HomeMy WebLinkAboutMinutes 2005-06-08 MINUTES CITY COUNCIL CITY OF SOUTH SAN FRANCISCO REGULAR MEETING WEDNESDAY, JUNE 8, 2005 MUNICIPAL SERVICES BUILDING COMMUNITY ROOM 33 ARROYO DRIVE CALL TO ORDER: 7:30 p.m. (Cassette Tape No. I) ROLL CALL: Present: Councilmembers Garbarino, Gonzalez and Matsumoto, Mayor Pro Tern Fernekes and Mayor Green Absent: None PLEDGE OF ALLEGIANCE: Led by Assistant to the City Manager Susan Kennedy INVOCATION: Given by Captain Chris Yaeger, Salvation Army PRESENTATIONS . Annual Weed Abatement Program - Paramedic/Firefighter Paule Medeiros gave a visual overview of the abatement program, public education program and listed recommendations for fire-wise landscaping. He stated that the South San Francisco Youth Work Program and community volunteers will begin abating weeds on June 27. Councilwoman Matsumoto requested the City's webpage for weed abatement have an email address link. Public Works Director White stated he would add the link. . Recognition of Police Chief Mark Raffaelli: Mr. John Woolley, Colonel Ceccato, Mr. Charles McDougald, and Mr. James Franklin, representing the Department of Defense, Northern California Employer Support ofthe Guard & Reserve, presented an award to Police Chief Raffaelli for supporting South San Francisco police officers serving in the National Guard. Mr. Woolley stated Police Officer Brian Huynh, currently serving in Iraq, made the nomination. An Above and Beyond A ward was also presented to the City Council for its support. AGENDA REVIEW PUBLIC COMMENTS ITEMS FROM COUNCIL No changes. None. . Announcements . Committee Reports Councilmembers reported on attendance at community and regional events, announced upcoming events and fundraisers, and acknowledged members of the community for their contributions. Councilwoman Matsumoto asked that staff explore the feasibility of a war memorial tree grove at Orange Memorial Park. She requested stafflook into strengthening the City's sex offenders' ordinance that would prohibit the placing of child molesters in neighborhoods where children live or attend school. She further requested that an ordinance be explored that would prohibit sideshows and that the ordinance include a section that participants' cars would be confiscated by the police as a deterrent to sideshows. Councilman Garbarino reported on the Peninsula Traffic Alliance Board of Directors meeting and advised staff that a draft JP A agreement is being forwarded to staff for review and Council action. He also advised staff that the Alliance is allocating $2000 per city to conduct shuttle surveys. Mayor Pro Tern Fernekes stated the Day in the Park subcommittee (Fernekes/Matsumoto) met to discuss this year's event that will be held September 24. He requested from staff a timeline on the permit process for the proposed Lowe's Home Improvement Store, to be located on Dubuque A venue and scheduled to open in the summer of 2006. CONSENT CALENDAR 1. Motion to approve the minutes of May 23,25, and 31, 2005 2. Motion to confirm expense claims ofJune 8, 2005 in the amount of$I,194,023.03 3. Motion to accept the Common Greens Tree Removal Project as complete in accordance with plans and specifications 4. Motion to reject the bid protest filed by Mitchell Engineering and Resolution No. 57-2005, awarding construction contract to JMB Construction, Inc. for the Swift A venue Pump Station No.3 Upgrade and Swift Avenue Sanitary Sewer Replacement project in the amount of $2,520,000 5. Resolution No. 58-2005, authorizing the execution of a cooperation agreement with the County of San Mateo to secure and award HOME Partnership Funds through the County HOME Consortium 6. Resolution No. 59-2005, approving a release agreement between County of San Mateo, City of South San Francisco and South San Francisco Redevelopment Agency 7. Acknowledgement of proclamations issued: National Youth Week, 5/24/05; John C. Martin, 5/25/05; and City retirees William Lucia and Carol Haskin, 6/4/05 Motion-Gonzalez/Second-Fernekes: To approve the Consent Calendar as submitted. Unanimously approved by voice vote. REGULAR CITY COUNCIL MEETING MINUTES JUNE 8, 2005 PAGE 2 ADMINISTRATIVE BUSINESS 8. Resolution awarding contract to Marcy Wong for architectural and engineering design services in the amount of $462,000 and construction management services to RGM and Associates in the amount of$490,780 for the Orange Memorial Park Community Center Project Staff report presented by City Engineer Razavi. He informed Council that this project will incorporate green building standards, which will be a first for the City, and requested that two Councilmembers be assigned to the project design review committee. (Accelerated project schedule and a proposed cost table were distributed to Council.) Councilmembers stated concerns regarding the fast-tracking process and asked for assurances that a quality project is maintained. Councilmembers requested that staff take a tour of Marcy Wong's completed architectural projects. Mayor Green asked for clarification on the accelerated project schedule and fast-tracking terminology. City Engineer Razavi responded to concerns and explained the design review process, scheduled site tours, demolition schedule, and construction phases. Mayor Green asked that Mayor Pro Tern Fernekes and Councilwoman Matsumoto sit on the design committee and participate in the site tours. Motion-Garbarino/Second-Fernekes: To approve Resolution No 60-2005, awarding the architectural/engineering design services to Marcy Wong & Donn Logan Architects in the amount of $462,000 and the construction management services to RGM and Associates in the amount of$490,780 for the construction of the new South San Francisco Community Center located along Tennis Drive at Orange Memorial Park. Unanimously approved by voice vote. COUNCIL COMMUNITY FORUM No report.
