Approval of Minutes: Approved (minutes of January 9, 2019) With correction: Sargent Gill’s name corrected in part 3) BPAC Minutes February 2, 2019 Page 2 Page 2 of 5 ADMINSTRATIVE BUSINESS: 1. CIVIC CAMPUS UPDATE A presentation of the Civic Campus Update: (The Smith Group) The general presentation was on the Project Recap and Architecture Update; Multi-modal Transportation Plan & Open Space Design; and lastly the Next Steps. The new Fire Station will be done at a future stage due to cost constraints. The concept of the Fire Station and Police Stations will be taken to City Council in April 2019. Committee comments: ON the Centennial Trail, where it crosses the street, is there a design in the plan to add a crossing light or a Signal light? SG: Yes, a crossing flashing light or a signal light will be installed; this is in the plan. Is the Oak Avenue Extension part of this plan? SG: the Oak Ave Extension will be part of the PUC Project. Will there be a stop bus near the community center or library?; and also will there be another stop added it for the shuttle bus? SG: yes, there will be another future bus stop near the center. How about the relationship between bike and parking and doors? SG: there are multimodal entrances; and also there will be bike parking next to the library. On Chestnut Avenue will there be any bike lane in the future? SG: it is not possible now because how the street is designed. 2. BICYCLE AND PEDESTRIAN MASTER PALN UPDATE A presentation was made by ALTA planning, on the Bicycle and Pedestrian Master Plan Update. The presentation had four objectives, overall progress; outreach done; emphasis on public input to the done and the public challenges; opportunities with the public input.  Review Factors Impacting Walking and Bicycling Activity  Locate Network Gaps  Identify Key Pedestrian and Bicycling Areas  Progress into Phase II - Recommendation Committee comments: 1. Is the Centennial Trail considered a route to connect people from point A to B; or is the Centennial Way a destination? BPAC Minutes February 2, 2019 Page 3 Page 3 of 5 2. If the improvements to the most underprivileged areas are to be done; also the surroundings of these areas must be improved to have a more cohesive plan to connect people to transportation for walking or bicycling. 3. Recommendations: to add to the plan a better lighting system, there are some areas in the City and on the bike-routes that they are lacking light and safety which is not so good at these places. 4. Recommendations: to improve the traffic direction in some streets; and this will increase the use by pedestrian and bicyclists using these streets. For example traffic on Linden Avenue is too narrow for bikers and pedestrians. 5. When construction sites block the sidewalk and block the traffic of pedestrians using these streets, plan to establish or recommend making contractors pay a fee for the blocking of the sidewalk. AP: Our group is working to add policies and recommendations to the plan for when the contractors are blocking the sidewalk to have them pay for a permit. 6. There is a very narrow street on East Grand , that is now looking very green , covered with asphalt and very narrow to bikers. Can we ask BPAC to let the Committee recommend what to do with this intersection/ street? #3. UPDATE ON THE MOBILITY 20/20 Plan Tony Rozzi, Planning Division, introduced the presentation by stating that this is a project with funds coming from the Commercial District Financial Plan. The study was done to see where we are now and the improvements to the future for the East of 101 Transit and Transportation Plan. The presentation was made by Daniel with Fehr and Peers, with the objective of the presentation to show the purpose of the study, to show the improvement concepts, and to get feedback from the Committee. The employment in the Oyster Point Area has doubled in size and in 20 years will double in size again; the transportation system in this area is lacking a good system that will address all the barriers and challenges that this new increased population will present itself when the work force increases in size in another 20 years. Committee Comments: a. The Centennial Trail will connect to the big trail this will be a huge improvement to the transportation system b. Will the congestion on Utah Street on the map be addressed? c. Will there be housing in the Oyster Point Area? a. BG/Planning: there was an application for housing that was submitted from the former developer of the property, Oyster Point Development, which is still technically pending. However, the new developer, Kilroy, does not currently have any plans for housing. d. If someone finds routes in the website “SF to G”, there are many routes designed for bikers to take but in actually a lot of those routes are modified by each biker to its own liking depending on safety, time and or lighting on these routes. BPAC Minutes February 2, 2019 Page 4 Page 4 of 5 We are trying to make Caltrain the HUB for all of these routes; where each road or route will converge at the Caltrain Station. e. Will Caltrain increase the number of trains/service in SSF? Caltrain has it in their plan to increase service in 2021 to have 2-3 trains per hour in SSF. f. Also Caltrain should add the Express Service to SSF g. If anyone wants to receive updates on the Caltrain station go to: [email protected] 4. LETTER OF SUPPORT – AFFORDABLE HOUSING AND SUSTAINABLE COMMUNITIES PROGRAM Secretary Lucero introduced the letter to be of support for the Joint Effort to obtain funds for an affordable housing project here in South San Francisco, ROEM; and also to support the Caltrain Station improvements. VOTE: Motion to approve by Mr, Sherman Second and voted, ALL IN FAVOR 5. BPAC Event at Library The event at the library (flyer attached) will be on April 10, 2019, at the Main Library Auditorium at 6:00 PM. Comments: a. Are we having a short meeting before the meeting? b. Question and Answer Meeting might be best to have? c. Let’s add this item to the next agenda meeting in March to discuss what kind of meeting to have COMMITTEE COMMENTS: a. To have a cheat sheet of project to share with the public and to review it once a year b. Was the informationfrom Active SSF shared with SSF Chamber of Commerce? And other sites? c. Request verbiage from Active SSF to share with Genentech d. Request a change in the Agenda format, list items to be voted on ; and or items as informational only. Cultural Arts request to be sent to staff STAFF COMMENTS: a. BART has informed staff about having a meeting to discuss funding for projects and mobility issues. b.
