CALL TO ORDER: 6:30 p.m. II. ROLL CALL: Present: Commissioners Boldenweck, Hobson-Coard, Madrid-Nickle, Looper, Woo, Moncé Absent: Commissioner Ventura Staff Present: Sharon Ranals, Director of Parks and Recreation Ercie Santos, Cultural Arts Specialist Susan Filereto, Administrative Assistant III. AGENDA REVIEW: No changes. IV. APPROVAL OF MINUTES: Minutes from September 20, 2018 stand as sent. Please note that Commissioner Madrid-Nickle arrived at 6:40 p.m. after roll call was taken. V. CITIZEN PARTICIPATION: Director Ranals asked to make. VIII. Sub-Committee Report 3. Art Show – Day of the Dead (October 12 & 13) Item 1. Evangelina Portillo, volunteer art show judge, was present. VI. PRESENTATION: Dia De Los Muertos/Day of the Dead Art Show Finalists Recognition Chair Hobson-Coard presented certificates to the following finalists: Cynthia Marcopulos, Helen Wilborn, Rena Donati, Marlene Kono, and Charlene Casuga. After the presentation, a group photo was taken with Chair Hobson-Coard and Evangelina Portillo. Cultural Arts Commission Minutes of October 18. 2018 Page 2 VII. OLD BUSINESS: VIII. SUBCOMMITTES: 1. Art Show – Day of the Dead (October 12 & 13) Vice-Chair Boldenweck expressed her appreciation to Evangelina Portillo and Matteo, director of Pan de Vida, for their contributions towards making the Day of the Dead art show a success. She reported that there were (32) entries by twenty-three (23) adult artists. Ribbons were awarded for 2-dimensional and 3-dimensional works, and one Best of Show cash prize was awarded. She stated that for the first time the art show featured the SSF Park and Recreation Department’s Child Care program. They displayed five-hundred (500) special exhibits from their afterschool and preschool programs. She also reported that three youth performing art groups and one adult performing art group participated. Three craft activities occurred on Saturday. Over 360 visitors attended the event. She reported the feedback was enthusiastically positive. Vice-Chair Boldenweck asked if the after-school programs could be included in the Youth Art Show. Director Ranals stated that most of kids are already participating through the school district. The available exhibit space is limited and cannot accommodate every child. Vice-Chair Boldenweck reported that Richard Teames provided 36 ceramic masks, and Evangelina Portillo’s 100 Sugar Skulls were all utilized. She was also very impressed with the variety of ages participating in all the craft activities. Commissioner Looper commented on the Evangelina’s wonderful window display. She also stated how refreshing it was to be at the reception table because it was busy and full of people. The Commission suggested that in the future the performing artists have a screen behind them to eliminate the background. The Commission as a whole was pleased with the publicity and how well the event went. It surpassed all expectations. Evangelina Portillo thanked the Commission for presenting a Day of the Dead Art Show and for giving her the opportunity to participate. She invited the members to attend “A Day of the Dead Show” at Skylawn Cemetery on November 3rd and 4th, from 10:00 a.m. to 3:00 p.m. 2. Sculpture A. Disposition of Flying Fish Sculpture Cultural Arts Commission Minutes of October 18. 2018 Page 3 Director Ranals asked for direction on the disposition of the Flying Fish sculpture. She stated that recreating the Flying Fish Sculpture would cost $5,500.00 as was highlighted in the proposal that was included in the Commissioner’s packets. Commissioner Looper stated she was not happy that the original sculpture did not last 10 years. Director Ranals stated that the re-created sculpture’s life expectancy is 15 years if it is maintained once a month with a hosing of clean water to remove salt and grime. Vice-Chair Boldenweck made a motion to dispose of the Flying Fish sculpture. Commissioner Madrid-Nickle seconded the motion. There was a roll call vote and it was unanimously approved. Commissioner Looper made a motion that the Flying Fish sculpture be replaced with the smaller, donated sphere sculpture stored at the Corporation Yard. Vice-Chair Boldenweck seconded the motion and it was unanimously approved. Director Ranals will check on the safety of the smaller sphere sculpture and will update the Commission. B. Public Art Funds 2018/19 Vice-Chair Boldenweck stated that the Commission should move rapidly on selecting a sculpture for the 100th anniversary of City Hall in 2020. Director Ranals recommended selecting a location and asking the City Council for their suggestions before moving forward with selecting a sculpture. Vice Chair Boldenweck proposed a call for entries. Commissioner Looper stated she would like to time to think about it. A suggestion was made to replace the fountain with something new. Director Ranals stated that they have been working with the South San Francisco Women’s Club and Historical Society for 15 years on this. She suggested the Commission send Council a letter recommending their proposal regarding the replacement of the water fountain. The Commission discussed possibly installing a bronze sculpture. Commissioner Looper suggested the Commissioners view the artist’s Misha Frid’s work, currently located at the San Francisco War Memorial. 3. Utility Box Mural Program Specialist Santos stated that staff is researching several locations for safety and visibility. She asked the Commission to contact her if they have suggestions for utility box mural locations. 4. Photography/Karaoke (January 25 & 26. 2019) Chair Hobson-Coard reported she had nothing to report at this time. Cultural Arts Commission Minutes of October 18. 2018 Page 4 IX. NEW BUSINESS 1. Atrium Window Commission Exhibit – Jan 2019 Specialist Santos asked if Commissioners were interested in featuring a January 2019 Commission group art exhibit in the atrium window. There was discussion, and they were all in favor of it. X. ITEMS FROM COMMISSION: Commissioner Looper stated the new sculptures looked great, and she likes that the Millennium sculpture was cleaned up. Vice-Chair Boldenweck stated she likes the addition of grass to the Windswept location. She inquired about the next City Council meeting on October 24th if there was still going to be an update on the Civic Campus by the Smith Group. Director Ranals responded that it has been changed to November 13th. She stated that if they cannot attend that meeting there will also be two other meetings where the Smith Group will be giving an update on the Civic Campus. The first will be at the Park and Recreation Commission meeting on November 20th at 7:30 and the second will be at the Library Board meeting on November 27th at 6:00 p.m. Commissioner Looper requested that reminders be sent. Chair Hobson-Coard invited the Commission to her art exhibit on November 1st at the San Bruno Library. XI ITEMS FROM STAFF: Specialist Santos highlighted the Halloween Extravaganza on Saturday, October 27th. Commissioners interested in attending could obtain two complimentary tickets from Administrative Assistant Susan Filereto. Specialist Santos distributed the updated Goals List with the 2019 art event dates. She also stated that the first South San Francisco School District Visual Arts Committee meeting is scheduled for Monday, November 5th at 3:30 p.m. They will discuss preparations for the Youth Art Show. Director Ranals stated that the re-organization date has been changed to Tuesday, December 11th. She reported that Mayor Normandy will be retiring, and that there could be one to three new councilmember(s). She stated invitations will be going out soon. An inquiry was made regarding initiating a “Friends of the Arts” group to help with art shows. Director Ranals informed the Commission that the Friends of Park and Recreation is a non-profit elected board that facilitates fundraising activities. A “Friends of the Cultural Arts Commission” would consist of volunteers helping them out at their events. Specialist Santos added that a “Friends of the Arts” group had been attempted in the past with little success. At that time, an application with guidelines was created for Cultural Arts Commission Minutes of October 18. 2018 Page 5 that purpose. Commissioner Looper requested a copy to review. Director Ranals stated former arts commissioner, Alicia Gonzalez, has expressed an interest in volunteering. Commissioner Looper asked if any applications had been turned in for the Cultural Arts Commission openings. Director Ranals stated she would look into it. XII. CORRESPONDENCE: Posted XIII.
