PRESENTATIONS
Proposed Ferry Service- Steve Castleberry, Chief Executive Officer of the Bay Area Water
Transit District, gave a video presentation. He stated that the focus of the proposed ferry
service was on the East Bay. He stated that South San Francisco is a destination rather than
an origination. He discussed potential locations of the terminal, including the Oyster Point
Marina site, and funding sources.

Recognitions

Councilmembers reported on attendance at regional meetings, community events, announced
upcoming events and fundraisers, and acknowledged members of staff and the community for
their contributions.
Councilman Fernekes reported on the budget subcommittee (Femekes/Green) meeting and that
a longer term financial program is being developed.
Councilwoman Matsumoto reported on the farmers' market subcommittee (Matsumoto/
Femekes) meeting and stated that it will be returning in May. She requested the meeting be
adjourned in memory of Susan Caldwell and Nina Garrison.
Councilman Garbadno reported that he attended the last board meeting of Families on Track
and that the program is terminating due to a lack of funding. He stated that he will be pursuing
the school district's participation in next year's Coca Cola art contest as the Peninsula cities
were not represented this year. He displayed an informational brochure, "Millbrae Trolley
Schedule" of their restaurants and shops, and suggested one be developed by the South San
Francisco Chamber of Commerce. Councilman Garbarino announced that he was just
appointed as the State's representative to the National League of Cities' Community and
Economic Development Policy Advocacy Committee.
Mayor Green announced this year's Chamber award recipients, including the Mayor's Award
that was presented by past mayor, Councilwoman Matsumoto, to the South San Francisco
Scavenger Company.
CONSENT CALENDAR
1. Motion to approve the minutes of January 19, 25 and 26, 2005
2. Motion to confirm expense claims of February 9, 2005 in the amount of $1,584,055.23

Resolution No. 14-2005, authorizing the execution of an agreement with Callander
Associates for design of the SSF/BART linear park in an amount not to exceed $391,794
and amend capital improvement budget
Resolution No. 15-2005, accepting grant funds from the Urban Park Act of 2001 for the
Orange Memorial Park Recreation Building Replacement Project in the amount of $2.34
million and amend capital improvement budget
Resolution No. 16-2005, authorizing the City Engineer to sign a Waiver of Claims and
Indemnification Agreement with the Metropolitan Transportation Commission

Resolution authorizing agreement to participate in the Office of Traffic Safety
Comprehensive Countywide DUI Traffic Enforcement/Education and Seat Belt Safety
Grant Program

Motion-Femekes/Second-Garbarino: To approve the Consent Calendar with the
exception of Item No. 6. Unanimously approved by voice vote.
Item No. 6: In response to Councilwoman Matsumoto's questions regarding the OTS study
for San Mateo County, Police Chief Raffaelli informed Council that South San
Francisco ranks at the low end of the scale in the number of pedestrian and DUI
accidents. He discussed with Council bicycle and pedestrian safety measures and that
the program's plan is to target strategic County areas for violators.

Motion-Matsumoto/Second-Gonzalez: To approve Resolution No. 17-2005, approving
an agreement to participate in the OTS Comprehensive Countywide DUI Traffic
Enforcement/Education and Seat Belt Safety Grant Program. Unanimously approved by
voice vote.
ADMINISTRATIVE BUSINESS

Report and Transmittal of the Comprehensive Annual Financial Report (CAFR) for FY
2003-04
Staff report presented by Assistant Finance Director Woo.
Report accepted.

Transmittal of 2nd quarter financial report and resolution amending the FY 2004-05
general fund operating budget
Staff report and visual presentation given by Finance Director Steele. Director Steele
stated corrections were made to Attachment C and a copy was given to the City Clerk.
Motion-Femekes/Second-Garbarino: To approve Resolution No. 18-2005, approving an
amendment to the 2004-05 General Fund Operating Budget. Unanimously approved by
voice vote.
COUNCIL COMMUNITY FORUM
No report.
ADJOURNMENT
Being no further business, Mayor Green adjoumed the meeting in memory of Susan Caldwell
and Nina Garrison at 8:35 p.m.
