CALL TO ORDER: 5:58 p.m. II. ROLL CALL: Present: Boldenweck, Hobson-Coard, Campagna, Foley, Fornaciari, DeNatale, Moncè, Madrid-Nickle, Ventura Absent: Looper, Woo Staff Present: Sharon Ranals, Director of Parks and Recreation Angela Duldulao, Recreation Manager Ercie Santos, Cultural Arts Specialist Susan Filereto, Administrative Assistant III. AGENDA REVIEW: No changes IV. APPROVAL OF MINUTES: Minutes of June 20, 2019 stand as sent. Please note that Commissioner Moncé arrived at 6:35 p.m. after roll call was taken. V. CITIZEN PARTICIPATION: Mayor Karyl Matsumoto VI. OLD BUSINESS: N/A VII. SUBCOMMITTEES: Cultural Arts Commission Minutes of July 18, 2019 Page 2 1. Sculpture Chair Boldenweck had nothing to report at this time. 2. Utility Box Mural Program Commissioner Campagna reported that the subcommittee received another submission from Marina Krauss which is enhey liked the design because it highlighted the environment of Sign Hill. Commissioner Campagna made a motion to approve this utility box location at Hillside and Linden. Commissioner Ventura seconded the motion, and it was unanimously approved. Chair Boldenweck reported that Commissioner Woo was not at the meeting because she had her baby, and they were both doing fine. 3. Urban Art Commissioner Fornaciari reported that the sub-committee rescheduled the Request for Proposal (RFP) entry deadline to September 6. The RFP was available to the public on July 12. 4. Fundraiser BBQ (August 25) Commissioner Moncè reported on the barbeque stating that they received 22 auction items to date. She encouraged commissioners to obtain more. She also requested more volunteers sign up to help clean up at the end of the function. In response to an inquiry regarding food supplies, Specialist Santos stated that she would confirm the status with Administrative Assistant Marie Patea. 5. General Art/Sculpture/Performing Arts (October 11-12) Vice Chair Hobson-Coard reported that the sub-committee is recommending performances in the Council Chambers. They had referrals for two Elvis Presley impersonators. Vice Chair Hobson-Coard also stated Diversity Glee performing group would also be making a presentation. VIII. NEW BUSINESS: 1. Budget Update Cultural Arts Commission Minutes of July 18, 2019 Page 3 Recreation Manager Duldulao gave an update on the Cultural Arts budget. She reported that the City Council had approved $50,000 for public art. Recreation Manager Duldulao recommended that the Cultural Arts Commission budget be adjusted to reflect an encumbrance of $10,000 for Urban Art and $2,000 for the Utility Box murals. Recreation Manager Duldulao also recommended that an additional $1,500 be encumbered for the Youth Art Scholarship, bringing the total funds available for Youth Art Scholarship to $2,500. Commissioner DeNatale made a motion to encumber $10,000 for Urban Art, $2,000 for the Utility Box murals, and an additional $1,500 dollars for the Youth Scholarship fund. Vice Chair Hobson-Coard seconded the motion and it was unanimously approved. Director Ranals reminded Commissioners that only donation money can go to the Youth Scholarship Fund and that it cannot come from the General Fund. X. ITEMS FROM COMMISSION: Vice Chair Hobson- perform on Saturday, August 4, from 11:00 a.m. to 11:40 a.m. at the San Francisco Nihonmachi Street Festival. She stated they would also be performing at the Park Chalet on July 21. Commissioner Moncè reminded Commissioners that her dance group is performing on August 10 at the San Mateo Performing Arts Center in celebration of 25 years of performing. Commissioner Ventura commented that she liked the solar lights that were installed in the Avalon area. Director Ranals responded that, through the efforts of Parks Manager Mediati, the department received a grant for the solar lights project. She added that it is a 30 day pilot program, and they are gauging the residents response. Commissioner Ventura also stated she loved the new commissioner jackets and she th invited her fellow Commissioners to her house on August 17 to celebrate her 69 birthday. Commissioner DeNatale stated he would like to be added to the Sculpture sub-committee and the Urban Art sub-committee. Commissioner Foley suggested using the Art Studios at Orange Park as permanent art exhibit space. Director Ranals responded that the buildings are very old and ultimately will be demolished. There are a few artists in residence. But in order to allow continued temporary usage for artists, they have scheduled air quality tests for asbestos and lead. She informed them that this area is part of the Orange Park Master Plan with the vision being that it will be an open space park area with a community art space. The Recreation Class supervisor, hopes to utilize the space for sculpture and art classes. Cultural Arts Commission Minutes of July 18, 2019 Page 4 There are also studios that are currently used for the ballet program and the Mexican Folklorico program costume storage. Commissioner Foley inquired about the possibility of arranging a field trip to visit the studios. Director Ranals agreed and suggested an upcoming Saturday. Commissioner Campagna highlighted the photography presentation he gave to the STEAM Program children on September 27. Director Ranals thanked him for making the presentation on such short notice. Mayor Matsumoto stated that a constituent approached her with environmental concerns regarding clean energy and sea level rise. In support, the Mayor thought that would be a good idea for the City to sponsor a youth poster contest highlighting clean energy. She asked if the Commission would be willing to support it by sponsoring or judging the contest. She suggested a prize of $50 for the winning entry, and preferred that it take place this year. The Commission agreed it was a good idea, and they would judge the contest. There would be further discussion on sponsoring it. Mayor Matsumoto also commented in reference to the previous Art Studios discussion. She stated she would be willing to explore private sector options, such as the Conference Center, and bio-tech companies. She also stated that she is hopeful that they will be able to include plans for a small theater and art space in the next General Plan update. Commissioner DeNatale encouraged his fellow commissioners to bring their own water containers. ITEMS FROM STAFF: Specialist Santos reported that Manager Duldulao will be on vacation from July 20 through July 30 and that she will be on vacation from August 1 to August 13. Specialist Santos invited Commissioners to review the current Goals/Committee List and notify her if they wanted to make any changes or additions. She will add Commissioner DeNatale to the Sculpture and Urban Art sub-committees. Specialist Santos reported that Chair Boldenweck and she attended a meeting earlier in the day hosted by the San Mateo County Arts Commission. The Art Commission is to develop a new county-wide strategic art and culture plan. Specialist Santos also mentioned that July is Parks and Recreation month, and that the recreation department was offering free classes. Specialist Santos also highlighted the July 12 KTVU Zip Trip filming. She stated it was a very successful event and they highlighted the Sculpture Garden. Specialist Santos mentioned that Leslie Arroyo, Communications Director, created a South City Community Book as a welcome to new residents. She passed it around for Cultural Arts Commission Minutes of July 18, 2019 Page 5 the Commissioners to look at. She noted that it highlighted several public art installations. Specialist Santos also wanted to acknowledge Commissioner Looper who was recognized at the last City Council Meeting as being the new president of the California Garden Club. Manager Duldulao reported that as part of the Cultural Diversity Grant Program the Boys Cupat will work as a projector and they will use it to create a mural. Director Ranals distributed a flyer of a Sign Hill topography mural that the Cadence Group would like to add to their residential units located at 400 Cypress. To Commissioner DeNatale a list of private art locations in the public art brochure, Specialist Santos responded that there are selected private sector pieces highlighted. Mayor Matsumoto added that new developers of housing donate money to the City for public art and that this art is accessible to the public. The exception is the bio-tech companies. They do not allow the public on their campus. Mayor Matsumoto suggested holding a recycled art event. She could help get money for it if the Commission was interested. Commissioner DeNatale suggested it could be part of the upcoming General Art Show. Chair Boldenweck asked staff if it would be too late to add this category. Specialist Santos responded that she would make an effort to include it. Director Ranals reported that the two sculptures, , were reinstalled in their original sites. In reference to sculpture acquisitions, Mayor Matsumoto suggested the Commission consider smaller pieces spread around the City versus one big sculpture. She added that if there are more public art pieces it would demonstrate to the other Councilmembers that the funds are being used. She also suggested showcasing a piece of sculpture on Grand Avenue. Mayor Matsumoto reported that Caltrain is funding all of their public art and that when it is completed it will be one of the nicest in the County. Director Ranals thanked Mayor Matsumoto for coming to the meeting. XI. CORRESPONDENCE: Posted XII.
