Mayor Matsumoto called the special meeting to order noting that three Councilmembers were in
attendance.
Roll Call. PRESENT: Councilmember Nagales, Vice Mayor
Garbarino and Mayor Matsumoto
ABSENT: Councilmember Addiego and
Councilmember Nicolas
Public Comments. None.
PRESENTATIONS
1. AB 1234 Ethics Training 2019.
Claire Lai, Assistant City Attorney and Tivonna Stern, Assistant City Attorney, presented the AB 1234
Ethics training reviewing topics such as the Political Reform Act, various Brown Act regulations, Due
Process, and the Public Records Act. Assembly Bill 1234 requires that elected officials, members of
legislative bodies who receive compensation or reimbursements, and employees designated by the
legislative body receive ethics training every two years for two hours.
