PLEDGE OF ALLEGIANCE Mayor Matsumoto led the pledge. AGENDA REVIEW None. ANNOUNCEMENTS FROM STAFF Mayor Matsumoto stated that she received numerous emails concerning the audio quality of live meetings and requested an update from staff. Information Technology Director, Tony Barrera provided an update on the City's current audio issues and stated that the problem was resolved. PRESENTATIONS 1. Certificate of Recognition Rev. Oakes (Councilmember Nicolas) Councilmember Nicolas read into the record a proclamation for Reverend Leonard Oakes acknowledging his numerous contributions to the community and recent recognitions. Reverend Oakes thanked the City Council for their recognition and reiterated his commitment to the community. 2. Presentation by SFO on Planned Expansion (Francis Tsang, SFO) San Francisco International Public Information Officer, Doug Yakel presented the report and provided an overview of the San Francisco International Airport activities and future projects. Mr. Yakel indicated that the Airport Development Plan (ADP) guides future developments and replaces the former Airport Master Plan (AMP) established in the 1980's. The plans and goals of the ADP will be in line to the existing runway configuration there are no plans to add an additional runaway. He presented a list of recommended ADP projects, likely to occur between the years of 2020 — 2035, reconfiguration of the International Terminal Building Redevelopment, central hub garage including parking and facilities to accommodate UBER and Lyft riders. Mayor Matsumoto requested that Mr. Yakel address noise impacts due to the expected expansion. Mr. Yakel stated that the Federal Aviation Administration (FAA) new air traffic control modernization plan called "NextGen" is causing a rise in aircraft noise complaints. He has been actively working with elected officials to address the FAA's program to improve noise quality for residents. Councilmember Addiego stated that he has been a member of the San Francisco International Airport/Community Roundtable and has also relayed concerns of aircraft noise from residents throughout the community. PUBLIC COMMENTS Mayor Matsumoto invited public comment. Cynthia Markopolous addressed the Council regarding the Community Civic Campus project and the proposed 200 parking spaces. She indicated that the proposed parking spaces are inadequate for the new campus and existing facilities on Antoinette Lane. She requested that Council re-evaluate the proposal. COUNCIL COMMENTS/REQUESTS Councilmember Nagales reported that he received a call from former Mayor Pedro Gonzalez informing him that the Salvation Army on Mission Road had been closed. Salvation Army owns the building and it is unknown how they will continue to serve the community. He expressed his concerns for the families that have been impacted by the federal government shutdown and requested that the pop up distribution centers be inclusive to serve San Mateo County and residents of South San Francisco. He inquired about the possibility of waiving payments for families in our community impacted due to the loss of income. Director Ranals stated that she has found two families that may have been impacted and if given direction by Council, she will reach out to these families. Consensus of council to waive payments for families affected. City Manager Futrell indicated that he has been in contact with the County Manager for information on possible resources and services available to affected families in San Mateo County. He encouraged residents to visit the County's website at hsa.smc.gov.org for additional information including unemployment information. REGULAR CITY COUNCIL MEETING JANUARY 23, 2019 MINUTES PAGE 2 Mayor Matsumoto and Councilman Nagales thanked Director Ranals and her staff for responding to fallen trees during the storm. Job well done! Councilwoman Nicolas thanked the City Manager and staff for the opportunity to attend the New Councilmembers Conference and provided an overview and benefits of the program. She welcomed South San Francisco Police Department newly sworn officers and requested to adjourn the meeting in honor of Monsignor John Roberto Pernia of Mater Dolorosa Church. Councilman Addiego welcomed South San Francisco Police Department newly sworn officers and staff and requested to adjourn the meeting in honor of fallen Officer Natalie Corona. Vice Mayor Garbarino apprised Council on his efforts to address housing and homelessness at a state level. He expressed his concern with local control and stated that he will be actively participating in the ongoing discussion and will provide routine updates. Mayor Matsumoto expressed her support of affordable housing. She discussed the City's proposed housing expansion and the lack of affordable and workforce housing. She stated that the City will experience an indirect impact due to other agencies not meeting RHNA numbers and the Governor's delay of funding. She requested that staff follow up on a complaint received regarding an auto repair on Cypress Avenue use of street parking which impacts parking for residents of the area. She inquired about the removal of trees on the Bay Trail at Oyster Point. City Manager Futrell stated that the trees have been removed to address sea level rise and indicated that the developer will update the trail and replant the trees. Mayor Matsumoto provided a report of the Homeless Outreach Team (HOT) and the increase of homeless in the community congregating at Starbucks Coffee on Grand Avenue. She indicated that a vast majority of homeless individuals require mental health services and refuse treatment. She stated her participation in the Homeless Count Day on January 31St and encouraged the community to volunteer for the event. She requested an Ordinance Banning the use of Plastic Straws. City Manager Futrell will coordinate a study session for Council to discuss. Mayor Matsumoto requested to adjourn the meeting in honor of Lola (Schmidt) Garcia, former journalist with the Enterprise Journal. CONSENT CALENDAR The City Clerk duly read the Consent Calendar, after which Council voted and engaged in discussion of specific items as follows: Item No. 3: Councilmember Nagales pulled the item for additional questions. 4. Report regarding Resolution No. 12-2019 authorizing the filing of a grant contract renewal for Community Development Block Grant funds allocated through the City of Daly City to support Project Read and authorizing the Finance Director to adjust the Fiscal Year 2019 - 2020 Revenue Budget per Budget Amendment 19.040 upon receipt of grant award. (Valerie Sommer; Library Director) REGULAR CITY COUNCIL MEETING JANUARY 23, 2019 MINUTES PAGE 3 5. Report regarding Resolution No. 13-2019 authorizing the acceptance of $5,983 in grant funding from the California State Library to support implementation of a series of life skills programs for teens, and approving Budget Amendment 19.041. (Valerie Sommer, Library Director) 6. Report regarding Resolution No. 14-2019 appointing directors to the Pooled Liability Assurance Network Joint Powers Authority on behalf of the City of South San Francisco. (Leah Lockhart, Human Resources Director) 7. Report regarding Resolution No. 15-2019 amending the City Manager's Office Position Budget in Fiscal Year (FY) 2018-19 (Leah Lockhart, Human Resources Director) 8. Report regarding adoption of Ordinance No. 1569-2019 amending Chapter 13.04 of the South San Francisco Municipal Code and adding Chapter 13.40 of the South San Francisco Municipal Code pertaining to open trench notification and telecommunication infrastructure improvements. (Tony Barrera, Information Technology Director and Eunejune Kim, Public Works Director) Motion— Councilmember Garbarino/Second—Councilmember Nicolas: to approve Consent Calendar Items Nos. 4, 5, 6, 7 and 8. Unanimously approved by roll call vote. ADMINISTRATIVE BUSINESS 9. Report regarding the Community Civic Campus quarterly update for Quarter 2 Fiscal Year 2018/2019 and Schematic Design update. (Marian Lee, Assistant City Manager) Assistant City Manager Lee presented the report and provided an overview of the Community Civic Campus project and outreach efforts. She indicated that posters have been placed throughout City facility with comment cards for public input. A banner will be placed at the future construction site with contact information. Bill Katz of Smith Group presented an update on schematic design of the South San Francisco Civic Campus Center. Assistant City Manager Lee noted a change in available parking spaces below the building changed from 100 to 30 due to utility constraints. The City will still meet the intent of below ground parking in order to meet ADA parking requirements, in addition to reserve spacing in the surface parking lot. Mr. Katz discussed the Centennial Trail parking accessibility and the pedestrian walkway and Accessibility. He stated that the parking project will consist of 220 parking spaces for the structure with designated parking stalls for employees. He presented an overview of the Police Department facility visitor parking with 72 spaces covered and fenced for employee parking. The facility will be a two stories with a firing range and training facility. Assistant City Manager Lee provided an overview of the bid packet and process. She indicated staff was not in favor of dividing the project into two contracts, due to the increase in staff time. She presented a conceptual schedule for the proposed project. The prequalifying process is scheduled to begin 2020, all dates are subject to change. REGULAR CITY COUNCIL MEETING JANUARY 23, 2019 MINUTES PAGE 4 Councilman Nagales inquired about proceeding with the Police Department project and the estimated $lmillion dollar savings. He thanked Assistant City Manager Lee for her work in the development of the project and expressed his concern with the proposed parking. He requested that staff ensure resident parking is available. He inquired about lighting for the facility and lighting for pedestrian safety. Mayor Matsumoto inquired if the City would benefit from signing a PLA in order to attract qualified contractors to bid on the project. Assistant City Manager Lee stated that the PLA will apply to all project and will be beneficial to the community. She indicated that all contractors will participate in the prequalify process. Mayor Matsumoto inquired about the status of the community theatre and City Council community building. Assistant City Manager Lee stated that the lower level schematic design is behind due to Council's desire of incorporating the dias. Mayor Matsumoto expressed her concern with surface parking and inquired about the acreage of street parking. Assistant City Manager Lee stated that her estimation was a little more than 1 acre of space. She inquired about the contingency cost and requested an explanation. Assistant City Manager Lee stated that every project has a 10% contingency, the construction contingency amount is $27 million and the Police station construction contingency is $12 million. These contingencies are held for unexpected costs. These contingency numbers were provided by the consultant and staff determined that the assumptions were accurate. Report regarding a resolution authorizing the allocation of One Million Dollars ($1,000,000) in Community Enhancement Payments to the South San Francisco Unified School District (SSFUSD) for the construction of the Buri Buri Elementary School Multi-purpose Field. (Sharon Ranals, Director of Parks and Recreation) South San Francisco Unified School District Board President Baker, addressed Council and read into the record a statement from Buri Buri PTA President Claire Ramsey thanking the Council for considering the funding for the field and soliciting the Council's assistance to fund additional fields throughout the District. President Baker thanked the City and the Council for their consideration of the matter and the importance of this project for the Buri Buri community. Director Ranals presented the report and stated that in 2016 the City Council approved the allocation of $lmillion dollars, community funds. She thanked and acknowledged Assistant Superintendent of Business Services, Ted O for his cooperation and presence. She encouraged community feedback. Director Ranals indicated that the Council received the most recent proposal with the District's estimated cost of $1.38 million, once the fields are repaired the City will resume maintenance of the Buri -Buri field as listed under the JPA. REGULAR CITY COUNCIL MEETING JANUARY 23, 2019 MINUTES PAGE 5 Director Ranals stated that funding for this project has conditions that the District must meet before the City releases funds, once funding is received. She indicated that she and her staff have met with Mr. O and discussed a fair prioritization of community groups going forward. In addition, the Buri - Buri field will be available to the general public. The City's limited contribution is $1million dollar, in the event the project exceeds this cost, the City will be informed of changes and will approve the project. Councilmember Addiego provided an overview of park in lieu fees and funding from the City to the District. He inquired about the conditions placed on the funding to the District and if the Council would be the final authority if changes were requested by the District. City Manager Futrell indicated that he conferred with Superintendent Moore and she agreed to the terms stipulated in the contract. Mayor Matsumoto inquired if the City would be overseeing the construction of the park. Director Ranals stated that the project will be overseen by the District. Councilmember Nagales stated his concern with communication between the City and the District. He expressed his support for the project and looks forward to continue building a strong partnership between the City and the District. Motion— Vice Mayor Gabarino/Second—Councilmember Addiego: to approve Resolution No. 16- 2019. Unanimously approved by roll call vote. CONSENT CALENDAR- Resumed 3. Motion confirming payment registers for January 23, 2019. (Christina Crosby, Interim Director of Finance) Councilmember Nagales inquired about expenses listed for the Economic and Community Development to Barrango Manufacturing for FY 2015-2018 in the amount of $15k. Director Greenwood stated that the City had a 3 year contract with Barrango Manufacturing for the fabrication and storage of the downtown decorations. The contract terminated 12/31/18 and final payment was issued. Mayor Matsumoto inquired about the line item expense for the landscape Gateway monument sign in the amount of $11 k and whether it was for the gateway signs or redesign. City Manager Futrell indicated that the expense was for the approved installation of the new Gateway sign. He will provide a detailed response to Council via the Thursday memo. She inquired about the Designated Fund Balance and the various expenses listed. Finance Manager Lovell stated that he would review the expenses and provide a detailed response to Council via the Thursday memo. REGULAR CITY COUNCIL MEETING JANUARY 23, 2019 MINUTES PAGE 6 ITEMS FROM COUNCIL — COMMITTEE REPORTS AND ANNOUNCEMENTS Councilmember Addiego requested a follow up to the tenant protection discussion and in addition, he requested that Council be apprised on the Regional Housing Enterprise, governed by MTC and ABAG. Consensus of the Council to discuss at a future date. City Manager Futrell stated that the item will be brought back for Council discussion.
