2. Utility Box Mural Program
Commissioner Madrid-Nickle inquired if the stipend could be increased to make it more
comparable to what other cities are offering Commissioner Woo stated that the City of
Redwood City’s stipend is $500.00 dollars. Commissioner Looper asked if the City of
Redwood City provided the paint. Her concern is that by increasing the stipend the
program could become very costly. Commissioner Woo stated that in Redwood City the
artist supplies the paint. Specialist Santos stated in the past years Kelly Moore has
donated the paints for the Utility Box Mural program. She also stated that Director
Ranals is open to using other sources to fund this project. Specialist Santos reported that
they do no more the 5 utility boxes a year because of the cost and all the preparation that
goes into choosing and preparing the utility boxes. There was a discussion about the
increase of the stipend and how to distribute the stipend. It was decided that it would be
increased to $400.00 and that half would be given at the start and the other half at the
end. Commissioner Woo made at motion to approve the increase of the stipend to
$400.00 and that it be split in half with $200.00 being disturbed at the beginning of the
