I. CALL TO ORDER: 7:30 pm
A regular meeting of the Parks and Recreation Commission of the City of South San
Francisco was held on Tuesday, November 20, 2018 at a special time, at the Municipal
Services Building, 33 Arroyo Drive, South San Francisco, California.
II. ROLL CALL:

V. APPROVAL OF MINUTES OF THE OCTOBER 16, 2018 MEETING:
Commissioner Camacho requested amendments to Concert in the Park from Concerts in
the Park. She also noted that she did not request to remove birthdays from the calendar.
With these corrections, the minutes were approved by Commissioner Camacho with a
second by Commissioner Flores, unanimous.

VII. OLD BUSINESS:
A. Summary of Town Hall on Sports Fields September 19, 2018
Director Ranals introduced Manager Mediati who provided an update on the ambitious
Parks 11 projects for 2017 – 2019. Manager Mediati reported that six ballfields are
included in the Parks 11 projects with the cost of nearly forty million dollars. Gardiner
Park will be the next project slated to be completed. The department typically hosts a
public meeting to gather neighborhood feedback prior to park design and construction.
Manager Mediati advised the Commission of funding challenges and will review ball
field plans with the leagues and discuss with staff what can be done in house versus
through capital improvement projects.

Commissioner Flores asked if staff has responded to requests and inquiries from the
leagues. Manager Mediati has reported on improvements that have been completed.
Commissioner Flores suggested being transparent with the funding shortfall and
realistic timeline. Commissioner Uy inquired about the Orange Park expansion status.
Director Ranals stated that the City Manager had been in negotiations with California
Water Service, however this has been paused. She reminded the Commission that if
artificial turf is installed on the ballfield area then the field can be used for both soccer
and baseball. Director Ranals stated that South San Francisco Unified School District
plans to construct a baseball field on the South San Francisco High School (SSFHS)
campus, and the varsity baseball team will start playing games and practicing on their
own campus when the field is constructed. Commissioner Battaglia asked if SSFHS
will maintain the field on their school site. Manager Mediati said yes, the school
district will maintain the field and not city staff. Commissioner Camacho asked when
the parks project start dates will be published. Commissioner Holt thanked Director
Ranals and staff for keeping the fields up and for getting resident input. Commissioner
Lock also thanked staff for hosting public meetings and keeping the dialog going. He
asked if the public is aware that the Orange Park field will be closed for 1-2 years.
Manager Mediati said yes and Director Ranals said that staff strives to update the
website with details. Chair Garrone asked about the storm water capture project.
Director Ranals said that the city has $9.5 million dollars to complete the project.
Commissioner Camacho suggested communicating the timeline as soon as possible to
avoid conflicts with field permits.
B. Summary of Concert in the Park Survey Results
Director Ranals introduced Manager Duldulao who summarized the paper and online
surveys from Concert in the Park. She noted that 80% were SSF residents.
Commissioner Flores questioned if people who didn’t attend the concert could still take
the survey. Manager Duldulao said yes with the assumption that most people attended
the concert. Director Ranals said perhaps people did not attend because they did not
like the band or could not find parking and this would be good information to collect.
Commissioner Camacho suggested having different options in the survey for people
that did not attend the concert.
VIII. NEW BUSINESS:
A. Circle 3.0 Program Roll Out
Marie Patea gave an update on the scope of the project. The outreach plan includes
presentations at the Community Town Hall meetings on Monday, November 26 and
Tuesday, November 27 after a mailer was sent at the end of October and a workshop

was held at the Corporation Yard on November 17. Chair Garrone asked how many
approvals we had so far. Six approvals so far said Marie. Marie asked if
Commissioners would be willing to walk neighborhoods and assist staff with getting
watering agreements signed. Commissioners Holt and Battaglia both agreed.
Commissioner Battaglia asked why residents are hesitant to sign the agreements. Marie
stated that though it is a city tree, residents are still concerned about potential property
damage. Commissioner Camacho suggested working with the school district to get
notices sent home about the program. Commissioner Uy asked if the materials are in
multiple languages.
B. Agenda Minutes
Manager Sanderson discussed the various styles of commission minutes and prepared
the October minutes as a blended style of minutes. She noted that previous to October,
the minutes have been detailed and are time consuming to type up. Commissioner
Camacho referenced how the consultant consolidated minutes and she prefers the
current minutes since Marie has started taking minutes. Commissioner Flores
appreciates the blended style and noted that the Town of Colma includes a table which
provides a good visual. Chair Garrone said that with the sheer volume of information
that is discussed at the meeting, council members need to hear all of the details.
Commissioner’s feedback should be clear with a summary style for items from
commission. Director Ranals thanked Manager Sanderson for presenting the options.
IX. BEAUTIFICATION COMMITTEE:
Rich Busalacchi represented Beautification and will report information to the
Beautification Committee at their January meeting. Sally Busalacchi, Rich’s wife, joined
him at the meeting.

XI. ITEMS FROM COMMISSION
Commissioner Holt reported the following: that he and Jeannette had a great time at the
Full of Fun Halloween party and Thanksgiving dinner; Halloween Extravaganza had a
great turn out; Holiday Boutique had fun being a greeter and selling raffle tickets noting
that it was a great event; gave a shout out to Sharon and staff for the Parks and Recreation
Commissioner’s workshop and the great presenters. He also thanked Director Ranals and
Assistant Patea for the great swag at the event and hopes to see more of these events.

Commissioner Lock reported that the 2019 CPRS Conference is in March in Sacramento.
He noted that Sheri Boles is looking for more volunteers for the food and toy drive and
suggested the commission joins in to help the community if possible. He wished the
commission and city staff a happy holiday stating that it is time to rejoice with family and
friends.
Commissioner Uy reported that he enjoyed Halloween Extravaganza stating that the
crowd control was better than it had been in the past. He said that his kids were too scared
to go through the haunted house but their friends loved it. He mentioned the aquatics
program and after school recreation programs being cancelled because of air quality. He
said that the parents that he heard from appreciated the communication and decision to
close facilities but suggested that staff set up a protocol and include it in class registration
to let parents know if the air quality gets to a certain number that facilities will be closed
and parents will be called to pick up their children. Director Ranals noted that our
programs follow the South San Francisco Unified School District (SSFUSD) closure
policy. She thanked Commissioner Uy for his good point and noted that extra
communication is good.
Commissioner Flores questioned the Orange Slices art piece that was broken. Director
Ranals reported that the vandals were captured and the piece is $16,000. It is a felony
offence and all of the vandals were high school students. Staff is following up with the
artist on the construction of the piece since the piece did not appear to have a central spine
or pressure treated wood. The City has insurance with a deductible. Parents may need to
pay restitution and or the vandals may need to work it off. Commissioner Flores said that
he heard great things about the Halloween Extravaganza. He is not resigning from Parks
and Recreation Commission until every vote is counted and he is officially a trustee with
the SSFUSD. He said that he has much gratitude to the City, staff and Director Ranals for
this gift of service to the city. He wished everyone happy holidays!
Commissioner Camacho said that she enjoys Halloween Extravaganza every year but this
year was exceptional. Seeing the faces of the kids watching the entertainers was priceless.
The addition of insects was different and interesting. She said that the leisure guide looks
great and she likes the upcoming events and pictures. She suggested a text alert in the
future for air quality concerns and allowing parents adequate time to pick up their children
from programs. Director Ranals said that she will check in with Ken Anderson, who is
currently in Paradise, about the text alert option. Manager Duldulao said that the Civic
Rec system may be able to capture the necessary information such as wireless carrier and
provide the user the option to opt in for text message alerts. She will look at this option
with the next phase in account set up features. Commissioner Camacho wished happy

holidays to all and thanked Commissioner Flores for his service and noted that it has been
an honor to serve with him and is looking forward to partnering with him and solidifying
the partnership with SSFUSD.
Commissioner Battaglia asked how to advise dog park and ball field users about air
quality or other emergencies? Manager Duldulao said that staff could post signs at various
sites. Commissioner Battaglia attended the Historical Society fundraiser dinner, the
Commissioner’s workshop, Halloween Extravaganza, Plymire House event, Holiday
Boutique, Circle 3.0 workshop, and See’s Candy Sip and Shop. She noted that her
Commission is up in December 2018 and if she does not get reinstalled, it’s been fun
working with all.
Chair Garrone said that he did not prepare anything because though it is his last meeting,
he agreed to stay on the Commission until his chair is filled. He attended the Trivia
Challenge on Friday. He congratulated Commissioner Flores and said that he hopes that
the school board is all that he hoped and dreamed it would be and wished him the best of
luck! He wished everyone a wonderful holiday! He said that being on the Commission
has been truly special and has opened his eyes to how things work in South City. He
acknowledged Joe Fernekes for asking him to apply for the Parks and Recreation
Commission. He said that staff has come a long way! He wished everyone a wonderful
holiday.
XII. ITEMS FROM STAFF
A. December and January Calendar of Events and 2019 (tentative) Calendar
The draft calendar was given to each Commissioner.
B. Administrative Update
Director Ranals reviewed the items and noted that the SSFUSD Reorganization will be
December 13. The SSFUSD Liaison meeting will be December 17 at 3:00 p.m. with
Buri Buri after school recreation program on the agenda. Director Ranals also
mentioned the Big Lift program and that it is currently offered at no cost to families. If
the funding stops, we will need to go back to City Council and it may need to become a
fee based program.
Manager Duldulao thanked the Commissioners for the compliments on Halloween
Extravaganza and Holiday Boutique. She commended Kelli Jo on the Holiday
Boutique noting that it was the first time of hosting the event on a Saturday and with
that particular format. The vendors were happy and had a great time. Because of the
air quality, the Fun Run had to be cancelled and over 200 participants will be credited
or refunded for their entrance fee. Westborough Community Room restrooms are being

repaired and parents of students in programs there have been informed that December
21 through January 9, the restrooms will be closed.
Manager Mediati reviewed administrative items and noted that Alta Loma Park
playground has warranty issues which are being addressed.
Director Ranals thanked Commissioner Flores for his service and said that we will
have a brick etched for him in Centennial Way Plaza as soon as possible. A brick for
Chair Garrone will be installed soon for his year as chair.
Director Ranals said that she expects that Smith Group will present a Civic Campus
update at the January commission meeting. She also said that the dates for the CPRS
conference in Sacramento are March 13 through 19. Commissioner Camacho, Holt and
Lock are interested in attending. Staff can arrange a driver if needed. Commissioner
Camacho inquired about the California Association of Parks and Recreation
Commissioners and Board Members (CAPRCBM) dinner.

About the Childcare Program Areas
The South San Francisco Parks and Recreation Department serves children 2.5 years - 14 years
old (with the exception of the Full of Fun Camp). The Childcare Program Area includes: ~ 3 licensed preschools (Westborough, Little Steps and Siebecker) serving children 2.5 years old (potty trained) to 5 years old. In our preschool we want children to build a positive self-image;
explore their natural sense of wonder; discover their creative spirit; learn problem-solving skills;
develop self-control and consideration of others; increase coordination, balance, and body image; and know that learning is fun! We achieve this by providing opportunities for children to grow intellectually, socially, emotionally, and physically, in a warm, loving, play-based environment as well as recognizing each child’s individuality, with respect for their cultural diversity, special
needs and abilities.
~ 4 licensed after school recreation programs (Buri Buri, Monte Verde, Ponderosa, and Spruce) serving children from Kindergarten through 5th grade. In our after school programs we want to develop socialization skills such as cooperation, leadership and decision-making skills through a
variety of safe recreational activities. Our program focuses on group dynamics while also
meeting the individual needs of the child. Our goal is to encourage and develop each child’s self-esteem and social skills so they can continue to grow and meet the challenges of today’s world. We strive to create a safe, high quality and fun environment that promotes a high self-image and positive attitude.
~ 2 REAL program sites (Los Cerritos, and Martin) serving children from Kindergarten through 5th grade. This program is a grant funded program and is free to the participants. The primary focus for this program is in helping the children meet the California academic standards in Reading and Math skills as well as homework assistance. The REAL program also works on the
children's self-esteem, social skills and leader ship skills through a variety of activities. The
children in the REAL program also participate in activities such as life skills, arts and crafts, sports, and more. ~ Camps (Traditional Summer Camp (Orange Park and Ponderosa), Winter and Spring Camp)
serves children who have completed regular Kindergarten through 12 years old. Traditional
Camp is offered at two sites, Orange Park and Ponderosa School. We offer each camper a chance to experience many different and exciting activities which include sports, (such as basketball, soccer, trench and kickball), science, cooking, art, large group games, and much more. There are off-site activities planned including recreation swim twice a week, walking community
adventures and major fieldtrips to destinations all over the Bay Area.
~ Teen Camp (Ponderosa School Site) serves teens 13 to 14 years old. The teens will have the opportunity to participate in age-appropriate teen activities. The teens will be off-site on most days visiting places of interest including the movie theater, the mall, Golden Gate Park etc., and
they accompany the Traditional Camp on their field trips as well.
~ Enrichment and Sports Camp (Terrabay) serving children from 5 years old through 12 years old. We provide an opportunity for children to participate in a camp specifically designed to
introduce and/or increase their skill in\ a specific area. Some of the camps that have been offered are dance, self-defense, basketball, science, cooking, drama, and more.
~ Full of Fun Summer Camp The Full of Fun Camp developed as a result of parents of teens and young adults with disabilities asking about summer programs. The goal was simple – to offer a camp for these special young adults that allows them to just “hang out” with their non-disabled peers. Full of Fun Camp is offered in two sessions of the summer. Each session is one week in
duration and operates Monday through Friday from 9:00a.m. – 4:00p.m. Activities include art,
crafts, cooking, outside games, sports, fieldtrips and time to just hang out and be a teen. In the past camp has gone to the movies, Bocce Ball at Orange Park, Giants Game, waterslides, San Francisco Zoo, etc.

R.E.A.L. Program
The purpose of our program is to expand learning beyond the school day and beyond classroom doors and walls. Our program compliments, supports and enhances daily classroom instruction. The program, while structured, provides staff and students with choices. Our program encourages creativity, imagination and flexibility. Our program focuses on creating educational projects that make learning fun. Students participate in a balance of individual activities, small and large group activities, indoor and outdoor activities, and quiet as well as active play. After School Recreation Program Registration Information

NEW REGISTRATION PROCESS!
The City of South San Francisco Parks & Recreation Department will be accepting lottery
applications for the available spaces at the licensed After School Recreation Programs at Buri
Buri, Monte Verde, Ponderosa, and Spruce Elementary Schools, and the REAL Programs at Los Cerritos and Martin Elementary Schools. In recent years, the demand for our program has been greater than the number of spaces available. Enrollment in the program will be determined by lottery.
Lottery applications for the After School Recreation Program will be from April 1 – 11, 2019. Parents can turn in the application form via one of the following options:

• Mail to Childcare Division, 33 Arroyo Drive, South San Francisco, CA, 94080
• Drop off at the Joseph Fernekes Building at 781 Tennis Drive in Orange Park. Business
hours are Monday to Friday, 8:00 a.m. to 5:00 p.m.
Please note that your lottery odds do not change based on when you drop off your application. You will only need to fill out a single form to complete the lottery registration for all programs as marked.
Participants will be notified the week of April 22nd as to if they received a spot or are waitlisted. Walk-in registration for any remaining slots that have not been filled or to get on the waiting list will be open to the public beginning on April 29th on a first come, first served basis.
Demand for our program has overwhelmed the supply. After discussing a number of options,
we decided this was the best way to maintain our current registration system but also maintain an equal chance for anyone to attend. The drop off for the lottery will be open for several days; therefore, it will not matter at all when families submit their lottery registration.
We are still implementing priority registration for children currently enrolled in our after school
programs. All families interested in the lottery can only submit a form for their biological/legal children. We do not allow families to register friends or other family members in this process.

Families currently enrolled in the City of South San Francisco school-year childcare programs may pre-enroll for
Traditfonal and Sports Camps and only one session of Enrichment Camp prior to public registratfon. No advanced
registratfon is allowed for Kids in the Kitchen, Minecraft with Legos, or STEM with Legos Camps. If you are
currently enrolled in a school-year program and are interested in Kids in the Kitchen, Minecraft with Legos, STEM
with Legos, or additfonal Enrichment Camps you must attend public registratfon.
Informatfon needed for applicatfons includes medical informatfon, policy numbers, emergency contacts, emails,
and individuals identffied on your emergency/pick-up list.
Numbers for both residents and non-residents will be issued beginning at 5:00 a.m. to people in line.
Residents must physically live within the South San Francisco Unified School District’s Boundaries and must show
proof of residency (current driver’s license and/or utflity bill) to get a resident number.
Once a number tfcket has been issued, the tfcket holder may wait in the Social Hall untfl 6:00 a.m. or leave and
return by 6:00 a.m. to register for camp.
Beginning promptly at 6:00 a.m. we will begin calling resident numbers. Residents arriving after the beginning of
non-resident registratfon will need to register with non-residents.
There will be one table for each camp. The registrant must collect their confirmatfon card for each session of each
camp before proceeding to the applicatfon check table.
If a camp fills up, waitfng lists will be established for that camp session so please make sure to put your child on the
waitfng list. There is no charge for the waitfng list.
Once your applicatfon has been reviewed for accuracy, you will proceed to the payment table. At the payment
table, staff will process all required informatfon and calculate payments due.
Open registratfon (residents and non-residents) will contfnue from 7:30 a.m. - 9:00 a.m.
Processing of applicatfons will occur the Monday following registratfon day.
Receipts will be emailed to the email on your applicatfon. The receipt you receive once your payment is processed
is also your billing reminder. There is a $30 late payment fee and failure to pay your Camp fees by the due dates
may result in your child being dropped from camp. Please keep all receipts for your records and tax purposes.
There is a $30 fee to have them reprinted. Our tax ID number is 94-6000-435.
After March 12, 2018, registratfon will contfnue to be taken on a first come, first served basis Monday - Friday,
8:00 a.m. - 5:00 p.m. at the Joseph Fernekes Recreatfon Building (781 Tennis Drive, SSF).

NEW REGISTRATION PROCESS!
The City of South San Francisco Parks & Recreation Department will be
accepting lottery applications for registration numbers that will determine the order in which prospective participants can register for available spaces in the 2019 Summer Camp program. Residents who live within the South San Francisco Unified School District boundaries will receive
priority in the lottery pull.
Families interested in enrolling in summer camp will need to turn in a lottery form and proof of residency in order to receive a registration number. We will accept forms for the 2019 Summer Camp from
February 19 – 25, 2019. It will not matter at all when families submit
their lottery form. Applicants can turn in the form via one of the following options:
• E-mail at (TBD)
• Mail to Childcare Division, 33 Arroyo Drive, South San Francisco, CA, 94080
• Drop off at the Joseph Fernekes Building at 781 Tennis Drive in
Orange Park. Business hours are Monday to Friday, 8:00 a.m. to 5:00 p.m. You will only need to fill out a single form. Any registration that does not
include proof of residency will be counted as a non-resident application.
Do not submit multiple forms, one form per family only. Participants will be notified during the week of March 4 as to the registration number they received. Lottery participants must plan to
be present when their number is called on registration day on Saturday, March 9 in order to complete their enrollment. Registration will begin promptly at 6:00 a.m. Participants who are not present when their number is called will be moved to the back of the line and must wait until all lottery applicants have been served.
We are still implementing priority registration for families in our after school programs. After school program families who wish to register in more than one camp at Terrabay Gymnasium and Recreation Center will need to participate in the lottery.
All families interested in the lottery can only submit a form to enroll their biological/legal children. We do not allow families to register friends or other family members in this process.

Recognition Dinner is the next week.
BACKGROUND/DISCUSSION
District 4 of CPRS has scheduled their 2019 Awards Dinner for Thursday, February 28, 2019, in
Cupertino. Since Commissioners usually attend this dinner and the February meeting would be held nine evenings prior, staff is recommending that cancellation of the February meeting be considered. There are no anticipated urgent business items that cannot wait to be agendized for the March meeting. A motion and vote is necessary to cancel the meeting.
