Garrone reported that two people have expressed interest in joining the Committee. It was requested that they submit an application. The Committee is sponsoring an Arbor Day event at Brentwood Park on Saturday and the annual Coastal Clean-Up is scheduled for September 16. Along with the annual Beautification Awards, the Committee is considering a Heritage Tree Award. The hope is to use this as a way to promote the City’s Tree Ordinance. The Committee will also be participating in the San Mateo County Fair with a demo garden and displays. Manager Haimovitch reported that James Kaestner tendered his resignation from the Committee after 17 years. He is the individual who suggested the Heritage Tree Award and hopes to stay involved in that endeavor. X. FRIENDS OF PARKS AND RECREATION: Commissioner Lock reported that Friends has recently made donations to the Adult Day Care program, summer camp scholarship fund, and the Chamber of Commerce scholarship fund. Friends will assist staff with Concert in the Park, movie nights, Easter Egg Hunt, and the Halloween Extravaganza. They donated snacks to those in line for summer camp registration last weekend. Friends is working on the 2017 Chili Cook-Off and another calligraphy fundraiser. Commissioner Flores noted that he submitted his membership application. XI. ITEMS FROM COMMISSION: - Commissioner Holt welcomed Commissioners Flores and Uy. He worked at the Senior Health Fair and attended the St. Patrick’s Day Lunch and the Valentine’s for the Troops event. He participated in the Parks and Recreation Commission/Cultural Arts Commission sub-committee meeting and has rejoined Improving Public Places. Commissioner Holt attended the Beautification Committee meeting today. He also attended the Photography Show, PAL St. Patrick’s Dinner, the Rotary Mardi Gras, summer camp registration and Youth Baseball Opening Day Parade. Commissioner Holt was recognized by the City Council for his CAPRCBM award at their last meeting. - Commissioner Battaglia welcomed the new Commissioners. She attended the CPRS Conference, CAPRCBM Dinner, Council recognition for Commissioner Holt, Photography Show and PAL Dinner. She participated in the walk on Sign Hill, attended the Youth Baseball Parade, and the Senior Health Fair. Commissioner Battaglia complimented Supervisor Hunziker on programs offered for seniors and asked that more be done to promote them. - Commissioner Flores thanked the City Council for appointing him to the Commission. He attended the Photography Show, Senior Health Fair, walk on Sign Hill and the Youth Baseball Parade. Commissioner Flores thanked Director Ranals for the thorough orientation process, and staff for attending the meeting. He also noted the Parks and Recreation Commission Minutes of the Meeting of March 21, 2017 Page 4 importance of the City’s Healthy Living Initiative. Commissioner Flores will be at the Brentwood Park Reopening on Saturday. - Commissioner Uy thanked staff for the informative orientation. He attended the Senior Health Fair and Youth Baseball Parade. He also spoke to some parents and coaches who voiced concern with field conditions and the lack of available fields for practice. He will attend the Brentwood Park Reopening. Commissioner Uy commended Supervisor Cullinan and her staff for the great childcare programs, and also praised the Karate Classes taught by Sue Miller. - Commissioner Lock welcomed the new Commissioners. In response to a question about session breaks in the Special Classes Program, Supervisor O’Brien responded that staff needs time for maintenance of the heavily used facilities, and staffing is needed any time a classroom is in use. She also noted that the average session break is just two weeks. - Commissioner Garrone welcomed the new Commissioners. He reported that the renovation of Francisco Terrace Playlot has increased the use of the park and he is glad to see that. He also reported that there are several basketball nets in need of replacement. Commissioner Garrone visited Brentwood Park to see the progress of the renovations and said it looks good. He will be at the reopening on Saturday. It is possible he will be absent from the April Commission meeting. - Chair Camacho also welcomed the new Commissioners. She was glad to hear that other Commissioners are reaching out to the community for comments and input. She attended the PAL Dinner. Chair Camacho also emphasized the importance of the Health Living Initiative. On behalf of the Commission, she congratulated Parks Supervisor Drew Arzaga on his retirement. XII. ITEMS FROM STAFF: A. Calendar of Events Director Ranals reported that additional sign-ups are necessary if the Succulent Wreath Workshop scheduled for April 1 is to occur. Manager Haimovitch is leading the workshop. There will be an Earth Day event at Orange Park on April 21. B. Administrative Update Director Ranals reviewed the information provided in the update. Manager Haimovitch announced that she is leaving her position with the City of South San Francisco for a job with Marin County. Her last day will be April 24. She welcomed the new Commissioners and said she would miss working with everyone. For the benefit of the new Commission members, Chair Camacho emphasized the importance of attending meetings. An attendance report is provided to the City Council and absenteeism may result in a dismissal warning from the Mayor. XIII.
