CALL TO ORDER: 6:30 p.m. II. ROLL CALL: Present: Commissioners: Boldenweck, Avelar, Campagna, Hobson-Coard, Foley, Fornaciari, DeNatale, Looper Madrid-Nickle, Ventura Absent: Commissioner Moncè Staff Present: Greg Mediati, Deputy Director of Parks and Recreation Angela Duldulao, Recreation Manager Ercie Santos, Cultural Arts Specialist Susan Filereto, Administrative Assistant III. AGENDA REVIEW: No changes IV. APPROVAL OF MINUTES: Commissioner DeNatale noted a correction on page 3 under Sub-Committees, Item 5 General Art/Sculpture/Performing Arts (October 11-12). The text should read Commissioner DeNatale questioned raising fees not suggested raising fees. Minutes from September 19, 2019 stand approved with the above correction. V. CITIZEN PARTICIPATION: N/A VI. GENERAL ART/SCULPTURE/RECYCLED ART EXHIBIT: Chair Boldenweck welcomed all the artists that were present. She then presented Certificates of Achievement and ribbons to the following finalists: Sun Fong Huang, Allen Sinor, BJ Wilborn, Linda Petrocchi, Ken Hanover, Lisa Rego, Renee Aubuchon, and Rita Barichievich. Sculpture Chair Boldenweck asked Specialist Santos if sculpture suggestions had been submitted to Council. Specialist Santos replied that results of their sub-committee decision needed to be presented to the Commission first for approval. Commissioner DeNatale presented their three selections. The first was one of several sculpture images brought back by Specialist Santos from a trip to Santa Fe, New Mexico. Commissioner Madrid-Nickle described the work as the Bent Pipes Wrought Iron piece. She has not heard back from the artist on its price, and suggested that it could be a street installation. Commissioner DeNatale suggested the following two sculptures. A work titled, by Utah sculptor, John Carroll. The price is $4,500 dollars, and the suggested location is Grand Avenue and Airport Boulevard. The third recommendation is the Geometric Lanterns-Strung Overhead. Without knowing exactly how many lanterns would be needed, an estimated price is $7,500 dollars. The location suggested is the old Breezeway. Photos of the three recommended sculptures were distributed. Manager Duldulao reminded Commission that when forwarding sculptures proposals to Council, locations need to be submitted as well. Commissioner Boldenweck stated (ACM) Director Ranals had a question regarding the space between the cables of the piece, concerned that an arm could get caught. Commissioner DeNatale replied that there are regulations on spacing. He also mentioned that the work could be customized or purchased as shown. Commissioners inquired on the size and sturdiness of the lanterns. Commissioner DeNatale responded the size of the lantern is about two feet and since they are made of metal they appear to be durable. Commissioner Fornaciari commented that the wires holding the lanterns were unattractive. Manager Duldulao informed Commissioners that according to (ACM) Director Ranals, there is a possible Streetscape Plan for the downtown area. The timing could impact placement of the sculptures. She added funding has not yet been identified. Deputy Director Mediati agreed stating that the Streetscape Plan will not be happening in the near future. Cultural Arts Commission Minutes of October 17, 2019 Page 3 Commissioner Looper stated sculpture recommendations have been considered by the City Council; however, in the past the City Council usually has their own ideas of where sculptures should go. for a sculpture in the downtown area which if needed could be adjusted or moved. In response to Commission feedback regarding the unattractive wires, he stated that possibly they could be placed higher so that they are not so visible. Commissioner Campagna commented that the lanterns would appeal to a younger crowd, bring more activity to downtown, and promote a Bay Area artist. Commissioner DeNatale made a motion to approve the sculpture and that it be placed along Grand Avenue and Airport Boulevard. Commissioner Campagna seconded the motion. There was a roll call vote and it was unanimously approved. Commissioner Campagna made a motion to approve the -Strung in the Breezeway. Commissioner Foley seconded the motion. There was a roll call vote. The majority approved. Commissioner Fornaciari voted as presented. Chair Boldenweck stated the and the sub-committee would continue looking for other pieces. Manager Duldulao reminded them they have $90,000 to spend and $10,000 for Urban Art. Commissioner feedback included spending all their funds and considering larger sculptures. Chair Boldenweck suggested the sub-committee meet again prior to their next meeting. 2. Utility Box Mural Program Commissioner Madrid-Nickle reported that work on the utility boxes murals is continuing. She stated the location at South Spruce and Centennial Way are completed as well as Hillside and Linden. The locations at Westborough and Gellert, and Chestnut and Hillside are still in progress. Specialist Santos reported that the artist approved for the Paradise Valley utility box has not responded. Chair Boldenweck responded that if they do not hear anything by December that they not use this artist. 3. Urban Art Cultural Arts Commission Minutes of October 17, 2019 Page 4 Commissioner Madrid-Nickle reported that there is no update. Manager Duldulao stated that their recommendation has been forwarded to Council and they are waiting for a response. 4. General Art/Sculpture/Recycled Art & Music (October 11-12) Vice Chair Hobson-Coard thanked Specialist Santos for all her hard work and stated she received a lot of positive comments from the public. She reported there were a total of 58 pieces exhibited. She stated 44 of those entries were 2D art, two were sculptures, and nine were recycled art. Vice Chair Hobson-Coard also reported that 117 visitors signed the guestbook, 16 artists received awards, and 14 art works are currently on an Extended Exhibit in the MSB atrium window for approximately one - member Diversity Glee choir group and local artist, Manuel Catania, performance as an a respectable audience and that they were both well received. Commissioner DeNatale stated he enjoyed the show a lot, especially the visual art. He offered feedback as follows: create an exhibitor survey, that the Marie Peterson room seemed disconnected, extend art submission times, that catering selections be limited, create a mailer for South San Francisco residents, waive one entry fee, provide sculpture pedestals, and consider a jewelry art show. Specialist Santos reminded Commissioners that preparation for the shows is highly compressed. She stated organizing and presenting these events is extremely challenging due to the limited amount of time available to complete necessary tasks from the art submission date to the event opening. Chair Boldenweck thanked Manager Duldulao and Intern Cheska Ibasan for their assistance in hanging the art. There was a discussion of having the judges come later, so that more Commissioners are available to hang the art. To which Specialist Santos informed Commissioners that the judges donate their time and are not paid. She attempted to have the judge arrive at a later time; however, she stated since the judge was doing the Commission a favor, she had to accommodate his schedule. Commissioner Foley commented to just give out prizes during the show. Chair Boldenweck responded this would not give Specialist Santos any time to prepare the exhibit. Commissioner Looper added room availability is also a factor in organizing the programs. Commissioner Ventura suggested presenting poetry as a performing art with audience participation. Commissioner Looper responded poetry had been presented in the past. Cultural Arts Commission Minutes of October 17, 2019 Page 5 Chair Boldenweck stated that overall they were delighted with the amount of space they had for the Art Exhibit. 5. General Art & Karaoke (February 14/15, 2020) Vice Chair Hobson-Coard stated she had nothing to report at this time. VIII. NEW BUSINESS: 1. Establishing an Art Plan for Future Public Art (see addendum 1) Chair Boldenweck asked Commissioner DeNatale stated that after attending a General Plan Meeting that focused on the strategic plan, he thought it would be a good idea for the Commission to establish a future public art plan that would give clear goals to the public as to why they choose a particular piece of art and its location. Commissioners Avelar and Campagna stated it would give the public a better understanding of the process. Manager Duldulao suggested they could pursue the topic further by forming a sub- committee to develop a specific plan. After further discussion, it was decided to establish a Public Art Plan sub-committee. Commissioner DeNatale would chair and Commissioners Avelar, Campagna, Foley, and Looper would be sub-committee members. Chair Boldenweck would act as the alternate. X. ITEMS FROM COMMISSION: Vice Chair Hobson-Coard invited the Commission to see her art exhibit running until December at Philz Coffee in Redwood City. Vice Chair Hobson- perform on Saturday, October 19 at The Park Chalet, from 3:00 p.m. to 6:00 p.m. She stated they will also be performing on Halloween Costume Party from 8:00 p.m. to 12 a.m. in Vallejo and Saturday, November 23 at Fort McKinley Restaurant & Nightclub from 8:30 p.m. to 1:00 p.m. Commissioner Spruce Street cannot be seen well because of the overgrown landscape. Deputy Director Cultural Arts Commission Minutes of October 17, 2019 Page 6 Mediati stated he will contact the owners to see what can be done. It is owned by the San Francisco Public Utility Commission property. Chair Boldenweck welcomed new Commissioner Avelar. She asked her to introduce herself to the Commission. Commissioner Avelar stated she is the mother of two children and has lived in South San Francisco for 19 years. She was on the BPAC Committee for 3 years and is currently a member of the Personnel Board. She formerly worked for Commute.org, a joint powers agency that works in transportation demand management. She currently operates a Wellness Massage Studio in San Bruno for pre and post-natal mothers. ITEMS FROM STAFF: Specialist Santos stated the first SSFUSD Visual Arts Committee meeting for the 2020 th Youth Art Show will be held on November 18 from 3:30 p.m. to 4:30 p.m. at the school district office. The Youth Art Show will be held on Friday, April 3 starting from 4:00 p.m. to 7:30 p.m. and Saturday, April 4 from 10:00 a.m. to 4:00 p.m. Specialist Santos also reported that the San Mateo County Arts Commission has partnered with the SSF Cultural Arts Commission to sponsor a workshop for artists that will be held at the Municipal Services Building Council Chambers on Thursday, November 14 from 7:00 p.m. to 8:30 p.m. She stated this is their first partnership with the Cultural Arts Commission. Specialist Santos highlighted the Halloween Extravaganza taking place on October 26 from 5:00 p.m. to 8:00 p.m. The tickets are $6.00 per person. She also mentioned the Veterans Day Swim Event from November 8 through November 10, as well as the Thanksgiving Fun Run on November 16. Finally, Specialist Santos reported that currently San Francisco Open Studios is being held, and on November 9 there will also be one in Palo Alto. Manager Duldulao added that at Halloween Extravaganza there will be a costume contest and judges are needed. The costume contest will take place at 5:45 p.m. Categories are broken up by age. Two Parks and Recreation Commissioners have also agreed to do it. Commissioner Fornaciari and Chair Boldenweck volunteered. Manager Duldulao also mentioned that the After School Programs will be holding a poster contest themed for Commissioners to judge the contest. Chair Boldenweck asked if this was a Commission sponsored event. Manager Duldulao responded it will be a smaller in-house event that will be taking place in late November or early December. The poster contest will have one winner per grade. Chair Boldenweck, Vice Chair Hobson-Coard, and Commissioner DeNatale volunteered to judge. Cultural Arts Commission Minutes of October 17, 2019 Page 7 Manager Duldulao mentioned she will speak more information for the Commission about the Costume Contest and Laura Armanino, Childcare Supervisor regarding information on the Poster Contest.
