ADMINISTRATIVE BUSINESS
Report regarding Resolution No. 72-2019 approving an agreement with Athens Administrators
for worker's compensation claims administration services for a total amount of $620,977 for
July, 12019 through June 30, 2022. (Leah Lockhart, Human Resources Director)
Human Resources Director Lockhart presented the report approving an agreement with Athens
Administrators for worker's compensation claims administration services. Director Lockhart stated
the City of South San Francisco was a self-insured employer for worker's compensation claims. In
March of 2019 the City launched a Request for Proposals (RFP) process and received six proposals.
Director Lockhart advised the proposals were evaluated based on the degree to which the proposals
met the stated requirements of the City, resulting in narrowing down the list of proposals to four. A
panel presentation and interview was conducted on May 17, 2019. Internal panelists included City
employees holding the positions of Human Resources Manager, Financial Services Manager,
Administrative Police Lieutenant, and Deputy Fire Chief. External panelists included a Senior
Human Resources Analyst (City of San Mateo) and a Principal Worker's Compensation Analyst
(City of Redwood City). As a result of the process, Athens Administrators ranked first overall based
on experience, customer service, claim management, additional services, and value.
Mayor Matsumoto stated the report was on the dais and she had not had the chance to review ahead
of time. Mayor Matsumoto asked if there was an urgency to take action on the item. Human
Resources Director Lockhart confirmed there was an urgency due to the transition process which
takes some time to receive data from the previous administrator and the current administrator was
not willing to extend their time.
Councilmember Nagales and Councilmember Nicolas stated they read the item on their iPad and
felt comfortable voting for the item.
Motion— Councilmember Nicolas/Second—Councilmember Nagales: to approve Resolution No. 72-
2019 approving an agreement with Athens Administrators for worker's compensation claims
administration services for a total amount of $620,977 for July, 1 2019 through June 30, 2022.
Unanimously approved by roll call vote.
ADJOURNMENT
Being no further business, Mayor Matsumoto adjourned the meeting at 10:06 p.m.
