CALL TO ORDER: 6:30 p.m. II. ROLL CALL: Present: Boldenweck, Hobson-Coard, Campagna, Foley, Fornaciari, DeNatale, Moncè, Looper, Madrid-Nickle, Ventura Absent: None Staff Present: Sharon Ranals, Assistant City Manager, (ACM)/Director of Parks and Recreation Angela Duldulao, Recreation Manager Ercie Santos, Cultural Arts Specialist Susan Filereto, Administrative Assistant III. AGENDA REVIEW: No changes Chair Boldenweck reported that Commissioner Woo has resigned because she no longer lives in South San Francisco. IV. APPROVAL OF MINUTES: Minutes of July 18, 2019 stand as sent. Please note that Commissioner Madrid-Nickle arrived at 6:40 p.m. after roll call was taken. V. CITIZEN PARTICIPATION: N/A VI. OLD BUSINESS: N/A Cultural Arts Commission Minutes of August 15, 2019 Page 2 VII. SUBCOMMITTEES: 1. Sculpture Chair Boldenweck had nothing to report, but indicated that the subcommittee would meet. Specialist Santos stated that while she was on vacation in Santa Fe, New Mexico, she obtained information from several sculpture gardens. She asked if the subcommittee wanted to see the resources. Chair Boldenweck indicated an interest in reviewing the information. 2. Utility Box Mural Program Specialist Santos reported that she was contacted by the Paradise Valley team informing her that they are unable to proceed with the project. At this juncture, ACM/Director Ranals provided a more recent update. ACM/Director Ranals attended the National Night Out in the Paradise Valley neighborhood and spoke to the father of one of the artists. He confirmed that they would be able to complete their project. 3. Urban Art Specialist Santos stated the Request for Proposal (RFP) entry deadline is September 6 and notices had been sent. No entries had been received yet. 4. Fundraiser BBQ (August 25) Commissioner Moncè requested that any monies from sales of tickets and any unsold tickets be returned to Administrative Assistant Susan Filereto after the meeting. Commissioner Fornaciari volunteered to do the live auction of the S.F. Giants tickets. Commissioner Campagna volunteered to assist Vice Mayor Garbarino with the barbeque. Commissioner Looper stated she would contact Rena Donati to help. There was also discussion of offering a vegetarian burger and it was decided to Specialist Santos reported that 25 tickets have been pre-sold so far. ACM/Director Ranals stated all the members of the City Council would be attending the barbeque. Chair Boldenweck stated that she and Commissioner Looper would be preparing the silent auction baskets on Wednesday and Thursday that week. 5. General Art/Sculpture/Performing Arts (October 11-12) Vice Chair Hobson-Coard inquired on the status of the art show. In response, Specialist Santos stated the exhibit information was available online and the docent list was being circulated among the Commissioners at the meeting. Cultural Arts Commission Minutes of August 15, 2019 Page 3 Chair Boldenweck invited comments on the tour the Commissioners took of the Art Studios at Orange Park before the meeting. All were in agreement that they need a lot of work. Commissioner Campagna suggested possibly dedicating a day to clean- up the studios. position was on these Art Studios at Orange Park. ACM/Director Ranals stated that they have not recruited any new artists due to the poor condition of these studios. Staff concerns are that the plumbing and wiring are not safe. ACM/Director Ranals also commented that to do lead/asbestos testing of these studios would cost $7,000.00. he added that there would be no charge to use the studios for Cultural Arts Commission events. Commissioner Looper commented on the liability factor of the studios for an extended art show. ACM/Director Ranals commented that presenting a one-day workshop would probably more feasible. Chair Boldenweck asked if the City owned any property that could be used for art exhibits. ACM/Director Ranals stated that the City has limited options for dedicated exhibit space. To Commissioner Looper inquiry regarding other city space for a longer exhibit, ACM/Director Ranals suggested the possibility of a using other locations including the Orange Main Library and Grand Avenue Library, the Magnolia Senior Center, or the Miller Parking Garage. Commissioner DeNatale also suggested the Miller Parking Garage corridor space. Chair Boldenweck and Commissioner Looper raised concerns on the safety of the artwork and asked who would be responsible. ACM/Director Ranals stated that each location is under the purview of various departments and would require further exploration. In response to Commissioner Madrid-Nickle suggestion of renting space at the old Fire Station on Baden, ACM/Director Ranals stated that Group IV is looking to purchase the old Fire Station on Baden and renting space there would probably be very expensive. The Commission liked ACM/Director Ranals location suggestions. Staff will look into the possibility of alternative sites for an extended art exhibit. VIII. NEW BUSINESS: 1. 2020 Art Show Schedule Assign Shows Specialist Santos requested that the Commission assign shows for the open 2020 dates as listed on the Goals/Committee page. The Youth Art Show is scheduled on April 3 and 4. For planning and promotion, it is important to decide on the February and July shows. The October show could be selected at a later date. Cultural Arts Commission Minutes of August 15, 2019 Page 4 After discussion, Commissioner Foley made a motion to have the General Art Show in February and the Photography Show in July. Commissioner Campagna seconded the motion and it was unanimously approved. 2. Youth Poster Contest on Clean Energy/Environment Chair Boldenweck reminded Commissioners that Mayor Matsumoto requested that the Commission sponsor a Youth Poster Contest promoting clean energy or environmental themes. Specialist Santos stated that the Recreation Childcare Program will facilitate a poster contest for 2019. Specialist Santos added that this would give the Commission time to consider options for a more robust 2020 poster contest, possibly to coincide with the Youth Art Show. Commissioner Looper inquired about the rules and the age group. Manager Duldulao responded that Childcare team would be responsible for establishing the th guidelines for 2019. She added that the age groups are from preschool to 5 grade. Commissioner Looper suggested checking out the Smokey Bear National Garden Club Contest for ideas. Commissioner Boldenweck asked if the Childcare contest required judging. Manager Duldulao responded that school had just started, but that she would check. For the benefit of the newest Commissioners, Specialist Santos gave a brief overview on how the annual Youth Art Show is handled. The event is a partnership with the SSF Unified School District. Therefore, the teachers are responsible for choosing and hanging the art work. Specialist Santos stated she has information from the Cit 2008 Centennial Poster Contest that she can provide to the Commission as a resource for the 2020 contest. 3. Cancellation of December 19 Meeting There was a discussion about cancelling the December 19 meeting. ACM/Director Ranals stated that the Parks and Recreation Commission typically cancels their December meeting. Commissioner Looper made a motion to cancel the December 19 meeting. Commissioner Monc At 7:40 p.m., Commissioner Ventura excused herself because she had to leave early, informing Commissioners that it was her birthday. She invited everyone to her house on Saturday, August 17 at 3:00 p.m. to celebrate the event. Cultural Arts Commission Minutes of August 15, 2019 Page 5 X. ITEMS FROM COMMISSION: Vice Chair Hobson- perform on Saturday, September 8, from 3:00 p.m. to 6:00 p.m. at the Park Chalet. Commissioner Fornaciari invited the Commission to a Soroptomist-sponsored jewelry bazaar in San Bruno on September 28. Commissioner Fornaciari also inquired about their name badges. ACM/Director Ranals replied that she thought they had arrived and staff would check. Commissioner Hobson-Coard inquired about the October art show performers. Specialist Santos responded that the local Elvis Presley impersonator had been selected. She added that he was a past SSF utility box muralist. ITEMS FROM STAFF: Specialist Santos reminded Commissioners that the Boards and Commission Recognition event will be held on Friday, August 16 from 6:30 p.m. to 8:30 p.m. at the Municipal Building. Specialist Santos informed Commissioners that the Fall 2019 Activity Guide is available. Specialist Santos reported that the San Mateo County Arts Commission has an on-line survey on the development of a new strategic arts and culture plan for San Mateo County. Commissioner DeNatale requested that staff ask for a copy of the results. Specialist Santos reported that the San Mateo County Art Commission will hold a business workshop for artists at the SSF Municipal Services Building in November Continued comments under Items from Commission occurred as follows: Commissioner Foley highlighted his art exhibit at Art Ark in San Jose beginning on September 6. Commissioner Fornaciari asked if Commissioners can participate in the General Art Show. Chair Boldenweck responded that they could exhibit, but their entries cannot be judged. Commissioner Foley asked if they could have more than four shows. ACM/Director Ranals responded that the Commission was budgeted for only four shows. He suggested a film festival highlighting cell phone videos. Cultural Arts Commission Minutes of August 15, 2019 Page 6 To Commissioner Fornaciari inquiry regarding the meeting time for the Cultural Arts BBQ, Commissioner Moncè indicated that everyone should arrive at the Fernekes Building at 8:30 a.m. Continued comments under Items from Staff occurred as follows: ACM/Director Ranals reminded the Commission that they can only have two absences in a 12-month period. She added that she would be contacting commissioners who have surpassed this threshold. XI. CORRESPONDENCE: Posted XII.
