Box 711 (City Hall, 400 Grand Avenue) South San Francisco, California 94083 TIME: PRESENT: ABSENT: Meeting held at: CITY HALL, CITY MANAGER'S CONFERENCE ROOM 400 GRAND AVENUE SOUTH SAN FRANCISCO, CA MONDAY, FEBRUARY 25, 2019 6:00 p.m. 6:03 p.m. Councilmembers Addiego, Nagales, Nicolas, Vice Mayor Garbarino and Mayor Matsumoto. NONE PUBLIC COMMENTS - comments are limited to items on the Joint Special Meeting_ None. ADMINISTRATIVE BUSINESS 1. Report regarding Board and Commission interviews and appointments to the Conference Center Authority, Cultural Arts Commission, Housing Authority, Library Board and Parking Place Commission. (Rosa Govea Acosta, City Clerk). a. Interview Applicants for Multiple Positions: 6:10 p.m.: Alvin Zachariah (Teleconference) Applicant not interviewed 6:20 p.m.: Ruth DeNardi 6:30 p.m.: Kimberly Abold 6:40 p.m.: Tim Passaro 6:50 p.m.: John Sanna Mr. Zachariah was scheduled for a telephone interview, but was not reachable at the time of the interview. Council interviewed applicants DeNardi, Abold, Passaro and Sanna. b. Interview Applicants for the Cultural Arts Commission: 7:20 p.m.: Ryan Campagna 7:30 p.m.: Peter Foley 8:20 p.m.: Michael DeNatale Council interviewed applicants Campagna, Foley, and DeNatale. Recess: 7:40 p.m. Meeting resumed: 7:50 p.m. c. Interview Applicants for Library Board: 7:50 p.m.: Diane Huddleston Council interviewed applicant Huddleston. d. Interview Applicants for Parking Place Commission: 8:00 p.m.: Hermes Monzon 8:10 p.m.: Dana Abarca Council interviewed applicants Monzon and Abarca. e. Discussion and consideration of appointment of applicants to the Conference Center Authority. Council may appoint two (2) applicants to terms expiring March 27, 2022. Applicants: Zachariah, Abold. Council provided direction to staff, no action taken. f. Discussion and consideration of appointment of applicants to the Cultural Arts Commission. Council may appoint one (1) applicant to a term ending June 13, 2023. Applicants: Zachariah, DeNardi, Campagna, Foley, DeNatale. Council discretion-Passaro. Council directed staff to update the SSF Municipal Code Chapter 2.80.030 - Cultural Arts Commission to increase composition from nine to eleven members. City Attorney Rosenberg will bring the item back for Council consideration in a future meeting. Motion— Councilmember Nagales/Second—Vice Mayor Garbarino to appoint Ryan Campagna to the Cultural Arts Commission for a term expiring December 31, 2022. Unanimously approved by roll call vote. g. Discussion and consideration of appointment of applicant to the Housing Authority. Council may appoint one (1) applicant to a term expiring March 31, 2023. Applicant: Abold Motion— Councilmember Nicolas/Second—Councilmember Nagales to appoint Kimberly Abold to the Housing Authority Commission for a term ending March 31, 2023. Unanimously approved by roll call vote. h. Discussion and consideration of appointment of applicants to the Library Board. Council may appoint one (1) applicant to a term expiring June 30, 2022. Applicants: Zachariah, Huddleston. Motion— Councilmember Addiego/Second—Councilmember Nicolas to appoint Diane Huddleston to the Library Board for a term ending June 30, 2022. Unanimously approved by roll call vote. SPECIAL MEETING FEBRUARY 25, 2019 MINUTES PAGE 2 i. Discussion and consideration of appointment of applicants to the Parking Place Commission. Council may appoint two (2) applicants to terms expiring December 31, 2022. Applicants: Monzon, Abarca. Motion— Councilmember Addiego/Second—Vice Mayor Garbarino to appoint Hermes Monzon and Dana Abarca for terms ending December 31, 2022. Unanimously approved by roll call vote. 2. Report regarding establishing term expirations for appointed Library Board members Giusti and Chin. (Rosa Govea Acosta, City Clerk). City Clerk Govea Acosta presented the report and stated that at the October 24, 2018 meeting, Council interviewed and appointed members Giusti and Chin to the Library Board. Due to a clerical oversight, Council did not set term expirations. Motion— Councilmember Nagales/Second—Councilmember Addiego to set Boardmember Giusti's term ending June 6, 2019 and Boardmember Chin's term ending June 6, 2021. Unanimously approved by roll call vote. 3. Ratification of the San Mateo County Board of Supervisors Appointment of Member At -Large Representative Edward Bortoli to the San Mateo County Flood Control District. (Rosa Govea Acosta, City Clerk). City Clerk Govea Acosta presented the report and indicated that San Mateo County Director of Public Works, James C. Porter, recommended the re -appointment of South San Francisco representative Edward Bortoli as a member "at large" to the San Mateo County Board of Supervisors. The Board unanimously approved his appointment on July 24, 2018. Motion— Councilmember Nagales/Second—Councilmember Nicolas to ratify the appointment of Mr. Edward Bortoli, as a member "at -large" to the Colma Creek Advisory Committee with a term expiring March 31, 2022. Unanimously approved by roll call vote.
