PLEDGE OF ALLEGIANCE Dr. Mark Barradas led the Pledge of Allegiance. AGENDA REVIEW City Manager Futrell requested to reschedule Presentations - Item #4 to a meeting June 2019. ANNOUNCEMENTS FROM STAFF Assistant City Manager Lee invited members of the community to attend the upcoming Community Civic Campus Public meetings: Parks and Recreation Commission meeting on May 21, 2019; Library Board of Trustees meeting on May 28, 2019; Planning Commission meeting on May 30, 2019; and the Bicycle and Pedestrian Advisory Committee meeting on June 5, 2019. Councilmember Addiego expressed his concern with the meeting room capacity in the City Manager's Conference Room at City Hall and requested staff to plan accordingly and explore alternate meeting locations in anticipation of large crowds. Assistant City Manager Lee indicated that staff would explore alternate locations, if needed. Mayor Matsumoto and Councilmember Nagales concurred with Councilmember Addiego's concerns and requested staff to take into consideration future meetings. Assistant City Manager Lee noted that a meeting room scheduling conflict required the Planning Commission to meet at City Hall, but staff would explore additional meeting locations with adequate space. Parks and Recreation Director Ranals invited members of the community to attend the Quilting Exhibit at the Municipal Services Building beginning Friday, May 10, 2019 through Saturday, May 11, 2019 from 6:30 p.m. to 8:30 p.m., and the Senior Pancake Breakfast on Sunday, May 19, 2019 from 9:00 a.m. — 11:00 a.m. Community Programs Manager Boles announced the opening of the South San Francisco Farmers' Market and indicated that the market would run every Saturday through October 26, 2019. She noted the USDA organic certification, fruits and vegetables available, and encouraged residents to support the local farmers market. PRESENTATIONS 1. Presentation of a proclamation recognizing National Public Works Week, May 19-25, 2019, in South San Francisco. (Eunejune Kim, Director of Public Works/City Engineer) Director of Public Works Kim read into the record a proclamation recognizing National Public Works Week from May 19-25, 2019. He acknowledged the members of the City of South San Francisco Public Works department and thanked them for their work and dedication to the community. Mayor Matsumoto acknowledged staff's contribution and noted their numerous contributions to the community. Mayor Matsumoto requested to move Item #3 to the end of presentations. 4. Presentation regarding South San Francisco Caltrain Station and Electrification construction projects. (Jason Hallare, Associate Civil Engineer; Brent Tietjen, Government and Community Relations Officer; and Howard Beckford, Caltrain Senior Project Manager) Item not heard 5. Presentation regarding the Environmental Protection Agency Green Power Partnership (Marian Lee, Assistant City Manager) Assistant City Manager Lee reported that the City was recognized as a green city due to the City's participation in the San Mateo County Clean Energy Program. She noted that South San Francisco was 6t" in total green energy use. She presented a sign that read "Welcome to a Green Power Community" and presented the certificate to Councilmember Nicolas, who was a representative on the board. Councilmember Nicolas voiced her excitement for receiving the recognition and indicated her desire to have the City reach 100% of Greenhouse Gas Emission reduction by 2020. Mayor Matsumoto recognized May as National Bicycle Safety month and invited Police Captain Campbell to the dais. Police Captain Campbell thanked Council for recognizing May as National Bike Month, and shared statistics of accidents involving bicyclists and offered tips for the community to increase bicycle safety and ensure safety for all. Vice Mayor Garbarino voiced his concern with bicyclists' lack of awareness of traffic laws and requested that staff increase efforts to raise awareness. REGULAR CITY COUNCIL MEETING MAY 8, 2019 MINUTES PAGE 2 Mayor Matsumoto suggested outreach be included in the City's newsletter explaining the use of "sharrows" to help bicyclist and motorist identify lanes. 2. Presentation of a proclamation to recognize May as Asian Pacific American Heritage Month in South San Francisco. (Karyl Matsumoto, Mayor) Councilmember Nicolas read into the record a proclamation recognizing May as Asian Pacific American Heritage Month in South San Francisco. Dr. Mark Barradas received the proclamation on behalf of the Asian American community of South San Francisco and thanked Council for their recognition. He shared statistics regarding the Asian Pacific American community in the United States. 3. Recitation of a proclamation declaring May as Mental Health Awareness Month in South San Francisco. (Karyl Matsumoto, Mayor) Mayor Matsumoto read into the record statistics about Mental Health and declared May as Mental Health Awareness Month and encouraged the community be informed about mental health issues. PUBLIC COMMENTS Christina Anderson, resident of South San Francisco, addressed Council and expressed concern with additional building projects and the investment of $210 million for the Community Civic Campus. She indicated that the City is neglecting maintenance and upkeep of the City and requested that staff replace faded stop signs near her home. Councilmember Addiego inquired about the locations of the faded stop signs. Ms. Anderson stated that the faded stop signs were at the intersection of Mayfair and Mulberry Avenue's. Rabbi Goldman addressed the Council and thanked Council and City Manager Futrell for inviting him to the meeting. He discussed the shooting of the mosque where many people lost their lives and encouraged the practice of a moment of silence for children at school to ponder the ethics required to live in harmony in today's world. He requested that schools in South San Francisco consider introducing a moment of silence. Mayor Matsumoto dedicated the meeting in honor of the victims' of the synagogue and school shootings. She noted the shooting statistics for the year and condemned the violence that had taken place indicating that South San Francisco does not tolerate racism and remains united against racism. She thanked the members of the police department for keeping the community safe. COUNCIL COMMENTS/REQUESTS Vice Mayor Garbarino discussed his meeting with representatives from the American Lung Association and American Heart Association who discussed the dangers of vaping. He noted teen Juul" usage statistics and noted the ways in which young adults are using nicotine. He wished all the mothers of the community a Happy Mother's Day. Councilmember Nagales attended the Rotary Terrace Grand Opening and noted 80 affordable units filled with over 400 applications received including Section 8 Housing Vouchers. He recognized the REGULAR CITY COUNCIL MEETING MAY 8, 2019 MINUTES PAGE 3 Parks and Recreation Department for replacing the Southwood (Callero) School Ballfield scoreboard and thanked them for their personal contributions towards a fundraiser created for a 9 - month -old child suffering from brain cancer. He also attended the HOPE meeting and indicated that approximately 10,000 people are on the wait list for Section 8 housing. Mayor Matsumoto inquired about the Rotary Terrace project accepting Section 8 vouchers. Councilmember Nagales stated that five Section 8 vouchers were accepted and indicated that there is a need for additional housing projects to help the 10,000 people on the waitlist for Section 8. Councilmember Nicolas invited the community to a celebration for the leadership of Alice Bulos at Matter Dolorosa on May 18, 2019, from 10 a.m. - 12 p.m., sponsored by the South San Francisco Public Library. Councilmember Addiego discussed his celebration of Asian Heritage Month. He informed Council and the community that he received a letter from resident, Ray Bartolo and attorney Greg Young, thanking staff for their prompt response to their requests. He indicated that the small median at Grand Avenue and Oak Avenue was in need of maintenance and suggested that staff consider placing rocks in the median and requested that staff remove the blue tarp on the hill of Sister Cities Boulevard. He discussed a meeting with The Hanover Company, who was interested in a residential development at the business park at San Mateo Avenue and Airport Boulevard, two parcels. Mayor Matsumoto discussed her meeting with a developer at which City lights were discussed. CONSENT CALENDAR The City Clerk duly read the Consent Calendar, after which Council voted and engaged in discussion of specific items as follows: Item No. 7: Vice Mayor Garbarino requested clarification on payment register for Golden Boy or Golden Bay construction, inquired about payment to JetBlue for JR - flight for bio conference for Ernesto, and the issuance of $0.01 payment. Interim Director of Finance Crosby stated that it was Golden Bay Construction, she indicated that the expense for JetBlue was for Economic Development Coordinator, Ernesto Lucero and that the $0.01 was a test payment to transition to EFT. Councilmember Addiego inquired about the increased purchase of certificate and proclamation supplies. Mayor Matsumoto indicated that there has been an increase in issuance of certificates. Item No. 8: Mayor Matsumoto requested that staff notify the newly appointed members of the Cultural Arts Commission. City Clerk Govea Acosta indicated that her office would notify applicants. Item No. 11: Mayor Matsumoto inquired about the City's process for members on Board and Commissions that term out with no replacement. Councilmember Addiego stated that members would continue to serve until a new appointee was determined. City Attorney Rosenberg confirmed that members would serve until a successor was determined and qualified. REGULAR CITY COUNCIL MEETING MAY 8, 2019 MINUTES PAGE 4 6. Motion to approve the Minutes for the meetings of March 27, 2019. 7. Motion confirming payment registers for May 8, 2019. (Christina Crosby, Interim Director of Finance) 8. Report regarding Board and Commission appointment of two (2) members to the Cultural Arts Commission. (Rosa Govea Acosta, City Clerk) 9. Approval of a proclamation recognizing the South San Francisco Unified School District's designation of "2019 Best of Green Schools" and to be presented at the San Mateo County School Board Association's annual dinner on May 10, 2019. (Karyl Matsumoto, Mayor) 10. Report regarding Ordinance 1575-2019 adding Chapter 14.06 to the South San Francisco Municipal Code to manage polychlorinated biphenyls (PCBs) during building demolition projects. (Andrew Wemmer, Environmental Compliance Supervisor) 11. A report regarding adopting Ordinance 1576-2019 amending Title 2 of the South San Francisco Municipal Code to establish the Bicycle and Pedestrian Advisory Committee by ordinance. (Jason Rosenberg, City Attorney) Motion — Councilmember Addiego/Second — Vice Mayor Garbarino: to approve Consent Calendar Items Nos. 6-11. Approved by the following roll call vote: AYES: Councilmember Addiego, Councilmember Nagales, Councilmember Nicolas, Vice Mayor Garbarino and Mayor Matsumoto; NAYS: None; ABSTAIN: None; ABSENT: None. PUBLIC HEARING Public Hearing Opened: 8:06 p.m. Public Hearing Closed: 8:13 p.m. 12. Report regarding consideration of a Zoning Text Amendment to amend the South San Francisco Municipal Code Section 20.300.007 relating to Water Efficient Landscaping Regulations (Adena Friedman, Senior Planner) Senior Planner Friedman presented the staff report updating Council on the Water Efficient Landscaping Ordinance (WELO). She stated that in 2015 the State updated the Model Water Efficient Landscape Ordinance (WELO) to address drought conditions, and build resiliency for future droughts. State law requires that local agencies do one of the following: Adopt a WELO that is at least as effective as the State law; adopt a regional ordinance; adopt the state model ordinance and indicated that State ordinance takes effect by default, if agency doesn't adopt their own. She discussed the update process, and provided an overview of the projects where WELO is applicable i.e., new construction or commercial addition of 10% + floor area, which includes a new landscape area of 500+ SF; new single family home — with a new landscape area of 500 SF, would trigger WELO; and home addition, tenant improvements, exterior modification, noting that minor alternations will not trigger WELO. She discussed the WELO applications, compliance, approval process, and provided staff's recommendation. REGULAR CITY COUNCIL MEETING MAY 8, 2019 MINUTES PAGE 5 Councilmember Nagales indicated that he reviewed the application packet and inquired about a more efficient process for homeowners to apply. Senior Planner Friedman stated that staff could do two separate applications for homeowners; this application was for larger projects. Councilmember Addiego highlighted the improvements made at the 7 -Eleven site on Mission Road and recognized the importance of follow through for neighborhood improvements. Mayor Matsumoto inquired about the incentives for grey water usage and larger picture grey water usage. Senior Planner Friedman explained the incentive of using the short form if a project used all grey water and was over the 2,500 square foot threshold. City Manager Futrell stated that research had been to determine the use of recycled water from the Water Quality Control Plant and indicated that the cost was nearly $70 million dollars to get the water to standard for re -use. Councilmember Addiego noted that lack of advancement in water efficiency in the Bay Area. Vice Mayor Garbarino stated new developments should have a grey water capturing system to be used for irrigation. Mayor Matsumoto inquired if there were incentives for permeable surfaces, regulations regarding larger developments, and enforcement of regulations in the future. Senior Planner Friedman stated regulations focused on the amount of water a project uses. She noted that permeable pavers would not count towards a project's landscaping area. She also stated that the responsibility is placed on the applicants, who must submit a checklist of items and a certification indicating that installation would be done. No additional inspections would be done. Mayor Matsumoto requested the Planning Commission minutes include more specificity going forward. Senior Planner Friedman stated that further detail would be requested for future meetings. Motion — Vice Mayor Garbarino/Second — Councilmember Nicolas: To waive reading and introduce an Ordinance amending the South San Francisco Municipal Code Section 20.300.007 (Landscaping) relating to Water Efficient Landscaping Regulations. Unanimously approved by roll call vote. ADMINISTRATIVE BUSINESS 13. A report regarding Resolution No. 58-2019 approving and authorizing the execution of an Agreement for Communications Services with the County of San Mateo for communications services provided to the South San Francisco Fire Department for three fiscal years, 2019/20, 2020/21 and 2021/22. (Fire Chief Jesus Magallanes) Fire Chief Magallanes presented the staff report regarding the overview of the services received by the County of San Mateo for communication services. He discussed updates to the cost of dispatching services, ways to limit costs of dispatching services, and the requirements for South San Francisco to leave PSC dispatching. He noted the Police Department dispatching system was not designed for the Fire Department's use, no budgetary action was required at the time, and provided staff's recommendation. REGULAR CITY COUNCIL MEETING MAY 8, 2019 MINUTES PAGE,6 Mayor Matsumoto voiced her support and requested clarification on how the base fee was calculated and the 2% operational expense that was included and the anticipated costs of aid to other cities. Fire Chief Magallanes stated that the fee was calculated by the number of calls per jurisdiction, there was no charge for aid either way, and that data was being reviewed to determine time committed and number of calls to ensure equity. He stated the 2% operational did not occur every year because PSE was an accredited dispatch center, so accreditation was only required on certain years. Councilmember Addiego voiced his disappointment that there was no option to expand the communication center to include dispatch services to include fire. City Manager Futrell stated that there was room for expansion of the 911 center, noted the amount of calls that the Fire Department received, and the capacity for the City to grow. Motion — Councilmember Nagales/Second — Councilmember Nicolas: To approve Resolution No. 58-2019 and authorize the execution of an Agreement for Communications Services with the County of San Mateo for communications services provided to the South San Francisco Fire Department for Fiscal Years 2020, 2021 and 2022. Unanimously approved by roll call vote. ITEMS FROM COUNCIL — COMMITTEE REPORTS AND ANNOUNCEMENTS Mayor Matsumoto informed Council about an invitation made to SamTrans representatives and Supervisors' Canepa and Pine to tour the City of South San Francisco. She noted the possible positive outcomes that would come out of her meeting including bus service improvements. She inquired if PERS costs were included with shared services costs. City Manager Futrell stated that other cities would pay for PERS costs if an agreement was reached by the involved City's and that staff would remain mindful of the expense and savings involved with shared services. City Manager Futrell provided Council an update on Councilmember Addiego's request to remove the blue tarp on Sister Cities Blvd. and indicated that Public Works and Engineering staff inspected the site and determined that it was owned by TerraBay development. He stated that notice was issued and the City received a notice from the owner's attorney disputing their ownership. The City has responded and requested deadlines pertaining to the removal of the tarp.
