CALL TO ORDER: 7:01 p.m. A regular meeting of the Parks and Recreation Commission of the City of South San Francisco was held on Tuesday, January 17, 2017 at the Municipal Services Building, 33 Arroyo Drive, South San Francisco, California. II. ROLL CALL: Present: Commissioners Battaglia, Camacho, Garrone, Holt, Lock, Reynolds and Velez Absent: None Staff: Sharon Ranals, Director of Parks and Recreation Greg Mediati, Recreation Manager Samantha Haimovitch, Parks Manager Janice Hill, Administrative Assistant III. PLEDGE OF ALLEGIANCE IV. AGENDA REVIEW: None V. APPROVAL OF MINUTES: Commissioner Battaglia made a motion to approve the minutes of the November 15, 2016 Parks and Recreation Commission meeting. It was seconded by Commissioner Reynolds and approved by a vote of 6-0. Chair Lock abstained as he did not attend the November meeting. VI. CITIZEN PARTICIPATION: Robert Uy addressed the Commission informing them of his interest in becoming a member. He currently participates in Department programs and has discussed becoming a Commissioner with both current and past members. Stephanie Ruble complimented the Department on the Aquatics Program and thanked the Commission for their work. Megan Woodrich also spoke highly of the Aquatics Program and noted that she teaches at Parkway Middle School. She expressed appreciation to the Commission for their work. Chair Lock thanked these citizens for their attendance at the meeting and for their kind thoughts and appreciation. Parks and Recreation Commission Minutes of the Meeting of January 17, 2017 Page 2 VII. OLD BUSINESS: A. CIP Projects Update Manager Haimovitch reviewed the information provided in the staff report. She also provided a storm damage update regarding trees. Director Ranals then informed the Commission of weather related issues the Facilities Division has had to address. VIII. NEW BUSINESS: A. Election of 2017 Officers Chair Lock called for nominations for the positions of 2017 Chair, Chair Pro Tem and Secretary. Commissioner Holt nominated Commissioner Camacho for Chair. It was seconded by Commissioner Garrone. Commissioner Holt then nominated Commissioner Garrone for Chair Pro Tem. The motion was seconded by Commissioner Reynolds. Commissioner Garrone nominated Commissioner Battaglia as Secretary. Chair Lock called for a single vote on all nominations and they were unanimously approved. Newly appointed Chair Camacho thanked Commissioner Lock for his leadership in 2016. Director Ranals stated that a brick commemorating Commissioner Lock’s tenure will be installed at Centennial Plaza. Commissioner Lock stated that it was a pleasure serving as Chair. B. Cancellation of February 2017 Meeting Commissioner Reynolds made a motion to cancel the February 2017 Parks and Recreation Commission meeting due to the scheduling of the CPRS District IV Awards Dinner. It was seconded by Commissioner Lock and unanimously approved. C. CPRS Parks Maintenance Management School November 2016 Manager Haimovitch reported on staff’s participation in the Parks Maintenance Management School presented by CPRS. She has attended this training since her appointment as Manager and finds it to be very worthwhile. Parks Maintenance staff have also been attending and Manager Haimovitch hopes to be able to continue providing this valuable opportunity to as many staff as possible. Commissioners expressed their support of this important educational process for staff. IX. BEAUTIFICATION COMMITTEE: Manager Haimovitch reported that no meetings were held in November or December. The January 2017 meeting was cancelled due to the lack of a quorum. The Committee will hold their next meeting on February 21. X. FRIENDS OF PARKS AND RECREATION: Commissioner Lock reported that 2017 officers are Judy Bush, Chair and Richard Holt, Vice Chair. ITEMS FROM COMMISSION: - Commissioner Holt attended the City Council Reorganization and the Boards and Commissions Recognition event. He thanked Commissioner Battaglia for hosting the holiday party for staff and Commissioners. He also attended the Martin School performance at Magnolia Center. Commissioner Holt thanked Commissioner Lock for his great leadership and is looking forward to 2017 with Chair Camacho and Chair Pro Tem Garrone. He also thanked Commissioner Reynolds for his many years of service as a Commissioner. - Commissioner Velez thanked Commissioner Lock and congratulated the 2017 officers. She also thanked Commissioner Reynolds for his years of services. She attended the wreath workshop and said that it was a fabulous event. Commissioner Velez wished everyone a happy new year. - Commissioner Battaglia also thanked Commissioner Lock and congratulated the 2017 officers. She has been out viewing the utility box artwork and attended Santa Comes to Town, Marta Bookbinder’s retirement, the Nutcracker and the Council Reorganization. - Commissioner Reynolds announced his resignation from the Commission and encouraged the citizens in the audience to apply for membership. He thanked Director Ranals, staff and Commissioners for their hard work. He is happy to reflect on all that has been accomplished during his tenure. He attended the Boards and Commissions Recognition. He also thanked Commissioner Battaglia for hosting the holiday party. - Commissioner Lock thanked Commissioner Reynolds for his wonderful contributions and congratulated the 2017 officers. He participated in the Fire Department’s toy and food drive. Commissioner Lock congratulated staff on the 2016 accomplishments. - Commissioner Garrone thanked Commissioner Lock for his tenure in 2016 and congratulated the new officers. He also thanked Commissioner Reynolds for his service and said it was an honor to work with him. He requested that staff prune the tree that was planted in Orange Park to honor Al Seubert. - Chair Camacho thanked the Commission for appointing her and noted appreciation of Commissioner Reynolds accomplishments. She also congratulated the other 2017 officers. She requested that staff incorporate the childcare programs with events at Magnolia Center to call more attention to Department programs and offerings. XII. ITEMS FROM STAFF: A. Calendar of Events B. Administrative Update Director Ranals and Manager Mediati reviewed the information provided in the update. Director Ranals thanked Commissioner Reynolds for all of his support and input over the years. Manager Haimovitch noted that Parks Supervisor Drew Arzaga will retire on February 8.
