CALL TO ORDER: 6:30 p.m. II. ROLL CALL: Present: Campagna, Fornaciari, Looper, Madrid-Nickle, Ventura, Moncé, Woo Absent: Hobson-Coard, Boldenweck Staff Present: Sharon Ranals, Director of Parks and Recreation Manager Angela Duldulao, Recreation Manager Ercie Santos, Cultural Arts Specialist Susan Filereto, Administrative Assistant III. AGENDA REVIEW: IV. APPROVAL OF MINUTES: Minutes from March 21, 2019 stand as sent. Please note that Commissioner Madrid- Nickle and Commissioner Ventura arrived at 6:34 p.m. after roll call was taken. Also, note that Commissioner Woo is Acting Chair due to the absence of Chair Boldenweck and Vice Chair Hobson-Coard. V. CITIZEN PARTICIPATION: Parks and Recreation Commission Vice Chair Holt introduced their new Commissioners, Ruth DeNardi and Steve Firpo. They thanked the Cultural Arts Commission for everything they do. Acting Chair Woo introduced Michael DeNatale, Cultural Arts Commission applicant. Michael stated he grew up in South San Francisco, loves art and is a creative director who works in local TV. Mayor Matsumoto thanked all the Commissioners for their service. She informed them that there are plans to have a recognition dinner for the commissions. The details are to be announced when finalized. Cultural Arts Commission Minutes of April 18, 2019 Page 2 Mayor Matsumoto also stated that she was so impressed with the candidates for the Cultural Arts Commission that she requested the City Attorney re-visit the by-laws in order to add two additional members. She stated it was approved at the last City Council meeting. The appointments will be official as soon as paperwork is completed. Mayor Matsumoto brought up a concern about a blank wall, facing Grand Avenue,at the Cadence development #1 on Airport Boulevard. She stated the developers are willing to include a simple mural at their expense. Mayor Matsumoto asked for suggestions. Commissioner Looper requested the wall dimensions. Director Ranals stated she would provide them at the next meeting. Mayor Matsumoto also suggested the mural could have a historical theme. Mayor Matsumoto also stated that with the development of Grand Avenue, she would like to see sidewalk art promoting a non-smoking theme. She stated she might get money for the project and wanted the Commissions input. Acting Chair Woo responded that the CUrban Art subcommittee has approved $10,000 dollars for 15 to 20 pieces of street art along Grand Avenue promoting o- theme, and addedthey had a rough draft of the Request for Proposals. Director Ranals requestedthat the Mayor be given a copy of the draft for her review. VI. OLD BUSINESS: N/A VII. SUBCOMMITTEES: 1. Sculpture There was no update at this time, per sub-committee member Commissioner Looper. 2. Utility Box Mural Program Commissioner Madrid-Nickle stated she had nothing to report at this time. Director Ranals reported that the utility box mural on Hickey Boulevard and Hilton Avenue has been vandalized with graffiti. It was painted, in 2014, by members of the ARC/ArtReach organization. She stated that staff tried removing the tagging but the paint started coming off. Subsequently her suggestion is that the utility box be repainted and perhaps consider replacing it There was a discussion on whether ARC/ArtReach should re-paint the utility box. Director Ranals stated that those members may no longer be involved. Cultural Arts Commission Minutes of April 18, 2019 Page 3 Commissioner Looper recommended that since the honorarium has increased, they consider more sophisticated entries. 3. Youth Art Scholarship Acting Chair Woo reported that the sub-committee recommended two students be awarded the scholarship, one student from South San Francisco High School and one from El Camino High School. Their applications were passed around for the Commissioners to review. After discussion, Commissioner Campagna made a motion to award the Jack Drago Cultural Arts Commission Youth Art Scholarship to Nicole Woo from El Camino High School and Celeste Perez from South San Francisco High School, awarding them each $750. Commissioner Looper seconded the motion, and it was approved by roll call vote with one abstained vote from Commissioner Fornaciari. Acting Chair Woo requested volunteers to present the award at theirrespective senior th awards ceremonies which both take place on Tuesday, May 14. El Camino High Schoolceremony will be from 6:00 p.m. to 7:00 p.m. and South San Francisco High will be from 7:00 p.m. to 9:00 p.m. Commissioner Ventura stated she could present the award at the El Camino High School ceremony. Commissioner Campagna stated he would present at the South San Francisco High School ceremony. 4. Floral Mania A Quilting Exhibit (May 10 &11) Specialist Santos distributed the docent list. She also informed the commissioners that the Greenhouse Quilters currently have a display in the atrium window featuring the opportunity quilt. 5. Urban Art Commissioner Madrid-Nickle had nothing to report at this time. VIII. NEW BUSINESS N/A Cultural Arts Commission Minutes of April 18, 2019 Page 4 IX. ITEMS FROM COMMISSION: Acting Chair Woo informed commissioners that she is expecting and is due September th 7. She added she will be asking for a leave of absence from August through December. She also mentioned her term is up in June 2020. X. ITEMS FROM STAFF: Director Ranals reported either she or Recreation Manager Duldulao will be staffing upcoming cultural arts meetings. 1. Cancellation of Summer Meeting Director Ranals reported that the Park and Recreation Commission cancelled their July meeting, and asked if the Commissioners also wanted to cancel a summer meeting. After discussion, they opted not to cancel any summer meetings due to the August BBQ fundraiser. Specialist Santos distributed a booklet ChairBoldenweck had given her on a Silicon Valley Open Studios occurring in May. Specialist Santos also distributed a flyer on a Redwood City photography show entitled .She highlighted several photographers that have exhibited in the . Manager Duldulao stated an Arbor Day tree planting event is scheduled on Saturday, th April 20 from 9:00 a.m. to 12:00 p.m. at Paradise Valley Pocket Park. Director Ranals stated that the Circle 3.0 program,funded by CalTrans, donated 200 trees to residents in Paradise Valley Park to adopt with the goal of improving air quality. Mayor Matsumoto added this only requires residents to water their adopted tree once a week, and stated that Circle 3.0 representatives would be present at the Arbor Day event. XI .
