CALL TO ORDER Time: 6:03 p.m.
ROLL CALL Present: Councilmembers Addiego (arrived at 6:10 p.m.) and
Garbarino, Mayor Pro Tem Matsumoto, and Mayor
Normandy.
Absent: Councilmember Gupta
AGENDA REVIEW
City Manager Futrell requested Item 2 on the Regular Meeting be presented at the Special Meeting.
Presentation of proclamation in observance of Black History Month. (Karyl Matsumoto, Mayor Pro
Tempore)
Mayor Pro Tem Matsumoto read the proclamation in observance of Black History Month.
Frances Luster expressed appreciation for the recognition and honor.
Councilmember Addiego arrived at 6:10 p.m.
Councilmember Garbarino encouraged Ms. Luster to continue her hard work.
PUBLIC COMMENTS
None.
LEGISLATIVE BUSINESS
1. Report regarding Assembly Bill 1505, affordable housing program in South San Francisco,
and options for amending the City's inclusionary housing ordinance. (Nell Selander,
Economic & Community Development Deputy Director)
Deputy Director Selander presented the staff report provided background on affordable
housing units, income limits, tools to create affordable housing, inclusionary housing,
AB 1505, and options.
Councilmember Addiego stated there were not many for sale units in the Bay area, not just a
South City issue.
Mayor Pro Tem Matsumoto discussed reasons for sale units were not being developed.
Councilmember Garbarino stated many more people were looking towards the rental
market.
Mayor Pro Tem Matsumoto stated millennials were transient and preferred renting.
Deputy Director Selander appropriated for staff to conduct additional research on the for -
sale option.
Councilmember Addiego suggested additional research.
Mayor Pro Tem Matsumoto suggested for sale units to encourage a sense of community.
Councilmember Garbarino stated owning a home provided continuity and community.
Deputy Director Selander acknowledged the Council's design for more home ownership
properties.
Joshua Abrams, Consultant Baird & Driskoll, discussed the modeling of a typical
development for probability today and in the future. He explained the options of. 1) full 10
percent; or 2) phased approach. He stated staff recommended a phased approach.
Mayor Normandy referenced the Oyster Point Development project and its phased approach.
Joshua Abrams discussed options for phasing of affordable units. Deputy Director Selander
explained that the phased development options were when different components of
inclusionary units would be rolled out.
Deputy Director Selander discussed suggested alternatives to BMR requirements including
offsite construction and in lieu fee.
Jake Kraft, Consultant Century Urban, discussed the three proposed in lieu fees.
Deputy Director Selander summarized the next steps including review the Joint Housing
Subcommittee, Planning Commission and back to Council. She requested feedback on
overall percentage of affordable units, which income should be targeted, how quickly new
requirements should be in place, whether offside units were acceptable /where and would the
Council rather see units built or fees collected.
Daniel Valverde, San Mateo County Housing Leadership Council, discussed difficulties
living in the Bay area and the need for affordable housing. He urged the Council to consider
developments similar to Carlsbad, Foster City and San Mateo and encouraged an
inclusionary requirement.
Councilmember Addiego expressed concern with citing Foster City. He stated the Council
created 995 affordable housing units over 25 years. He stated 10,000 new units would have
to be built to obtain 10% affordability, increasing households by 50% to match past
affordable unit development.

Mayor Pro Tem Matsumoto asked if the City would meet its RHNA numbers of 1864 by
2023. She asked how the RHNA numbers were calculated. Deputy Director Selander
explained that MTCABAG apportioned the State required RHNA requirement. Mayor Pro
Tem Matsumoto stated she had represented the City on RHNA for CCAG. She stated the
Council had been responsible to the residents. She expressed concern with retiring seniors
being unable to afford to rent in South San Francisco. She stated inclusionary housing would
get the City to its housing requirements. She stated low and very low housing did not pencil
out and the only for sale units were at 200 Linden. Deputy Director Selander stated staff
was trying to figure out how to meet the goal and if inclusionary was the main goal, how do
we ensure that housing was being built. Mayor Pro Tem Matsumoto stated she would not
consider rental under 15 %. She stated the fees needed to be reviewed.
Councilmember Addiego stated 15% would prohibit building.
Deputy Director Selander suggested staff reconsider modeling and how 15% inclusionary
could work.
Councilmember Garbarino stated 10% was more attractive to a developer than 15 %.
Councilmember Addiego discussed Planning Commissioners squeezing units out of
developers.
Mayor Pro Tem Matsumoto stated she had empathy and discussed biotech development.
Councilmember Garbarino asked how in lieu fees worked. City Manager Futrell stated it
would go in housing fund. Councilmember Garbarino agreed with Mayor Pro Tem
Matsumoto regarding requiring units being built rather than an in -lieu fee.
Deputy Director Selander stated the new State law required the city provide an alternative.
Mayor Pro Tem Matsumoto stated the General Plan needed to be updated.
Mayor Normandy asked if staff needed additional information.
Deputy Director Selander stated staff would return to the Joint Housing Subcommittee.
ADJOURNMENT
Being no further business, Mayor Normandy adjourned the meeting at 6:56 p.m.
