PRESENTATIONS
· Library Summer Reading Programs - Library Program Manager Ann Mahon and staff
members Mary Torres, Wendy Sinclair-Smith, Ann Kerin and Meg Cupman (dressed in
costumes) gave a visual presentation, highlighting the numerous events taking place in
the City's libraries during the summer.
· Proclamation: Banned Books Week 2004 - Councilman Gonzalez read and presented
the proclamation to Library Board President Betty Battaglia.
· Proclamation: Fire Prevention Week - Vice Mayor Green read and presented the
proclamation to Fire Prevention Technician Lisa Garcia and Fire Captain Brian
Niswonger. Captain Niswonger provided information on the history and events taking
place during fire prevention week. Technician Garcia announced a poster contest will
be conducted in local grade schools and a presentation of the winners will take place at
the November 11 Council meeting.
Mayor Matsumoto suggested that once the City is in a better financial position, that
banners celebrating annual City-sponsored events be flown.
State Budget and Ballot Measure 1 A Update - Finance Director Jim Steele gave a visual
presentation, explaining key points of Measure 1 A, that it protects key city, county and
special district revenue; requires mandates to be funded or suspended; allows the State
to borrow with interest due local property tax revenues in extraordinary times, and
requires repayment of property tax borrowing.

Announcements
Committee Reports
Councilmembers reported on attendance at community events, announced upcoming events and
fundraisers, and acknowledged members of the community for their contributions.
Councilman Gonzalez reported that he attended a meeting of the Bay Planning Coalition to
discuss the process for obtaining an annual permit to have Colma Creek cleaned up. He stated
the process can be expedited if local funding is available from a source, such as a developer or
cityl
Councilman Garbarino reported that he attended committee meetings for the League of
California Cities' Community Services Policy Committee and the Peninsula Traffic Congestion
Relief Alliance.
Councilman Fernekes briefly reported on Day in the Park activities and asked that a
presentation be scheduled for the next Council meeting. He stated the budget subcommittee
(Femekes/Green) met and its recommendations are scheduled for discussion on tonight's
agenda. He requested that the meeting be adjourned in memory of resident, Bob Lambertson.
Vice Mayor Green reported on attending the budget subcommittee meeting and announced that
endorsements were received from the San Mateo Times for Measures J and I.

1. Motion to approve the minutes of September 8, 2004
Motion to confirm expense claims of September 22, 2004 in the amount of
$2,405,415.01
3. Resolution No. 88-2004, adopting a South San Francisco flag
Resolution No. 89-2004, supporting Proposition 1A providing constitutional protection
for Local Government revenues

Resolution No. 90-2004, authorizing a contract for computer software and installation
services to Sun Ridge Systems, Inc in the amount of $333,959, and Resolution No. 91-
2004, authorizing a contract for computer software and installation services to Fire
Information Support Services, Inc. in the amount of $47,703.75

Resolution No. 92-2004, approving an application from Peninsula Yellow Cab for a
certificate of necessity

Resolution No. 93-2004, approving an amendment to the 2004/2005 operating budget to
include the $11,723 grant from the United States Department of Justice, Bureau of
Justice Assistance to the South San Francisco Police Department

8. Resolution No. 94-2004, accepting a Library Services and Technology Act (LSTA)
grant providing tuition reimbursement in the estimated amount of $2,300 and amending
the Library Department's 2004/2005 operating budget and directing staff to adjust this
initial estimate when the grant award has been finalized
9. Resolution No. 95-2004, accepting grant funding in the amount of $22,000 from the
California State Library, the Daly City/Colma Rotary Club and Kaiser Permanente
Medical Center to support Project Read Services and amending the 2004/2005 operating
budget
10. Resolution No. 96-2004, awarding a construction contract to O'Keeffe Mechanical Co.,
Inc. in an amount not to exceed $34,400 for the replacement and upgrade of an
emergency generator
11. Acknowledgement of proclamations issued: Michael Wilson, 9/10/04, Ray Honan,
9/9/04; and Robert Collins, Myron Sutton and David Haskin, 9/19/04 (retirees)
Motion-Green/Second-Gonzalez: To approve the Consent Calendar, as submitted.
Unanimously approved by voice vote.
PUBLIC HEARING
12. Resolution authorizing submittal of the 2003-2004 consolidated annual performance and
evaluation report (CAPER) to the Department of Housing and Urban Development
Public hearing opened.

Motion-Femekes/Second-Garbarino: To approve Resolution No. 97-2004, authorizing
submittal of the 2003-2004 consolidated annual performance and evaluation report
(CAPER) to the Department of Housing and Urban Development. Unanimously
approved by voice vote.
ADMINISTRATIVE BUSINESS
13. Resolution approving various budget actions totaling $1.62 million that allow staff to
close the books for the general fund 2003/04 fiscal year
Visual presentation and staff report given by Finance Director Steele.
Mayor Matsumoto suggested staff contact Burlingame, Redwood City and Colma to find
out what revenue streams these cities are using in comparison to South San Francisco's.
She further questioned the interest income loss on investments and staff responded that
staff should have tracked this area more closely.

Motion-Garbarino/Second-Fernekes: To approve Resolution No. 98-2004, approving
various budget actions totaling $1.62 million that allow staff to close the books for the
