Agenda Review: Approved as written in the updated version presented to Committee Public Participation: None Public Comments: None Approval of Minutes: Minutes from February 6, 2019 Approved Minutes from April 10, 2019 Approved Note: Frank McAuely arrived at 6:02 PM Tony Rozzi: Representing Nell Selander, who is at a City Council Meeting Page 2 of 3 ADMISTRATIVE BUSINESS 1. Community Civic Campus Phase II: A power Point presentation on the Civic Campus Phase II was introduced by Tony Rozzi, Senior Planner with the Planning Division. Mr. Rozzi also introduced The Smith Group Architect to Committee and Ken presented. Committee member engaged in questions and answers. No Action was taken. 2. Active South City Update Alta Planning & Design presented a Power Point to the Committee regarding the project “Active South City and its Update” Committee engaged in a question and answers with Alta Planning Design; No action taken. 3. LEAP Academy Presentation on Bicycle Repair Stations Matt Rubble, Principal Engineer, introduced to the Committee a power point presentation made by the LEAP (Leadership Academy) about a “Bike Repair Station Group”. As part of the LEAP Academy group Mr. Rubble introduced Devin Flannery from the Fire Department to present the power point presentation to the Committee. Committee engage in questions and answers; No action taken 4. E101 Mobility 20/20 Townhall Update Tony Rozzi, Senior Planner introduced the update to the Committee and invited the Committee to the Third Townhall Meeting to be held on Tuesday, June 11, 2019 from 4:30 – 6:00 at the Genesis Tower Auditorium. The Plan is intended to deal with the road congestion mostly in the East of 101. Committee engaged in questions and answers; no action taken 5. 200 Airport Blvd Tony Rozzi presented and introduced to the Committee this new project located at 200 Airport Boulevard, called “200 Linden”. This project is a companion project to 150 Airport; proposed 94 residential units with retail in the ground floor. Committee engaged in a questions and answer section with Mr. Rozzi; and provided the following comments as potential conditions of approval for the project: Page 3 of 3 1. Per review by the Bicycle and Pedestrian Commission on June 5, 2019, the Applicant shall consider additional bicycle parking for proposed retail as part of the Caltrain Plaza redesign process, subject to Chief Planner approval. 2. Per review by the Bicycle and Pedestrian Commission on June 5, 2019, the Applicant shall consider a Class II bicycle lane along Airport Boulevard across the properties inclusive of the 150 Airport Boulevard project limits to the intersection of Grand Avenue and Airport Boulevard. To the extent possible, design and install a bicycle specific indicator light on intersection traffic control light. Design shall be submitted to and approved by the Engineering and Planning Divisions and coordinate with the Airport Boulevard streetscape improvement project prior to Building Division permit issuance. 3. Per review by the Bicycle and Pedestrian Commission on June 5, 2019, the Applicant shall consider a loading zone for bus service along frontage of project site, north of Baden Avenue/Airport Boulevard intersection. Design shall be submitted to and approved by the Engineering and Planning Divisions and coordinate with the Airport Boulevard streetscape improvement project prior to Building Division permit issuance. 4. Per review by the Bicycle and Pedestrian Commission on June 5, 2019, the Applicant shall consider bulbout curbs at northern and southern corners of Airport Boulevard and Baden Avenue intersection/driveway to project site. Design shall be submitted to and approved by the Engineering and Planning Divisions and coordinate with the Airport Boulevard streetscape improvement project prior to Building Division permit issuance. COMMITTEE COMMENTS  Committee thanked Committee member Cassandra Woo for serving with the BPAK and presented her with a “Swag bag”.  Committee request from Staff to have a conversation about new role of the Committee based on the new approved Ordinance. Staff will request City Attorney for a visit to the Committee regarding the new role based on the Ordinance.  Committee also would like to see the project in the planning stages to be able to advise the developer for any adjustment to be for bicyclist or pedestrian access.  Committee discussed with staff about having the projects being presented to BPAC during the planning process  Caltrain 2040.1 Project is soliciting Bike Ped feedback STAFF COMMENTS  Tony Rozzi, inquired the committee about the new role and if this new role will include multi units building for advice; Planning will recommend that projects will be taken to BPAC for advice before it gets approved. Matt Ruble explained the process and the different stages for a project to be approved for construction in the City. Meeting adjourned by Chair Gore: 8:55PM
