HomeMy WebLinkAboutMinutes 2005-01-19 MINUTES CITY COUNCIL CITY OF SOUTH SAN FRANCISCO SPECIAL MEETING WEDNESDAY, JANUARY 19, 2005 MUNICIPAL SERVICES BUILDING COMMUNITY ROOM 33 ARROYO DRIVE o (Cassette Tape No. 1) City Council and Planning Commission Call to Order: 6:31 p.m. Roll Call: Present: Councilmembers Garbarino, Gonzalez and Matsumoto, Mayor Pro Tem Fernekes and Mayor Green Planning Commissioners Giusti, Honan, Romero, Sim and Zemke, and Vice Chair Teglia Absent: Chair Ochsenhirt Public Comments: None Study Session: a) Joint meeting with Planning Commission: 1) Oak Avenue BRIDGE Housing Project Introduction given by Housing and Redevelopment Manager Fragoso. Overview of project presented by BRIDGE project manager, Mr. Kevin Griffin, and overview of project design presented by architect, Rick Williams, Van Meter Williams Pollack. Mr. Williams stated he was looking for further direction and was prepared to address comments, questions and concerns from Council and the Commission. (Site plan drawings were distributed to Council/Commission at beginning of meeting.) The Council housing subcommittee (Femekes and Matsumoto) stated their support for the project and that the design incorporated many of its suggestions. Discussion/comments: · Mr. Williams stated that street parking is still to be determined by the City and that it is up for discussion. · Rear elevation drawings showed exterior to be bland and more architectural detail needs to be incorporated. (Fernekes) · Include separate seating areas away from play area. (Garbarino) · Oak Avenue elevation shows abrupt and awkward transition as street slopes; smoother transition needed. (Romero) · Concern that units should have individual washer/dryer. Concern that people will have to walk great distance to laundry rooms. (Romero/Gonzalez) · Need more detailed drawings of Grand Avenue elevation, side elevation drawings, clarifying frontages, more articulation/profile of three story buildings, and greater character detail of benches, lighting and play area. (Sim) · Concern who will maintain ground level flower boxes. (Zemke) · Concern that massing of four story units will be visible from Grand Avenue and out of character with rest of development; suggest it be lowered. (Teglia) · Request that revised renderings/elevations be made available as soon as they are drawn. (Matsumoto) · Request that comparison study be made available to Commission regarding the feasibility of laundry facilities v. the cost of individual washer/dryer per unit. (Teglia) (Recess: 7:35 pm - 7:50 pm) 2) Park Station Lofts Residential Project, 1410 E1 Camino Real Staff report given by Senior Planner Lappen. Mr. Dan Deibel, Urban Housing Group Director of Development, provided information on other projects built by his company. He presented background on Park Station and revisions that have been made since it was first submitted to the Planning Commission subcommittee in 2003. Architect, Mr. David Baker, gave an overview of the project design. Mayor Green announced that discussion will continue after the closed session. o Closed Session: Pursuant to Government Code Section 54956.9(a): conference with legal counsel - existing litigation, Kotobuki Trading Company, Inc., et al. v. City of South San Francisco, et al. Time entered into Closed Session: Time reconvened into Open Session: Report from Closed Session: 8:12 pm 8:25 pm, all Councilmembers present Direction given/no action taken Continued discussion of Park Station Loft Residential Project: Discussion/comments: · Displaced residents at 1410 E1 Camino Real be given opportunity to purchase a unit. (Gonzalez) SPECIAL CITY COUNCIL MEETING JANUARY 14, 2005 MINUTES PAGE 2 · Provide list of similar developments for Council to visit and specifically projects done by Urban Housing Group. (Femekes/Matsumoto) · SamTrans concern that single access to garage at E1 Camino and BART Drive will occasionally have automobiles blocking intersection. (Garbarino) · Concern that site is clustered; not supportive of amending general plan, leasing 25 parking spaces from BART, and that development does not include commercial component for residents. (Matsumoto) · Drawings do not provide enough architectural detail. (Matsumoto) · Use emergency driveway as another garage entrance/exit. (Green) · Building circulation-distance between elevators and end units too great. (Giusti) · Giving up open space and landscaped walking areas for project and not seeing quality project with current drawings; cannot support. (Romero) · Current drawings are not what committee previously reviewed and general plan amendment was not discussed. Current drawings are not what subcommittee envisioned. Previous scheme was for non-profit, affordable housing project. (Sim) · Awkward design, doesn't flow; exposed walkways between buildings; supports commercial component. (Honan) · Subcommittee discussed aesthetics of proposal; rear portion of site not conducive to build on, limiting project to residential only (commercial not feasible for site); seeking Council direction. (Teglia) · Would like to see how project will tie in with beautification of E1 Camino Real. (Gonzalez) · Don't see high quality project; support transit village development; third dimension needed on elevations; more detail needed on courtyard; landscaping on backside needs to be articulated; multiple faCade reading needed. (Sim) · Different types of window design needed, adjust heights, less repetition. (Teglia) 6. Adjournment Being no further business, Vice Chair Teglia adjourned the Planning Commission meeting and Mayor Green adjourned the City Council meeting at 9:21 pm. Submitted by: · Syl/via M.
