CALL TO ORDER: 7:01 pm A regular meeting of the Parks and Recreation Commission of the City of South San Francisco was held on Tuesday, June 18, 2019, at the Municipal Services Building, 33 Arroyo Drive, South San Francisco, California. II. ROLL CALL: Present: Commissioners Battaglia, Camacho, DeNardi, Firpo, Holt, and Lock Absent: Uy Staff: Sharon Ranals, Parks and Recreation Director Greg Mediati, Parks Manager Angela Duldulao, Recreation Manager Danielle Sanderson, Business Manager Marie Patea, Administrative Assistant III. PLEDGE OF ALLEGIANCE: Mateo Parker-Govea, Mikey Schliewe led the pledge of allegiance. IV. AGENDA REVIEW: No changes. V. APPROVAL OF MINUTES OF THE MAY 21, 2019, MEETING: No changes and approved by motion as written. Motion: Firpo /Second: Lock. VI. CITIZEN PARTICIPATION: Melinda McMonigle, Recreation intern and 4th year UCLA student was introduced by Manager Duldulao. VII. PRESENTATION MIDDLE SCHOOL SPORTS AWARDS: Mike Mulkerrins, Sports and Rentals Supervisor presented the annual Middle School Sports Awards. He noted that their coaches nominated the recipients. The awards are based on sportsmanship, and ability to be coached. Chair Battaglia congratulated all of the recipients, awards were presented and photos were taken. She stated that families can stay or are welcome to leave. Break at 7:06 pm. At 7:16 pm., Chair Battaglia resumed the meeting with Noah Larson thanking the Commission for their support of sports programs and stating that he was honored to be an award recipient. VIII. BEAUTIFICATION COMMITTEE: Jo Zemke spoke about the Beautification awards for 2019, and July 8 is the deadline to submit nominations. She noted that business nominations were needed. She also invited the Commission to Coastal Cleanup Day at the end of Haskins Way on September 21 at 9:00 am. Over 100 middle school students participated in the cleanup last year. NEW BUSINESS: A. 2019-20 Annual Co-Sponsorship Renewals Director Ranals introduced Danielle Sanderson, Business Manager. Danielle introduced Dan McGough, President of Italian American Citizens Club of South San Francisco (IACC). Dan noted that IACC offers bocce tournaments, league play, lessons, and is constantly evolving. He mentioned Streets Alive/Parks Alive and teaming up with Parks and Recreation making it a successful event. He said that IACC members range in age from 96 to 20. Chair Battaglia said that she was given a tour of the new office, courts and garden and complimented Dan and the club. She hopes to join IACC soon. Commissioner Firpo said that it is a great facility and inquired about opportunity for open play. Dan said yes; noting, 1 pm – 4 pm Monday through Saturday is public hours. Commissioner Camacho asked about a flyer with the public hours. She noted that it would be nice to list the hours in the Parks and Recreation activity guide. She also said with the new Italian restaurants in town, it would be nice to share the flyer and IACC information with them. Director Ranals mentioned e-blasting the information in the Parks and Recreation newsletter. Commissioner DeNardi said that the Streets Alive/Parks Alive event brought a wonderful group of community members together to play. She thanked Dan for the opportunity. Manager Sanderson introduced Juan Bustos, President of South San Francisco Youth Baseball Managers Association. Youth Baseball represents 5th to 8th graders with AAA and Majors programs. Juan noted that 125 players from South San Francisco and other cities went to Cooperstown at the end of July. The SSF Fog team represented the City. The Majors won the first playoff game. Vice Chair Holt thanked Juan for his work and requested that all fundraiser opportunities are shared with the Commission. Commissioner DeNardi thanked Juan for the fantastic organization. She said she had a great personal experience with the organization when her kids played and youth baseball is a great way to bring the community and families together. Woody Rael, President of South San Francisco Shetland Pinto Mustang Pee Wee representing Kindergarten through 5th grade players approached the podium. His programs include Rookie, A, and AA. He noted that 400 kids participate in South San Francisco youth baseball. With the help of the City, the associations are Parks and Recreation Commission Minutes of the Meeting of June 18, 2019 Page 3 working together to have an umbrella for all baseball programs. There are 12 kids to a team and 18 teams in the Rookie, A, and AA programs. Roster sizes were increased due to the lack of coaching staff. He noted that the 8-year-old team was a runner up in USA division. He thanked Parks and Recreation staff for their support for over 40 years. Commissioner Camacho thanked Woody and Juan for meeting with Director Ranals and staff to discuss field conditions. Woody noted that it is a great partnership with the City and both have come to a happy medium. Commissioner DeNardi thanked Woody for his dedication to the community. She asked how the Commission could do more outreach to get more coaches? Woody said it is word of mouth. Commissioner DeNardi noted that some coaches are program alumni who come back to coach. Commissioner Firpo thanked Juan and Woody and noted that staff works hard to keep the fields in playable condition. Juan noted that he worked closely with Manager Mediati on Callero Field scoreboard and he was very impressed how Manager Mediati was able to collaborate with SSUSD, the City, and the airport to get the scoreboard approved, and installed. Manager Sanderson introduced Bill Zemke, President of the South San Francisco Historical Society. Bill welcomed the Commission to visit the museum at 80 Chestnut on Tuesday or Thursday from 2 pm to 4 pm or the 2nd and 4th Saturday. He also said that the Plymire House located at 519 Grand Avenue will be hosting their annual tea the last two weekends on July. In addition, programs are hosted at the Plymire House four times a year. The Historical Society has 300 members and he thanked the City for their support. Chair Battaglia thanked Bill and wished him luck on the tea and fundraising. Manager Sanderson introduced David Sousa, President of AARP – Chapter 3156. David said he would like the organizations information corrected in the Parks and Recreation Activity Guide. They currently have 91 members. David stated that AARP-Chapter 3156 meets on the 2nd Monday of the month and 3rd Saturday of the month from 10:30 am to noon. They currently have 30-35 members who attend meetings and want to attract more members. He noted that Magnolia Center did not have sufficient parking for the members. Membership is $10 annually and 51% are residents. Tours that AARP have arranged include the following: Cypress Lawn, Disney Museum, and the Potomac. Funds raised through AARP are donated to organizations in need. David requests more AARP advertising through the City. Commissioner DeNardi said that she is impressed with the community outreach and donations. She will help with posting flyers wherever possible. Vice Chair Holt Parks and Recreation Commission Minutes of the Meeting of June 18, 2019 Page 4 mentioned that he and Jeannette are AARP members and are happy with the group. Commissioner Lock suggested that AARP advertise their meetings in the Daily Journal to gain more exposure. He said he would forward David information from AARP at the state level. Discussion about state, national, and local AARP groups transpired and clarification about which group hosts the safe driving workshop and tax preparation occurred. Manager Sanderson introduced Khai Vu, President of the South San Francisco Aquatics Club. Khai stated that the club provides training and hosts USA swimming sponsored events. 120 athletes ranging in age from 6 years to 18 years old are aquatics club members. Several athletes have gone on to swim for colleges. Khai notified the Commission that 100% of the board and 52% of members are residents. Chair Battaglia mentioned that she used to be a swim meet timer. Her two boys competed in swimming. Manager Sanderson introduced Patty Gomez, President of the South San Francisco United Soccer League. Patty stated that they have 571 members and 57.97% are residents and 100% of the board members are residents. Patty mentioned that the spring season is April – June and fall season is September – December. June and July are for training. She mentioned that four years ago, they had 12 teams and now they have 34 teams and 9 of them are competitive. South San Francisco United Soccer League recently started working with San Mateo County Earthquakes to obtain assistance with resources, coaching, and registration. Commissioner Lock said congratulations on the outstanding growth. He asked if the soccer fields are sufficient. Patty said yes, that they use Alta Loma, and Park Way middle school fields, and mentioned the joint use agreement between the City and SSFUSD. Commissioner Camacho inquired about the program that San Mateo County Earthquakes are providing. Patty said that the Earthquakes provide a platform for registration that is then passed on to South San Francisco United Soccer League. Director Ranals provided clarification and Patty thanked the City for their support. Chair Battaglia commented that it is fun to see families gather at Orange Park to watch their children practice and compete. Manager Sanderson lastly introduced Martha Daniel, President of Ballet Folklorico of South San Francisco. Martha said that she has been with the group for over 20 Parks and Recreation Commission Minutes of the Meeting of June 18, 2019 Page 5 years and has been the president for six years. She said that they have a board meeting every few months and host performances throughout the City. Chair Battaglia said that it is a great group. Commissioner Lock asked about the membership fee. Martha said that it is a $20 fee through Parks and Recreation. She noted that the dancers provide their own costumes and a board member is present at every performance. Manager Sanderson summarized that the groups met the requirements and thanked the groups for their volunteerism. She noted that the Mother’s Club will be presenting before the Commission in August. Commissioner Lock inquired about the Boys and Girls Club. Director Ranals stated that they have their own facility and the City leases the Paradise Valley clubhouse to the Boys and Girls Club, which was approved by the City Council. Chair Battaglia asked for a motion to approve the co-sponsored groups. Commissioners Firpo made a motion and Commissioner Lock seconded. After a roll call vote, the co-sponsorship renewals were unanimously approved. B. Cultural Activities Grant Program Awards Manager Sanderson reviewed the staff report. Commissioners Uy and Vice Chair Holt were members of the sub-committee who reviewed the applications. They selected five of the six applications as grant recipients. The six applicants included: Tyler Birch, Boys & Girls Club, Oyster Point Dragons, Bay Area Ballet, Sur San Francisco Unidos, and Ballet Folklorico. After discussion, Director Ranals stated that the Cultural Activities Grant is a pilot program and guidelines can be refined. She thanked Vice Chair Holt and Commissioner Uy for their careful consideration. Commissioner Camacho made a motion to approve all groups except Bay Area Ballet. The motion was seconded by Commissioner DeNardi with a unanimous roll call vote. Commissioner Firpo requested to make all shows public. C. July is Parks and Recreation Month Proclamation Director Ranals reviewed the staff report and proclamation and noted that there are special things planned for July to honor Parks and Recreation month. Chair Battaglia said that she will attend the July City Council meeting and accept the proclamation. Parks and Recreation Commission Minutes of the Meeting of June 18, 2019 Page 6 Commissioner Holt congratulated Director Ranals on her new assignment as Assistant City Manager and noted that we are all here to support her and staff. XI. FRIENDS OF PARKS AND RECREATION: Assistant Patea reported briefly on upcoming Movie Nights and that Friends will be running the concession stand. Friends will also be selling t-shirts at the events. Friends will be hosting a Paint & Wine night on Friday, September 6, and asked the Commission to help spread the word to increase attendance. XII. ITEMS FROM COMMISSION: Commissioner Holt: Attended the San Mateo County Fair and commended IPP for the hard work on the display and congratulated the group on the awards. He thanked Joe Anderson and Dave Wigton for the battery change and getting the seniors group home safely. He also judged the Molloy’s chili cook off with Mayor Matsumoto. He thanked Judy Bush and Marie Patea for getting him to and from his doctor’s appointment, noting Friends Thanking Friends! Commissioner DeNardi: Attended the San Mateo County Fair and said that the IPP display colors and their explanation of who IPP is was great and it showcased great community involvement. She attended the Memorial Day parade and ceremony and would have liked to see more involvement with the parade. She stopped by Avalon Park when field day was occurring and the teachers from St. Veronica’s were very nice. She is looking forward to attending a kite-flying event in San Mateo and plans to attend another one in Alameda. Commissioner Lock: Reminded Director Ranals that her home is in Parks and Recreation. He said that she was missed at the May meeting and that her staff did a great job. He asked about Gardiner Park. Manager Mediati stated that invoices are being processed and supplies are being ordered to meet the grant timing. Director Ranals said that additional funding will be requested at the next City Council meeting. He inquired about Irish Town Greens at Airport Boulevard and Armour Avenue. Manager Mediati advised that about three weeks ago the contractor hydroseeded the area. It will take three to four months before the turf is established. Pathway installation will be the next phase of the project and the gates will be reopened once the pathways are installed. Manager Mediati said that he would love to replace the fence fabric but it is about $50,000. He also noted that PG&E does have the right to use this space as their lay down yard again in the future. He noted that the space is sized for (2) youth soccer fields with a dog park and native garden. Commissioner Lock asked about Spruce Ave and El Camino Real and the status of the shopping center. Director Ranals said that it is staying commercial and stores will be Parks and Recreation Commission Minutes of the Meeting of June 18, 2019 Page 7 upgraded. The City continues to work with the property owner but the owner is not in any hurry to develop the site. Commissioner Firpo attended open gym basketball and pickleball at Terrabay. He attended the Friends of Parks and Recreation meeting and said that the meeting was great and that Betty brought cookies. He attended the City Council meeting and said great job to IPP for their displays at the San Mateo County Fair. Commissioner Camacho congratulated Director Ranals on her promotion noting that she is highly thought of in the City. She commended Supervisor Armanino and Assistant Supervisor Morrison for the great summer camp programs. She said that Coordinator Stridbeck is doing a great job with Jr Giants and it is amazing how many people walk the path at Brentwood Park with and without dogs. She attended the quilting art show. Chair Battaglia attended the quilt art show and made mention of wearable art. She attended the Molloy’s chili cook off. She mentioned that her neighbor’s free tree through the Circle 3.0 program has quadrupled in size. She attended the Memorial Day ceremony and said attendance was low but it is growing every year. She loves seeing the summer camp kids in their matching t-shirts walking to the parks. She said that the carpet in the hallway to the Recreation office in the Municipal Services Building looks good. XIII. ITEMS FROM STAFF: A. July and August Calendar of Events were reviewed. B. Administrative Update was reviewed. Director Ranals noted that the Community Civic Campus schematic design passed at a recent City Council meeting with no public comment. XIV.
