4. Study Session: Joint meeting with Planning Commission and Design Review Board to
discuss items of mutual concern
Mayor Green stated that the basis for the meeting is to discuss development, what each
body is trying to accomplish and the Council's vision. He opened the forum to
Councilmembers to make their opening remarks.
Councilmembers stated concerns regarding current general development issues, including
ABAG housing allocation projections and penalties, the intricacies of creating quality
housing and mixed-use, high-density and transit oriented developments, while maintaining
open space. Councilmembers agreed that they would like to see more creative architectural
designed projects and for the City to "raise the bar" when projects are going through the
design review and planning process.
Planning Commissioners discussed the premise of raising the bar, staff s role, meeting
ABAG's housing mandate, maintaining a standard ofliving in South San Francisco,
tandem parking issues, demanding quality developments from applicants, and the need for
more affordable housing projects.
Commissioner Romero suggested that the City develop design guidelines for areas ofthe
City, similar to what was developed for the Fairfield project.
Chair Teglia suggested that a mixed-use development be encouraged at the vacant CALA
grocery store site and that a transit village development concept be considered in areas
surrounding Tanforan and CalTrain.
A discussion ensued regarding the design review process, public noticing, obstacles in the
process, the coordinating of the permit process between departments by staff, small home
additions, and enhancing design guidelines.
Noting frustration when applications are incomplete, Boardmember Williams suggested a
checklist of criteria be developed for applicants to review before making a submittal.
Staff suggested that if concerns relate to ordinances being outdated and in need of revisions
that a list can be formulated and modifications can be made, such as regulating tandem
parking and roof design standards.
Councilwoman Matsumoto suggested that staff, counsel and the Planning Commission
discuss the legal grounds for denying applications; staff responded that a meeting is
scheduled to discuss Planning Commission procedures.
Commissioner Sim asked that "cartoon" sketches from applicants not be accepted, that a
survey of cities be conducted to see how their goals are accomplished, and suggested staff
explore the possibility of a hillside ordinance to maintain visual corridors.
5. Adjournment
Being no further business, Mayor Green adjourned the meeting at 9:02 p.m.
