HomeMy WebLinkAboutMinutes 2005-02-08MINUTES CITY COUNCIL CITY OF SOUTH SAN FRANCISCO SPECIAL MEETING CITY HALL CONFERENCE ROOM 400 GRAND AVENUE TUESDAY, FEBRUARY 8, 2005 o (Cassette Tape No. 1) Call to Order Roll Call 6:05 p.m. Present: Councilmembers, Garbarino, Gonzalez and Matsumoto, Mayor Pro Tern Fernekes and Mayor Green Absent: None Staffpresent: City Manager Nagel; City Attorney Mattas; Assistant City Manager Van Duyn; Fire Chief White; Assistant Fire Chief Dennin; Assistant to the City Manager Kennedy; Directors White, Hollis, Sommer, and Steele; Assistant Finance Director Woo; Battalion Chief Green; City Engineer Razavi; and Civil Engineer Hahn Others present: Larry Tartar, Pinnacle DB; Maria Martinucci; and Robert Bemardo Public Comments Study Session: a) Fire Station 61,480 North Canal Street Visual presentation and staff report given by Fire Chief White (outline of presentation distributed). Mr. Tartar reviewed the design elements, color palette, and time schedule. Councilmembers reviewed the various phasing scenarios, including the advantages and disadvantages of each. Staff explained the time schedule for the fiscal merging of the redevelopment areas, which is scheduled for completion in March/April, and the anticipated bond sale. Councilwoman Matsumoto stated support for the project, but expressed caution as the budget is still fragile. There was a consensus from Council to phase the project. It was agreed to develop an additional alternative, o b) Phase 1 B, to include the fire station, a fourth bay, conduits and equipment facilities only. Councilman Femekes suggested that Council delay making a decision on the preferred alternative until after the bids have been submitted and the cost estimates are presented on all the altematives. City Attorney Mattas advised the City Engineer to include the stipulation in the bid package that the bids remain valid for sixty days. Council directed staff to proceed with the process as outlined in the time schedule, and that the bids are to include cost estimates on everything but the training tower, classroom and EOC. (Recess: 7:40 pm - 7:48 pm) Longer Term Financial Outlook Visual presentation and staff report given by Finance Director Steele. Councilman Gonzalez suggested the billboard issue be revisited. Mayor Green suggested a Council subcommittee be appointed to discuss the issue with the billboard industry. Council concurred. Councilman Femekes updated Council on the current negotiations with San Bruno regarding a revised agreement and paying rent for using the WQCP. Council reached a consensus to move forward with the revised agreement, without the rent component at this time. Closed Session: Pursuant to Government Code Section 54956.9(a): conference with legal counsel - existing litigation, Kotobuki Trading Company, Inc., et al. v. City of South San Francisco, et al. Time entered into Closed Session: Time reconvened into Open Session: Report from Closed Session: 8:30 pm 8:40 pm, all Councilmembers present No action taken 6.
