CALL TO ORDER: 6:30 p.m. II. ROLL CALL: Present: Boldenweck, Fornaciari, Hobson-Coard, Madrid-Nickle, Looper, Moncé, Ventura, Woo Absent: None Staff Present: Sharon Ranals, Director of Parks and Recreation Ercie Santos, Cultural Arts Specialist Susan Filereto, Administrative Assistant III. AGENDA REVIEW: Commissioner Looper asked that VI. Old Business, Item 2, Friends of Cultural Arts Commission Group b IV. APPROVAL OF MINUTES: Commissioner Fornaciari noted a correction under agenda Item III: Welcome to New Commissioner Loretta Fornaciari. The text should read that she is a member of Soroptimist International of North San Mateo County, not Millbrae/San Bruno. Minutes from January 17, 2019 stand approved with the above correction. Please note that Commissioner Madrid-Nickle arrived at 6:45 p.m. after roll call was taken. V. CITIZEN PARTICIPATION: Commissioner Looper introduced Monica Peterson. Monica is a member of an organization of professional floral arrangers. She also stated that Monica is considering applying for the Cultural Arts Commission. Chair Boldenweck requested that Ryan Campagna introduce himself. He stated he was a former full time employee, and now is focused on his photography. He takes photos of different events for the City as needed. Ryan also stated that he has applied for the Commission. He a better understanding of how it functions. PRESENTATION: Photography Exhibit Finalists Recognition st Chair Boldenweck presented certificates to Laura Battaglia who received 1 place for rd place for her untitled entry. Artist, Jay Bergman arrived late, during agenda item VIII. Subcommittees, Item 2. Utility Box Mural Program. Chair Boldenweck interrupted the meeting briefly to present him with his Honorable Mention certificate. Photos were also taken with all the finalists and Chair Boldenweck. VII. OLD BUSINESS: 1. Community Civic Campus Update Director Ranals distributed the latest copy of the schematic design of the Civic Campus. She stated that she supported incorporating art into the building. There is limited space, about 75,000 square feet. Proposals include displaying art in the multi-purpose room, by using a hanging system, and a display window at the entrance. She stated there are drop boxes around the City for suggestions regarding the new building. She reported that the new Police Department building will be starting construction at the end of the year. The Civic Campus Building should start construction about six months after that. Commissioner Woo asked about the size of the Community Theater. Director Ranals stated it would be a one-story building with a stage that would be about two feet high. It would be 5,000 square feet with seating for 120 people. She stated it is similar to the size of the current Council Chambers. There would be no backstage. This building would be utilized mainly for City Council meetings and other smaller events such as piano recitals and lectures. There would be a small green room that will be utilized for the City Council closed sessions Director Ranals informed Commissioners that there is no guarantee the Community Theater will be built. It will depend on if they remain on budget. 2. Friends of Cultural Arts Commission Group Commissioner Looper requested that the item Cultural Arts Commission Minutes of February 21, 2019 Page 3 VIII. SUBCOMMITTEES: 1. Sculpture Chair Boldenweck asked, since sculpture locations had already been suggested during the previous Call for Sculpture, if City Council could select the three locations. Director Ranals stated she would request direction from the Mayor. a. Popsicles and Orange Slices Director Ranals stated that the artist will be replacing both sculptures and they will both be installed by the end of July. 2. Utility Box Mural Program Commissioner Madrid-Nickle stated there is a call for entries. Specialist Santos reported that the Utility Box guidelines and applications are online, and notice has been sent to artists. Director Ranals informed the Commission that the City of San Carlos stipend for utility boxes is $500.00, and the artist has to provide their own paint. This makes the SSF Utility Box Mural program comparable with other cities. She also mentioned that the City of San Carlos provided referrals. Specialist Santos noted that she has sent the information to those artists, and invited the Commissioners to send any referrals they might have to her. She stated the residents of Paradise Valley want to replace the art with their own logo. There was a discussion among the Commissioners that this request was made last year by only three people and therefore the utility box was left as is. After discussion, it was agreed that if a majority of the residents of Paradise Valley want to replace the utility box, then it might be allowed. However the Commission would not pay for it, and they would need to contact the artist. Director Ranals recommended supporting a community like Paradise Valley when they want to improve and maintain their neighborhood. There was further discussion about the possibility of inviting the artist to paint another utility box in a different location. 3. Youth Art Scholarship Specialist Santos reported the Youth Art Scholarship application is available online. The school district liaison and school principals have been notified. Specialist Santos will have information and signs available at the Youth Art Show. Cultural Arts Commission Minutes of February 21, 2019 Page 4 4. Photography Show (January 25 & 26) Vice Chair Hobson-Coard stated there were 54 exhibits and 23 artists. 102 people signed the guestbook. There were six awarded entries by five artists. She reported the th winning photos will be on display in the atrium window from January 28 through th February 28. 5. Sing in the New Year Karaoke Night (January 25) Vice Chair Hobson-Coard stated this was their second Karaoke Night event. They had 21 participants. She reported they received positive responses on the event. 6. Youth Art Show (March 15 & 16) Commissioner Woo distributed the docent sign-up sheet. She stated since the teachers take care of hanging the art work, Commissioners are only needed to host on the event dates. She also stated a Master of Ceremonies. is required for the performing arts presentations. She noted Commissioner Moncé has done a great job as the Master of Ceremonies. in the past. Specialist Santos stated there are two groups confirmed for Friday, and one group is scheduled for Saturday. There will also be a craft activity on Saturday. 7. Floral Mania A Quilting Exhibit (May 10 & 11) Chair Boldenweck reported that she has spoken to Rena Donati, and preparations are on schedule. 8. Urban Art Commissioner Fornaciari suggested an Illinois artist, David Zinn, who creates street art in chalk, and also in acrylics. She stated his work is very whimsical. Specialist Santos distributed a sheet with a few photos from his website. Commissioner Madrid-Nickle asked if she could donate her artwork for Street Art. Director Ranals stated yes, but her submission would have to be approved by the Commission, and she could not be paid. Commissioner Madrid Nickle stated she understood this. Commissioner Woo reported that the sub-committee could meet to discuss all the different options. Cultural Arts Commission Minutes of February 21, 2019 Page 5 IX. NEW BUSINESS 1. N/A X. ITEMS FROM COMMISSION: Commissioner Fornaciari distributed flyers for the Soroptimist Dinner, occurring on st Friday, March 1. It is a wonderful event that supports young girls and women, and is their major fundraiser. She added that she has tickets for sale, or tickets can be bought at the door. Admission includes silent auction, entertainment and food. Commissioner Woo noted that she attended the Soroptimist Dinner last year, and stated it was a great event. Chair Hobson-Coard informed the Commission that her 15 piece art exhibit, at the San Bruno Library, has been extended until the first week of March Chair Hobson-Coard also informed the Commission that she is providing entertainment for South San Francisco nursing homes. She will be performing at the Magnolia Senior Center in March. XI ITEMS FROM STAFF: 1. CPRS Awards Dinner Feb. 28 Director Ranals also informed the Commission of the CPRS District 4 Awards and th Volunteer Recognition Dinner being held on February 28 in Cupertino. She stated that Commissioner Looper and Vice-Chair Boldenweck are being honored for their outstanding volunteer work and will be recognized at the dinner. She stated transportation will be available. She will provide the Commission with details soon. She also mentioned the IPP Planting event was rescheduled for this Saturday February rd 23 at City Hall. Specialist Santos distributed the updated 2019 Goals/Committees List, and asked the Commission to inform her if they had any changes. Commissioner Looper stated she will assist Chair Boldenweck with the Quilt Show. Specialist Santos also reminded the Commission of the Friends of Park and Recreation Meet and Greet that is scheduled on March 5 from 6:30 p.m. to 8:30 p.m. XII.
