Present: Councilmembers Addiego, Nagales, and
Nicolas, Vice Mayor Garbarino, and Mayor
Matsumoto.
Absent: None.
Introduction of Elected Officials.
Colors were honorably and duly posted by
members of the South San Francisco Police
Explorers Program.
Led by Al Banfield.
Performed by St. Augustine's Catholic
Church Praise and Glorify Choir.
Mayor Matsumoto introduced the elected officials and/or their representatives that were in
attendance at the meeting.
Public Comments - comments were limited to items on the Special Meeting Agenda.
None.
Mayor Matsumoto declared that the purpose of the meeting was to reorganize the South
San Francisco City Council.
b. Nominations for Mayor; close of nominations; appointment
Motion — Councilmember Addiego/Second— Councilmember Nicolas: to nominate and appoint
Honorable Richard Garbarino to serve as Mayor of the City of South San Francisco. Unanimously
approved by Roll Call vote.
C. Nominations for Vice Mayor; close of nominations; appointment
Motion — Councilmember Matsumoto/ Second— Councilmember Nagales: to nominate and appoint
Honorable Mark Addiego to serve as Vice Mayor of the City of South San Francisco. Unanimously
approved by Roll Call vote.
d. Oaths of Office administered to incoming Mayor and Vice Mayor.
Oaths of Office were administered as follows:

Hon. Mayor Richard Garbarino Ms. Bianca Belforte*
* John Penna and Bianca Belforte were duly deputized for the purpose of swearing-in the elected
officials noted.

Mayor Garbarino delivered remarks.
2. Presentation to Outgoing Mayor.
Councilmember Matsumoto was presented with a Proclamation and gifts honoring her service as
Mayor.
2a. Remarks of Outgoing Mayor.
Mayor Matsumoto delivered remarks. She presented the 2019 Mayor's Award to members of the
South San Francisco Citizens' Emergency Response Team (CERT) and recognized their numerous
contributions to the community. CERT members thanked Council for their support and recognition.

Adjournment.
Being no further business, Mayor Garbarino adjourned the meeting at 7:59 p.m. in memory of former
South San Francisco Mayor, the Honorable Emanuele "Midge" Damonte.
