PUBLIC COMMENTS
Gene Mullin, Boardmember of HIP Housing thanked Council for their support. Mr. Mullin
presented the 18th Annual HIP Housing calendar and acknowledged Miss Amara Virginia Robles, a
fourth grade student from Monte Verde Elementary School in South San Francisco as a winner of
the San Mateo County drawing contest. Her drawing was printed and displayed for the month of
May.
COUNCIL COMMENTS/REQUESTS
Councilmember Matsumoto thanked the Public Works department for their prompt response to an
incident on Antoinette Lane and Chestnut Avenue. She expressed her satisfaction with staff's
efforts to prepare for the rainy season.
Councilmember Matsumoto informed the community of former Parks and Recreation
Commissioner Holt's memorial service. The memorial service was scheduled on December 16,
2019 at 6:00 p.m. Garden Chapel in South San Francisco.
Vice Mayor Addiego attended the Airport Community Roundtable meeting on December 4, 2019 in
Millbrae and provided a brief update on items discussed including two legislative items presented
by Kathleen Wentworth on behalf of Congresswoman Jackie Speier. The first legislative item
presented was the Restore Everyone's Sleep Tonight Act (REST) of 2019. The legislation would
allow airports to impose an access restriction for aircraft between the hours of 10:00 p.m. and 7:00
a.m. The second legislative item presented was the Serious Noise Reduction Efforts (SNORE) Act
of 2019. The legislation addressed the lack of effective noise mitigation through soundproofing and
other strategies for the communities surrounding San Francisco International Airport.
Vice Mayor Addiego participated in the Kindergarten Playground Ribbon Cutting event at
Ponderosa Elementary School. He indicated there were over 70 kindergartener's present and ready
to play on the playground.
Vice Mayor Addiego shared the recent passing of Virginia Petrovitz on November 24, 2019. Ms.
Petrovitz was a long-time resident of the Sunshine Gardens community and was 93 years old. Vice
Mayor Addiego requested to adjourn the meeting in her memory.
Mayor Garbarino invited Council and the community to attend Congresswoman Jackie Speier's
press conference on December 21, 2019 at 11:00 a.m. in front of Mayor Garbarino's home. .
Councilmember Nicolas thanked the Improving Public Places Ad -Hoc Committee for hosting a
wreath making class on December 1, 2019. She thanked City Manager Futrell for hosting the
Biotech Town Hall on December 2, 2019 at the Merck located at 213 East Grand Avenue, South
San Francisco. She thanked City staff for organizing the Council Reorganization and the Santa
Comes to Town event.
Councilmember Nagales stated 2,100 residents in the Westborough area were affected by rolling
blackouts. Councilmember Nagales thanked Public Works staff for placing generators in the
affected areas for city lights to remain operational. He also recognized the Library staff for keeping
the library open late and accommodating residents in need. Councilmember Nagales thanked City
staff for hosting the Santa Comes to Town event. He suggested hosting the event indoors when
inclement weather was projected. Councilmember Nagales attended a ribbon cutting ceremony with
Mayor Garbarino on housing for patients recovering from illness or injury after being discharged
from the hospital. It provided additional care to patients who were homeless or in danger of being
homeless.
CONSENT CALENDAR
The Deputy City Clerk duly read the Consent Calendar, after which Council voted and engaged in
discussion of specific item as follows: Councilmember Matsumoto pulled Item 2.
Item 2: Councilmember Matsumoto gave kudos to Public Works for the new format used for the
Sewer System Management Plan.
1. Motion to approve the Minutes for the meetings of October 9, 2019, October 22, 2019 and
October 23, 2019.

Agreement between the City of South San Francisco and the Parking Authority of the City
of South San Francisco, creating the City of South San Francisco Public Facilities Financing
Authority (Janet Salisbury, Director of Finance)
4. Report regarding Ordinance No. 1591-2019 repealing and replacing Chapters 15.06, 15.08,
15.10, 15.12, 15.14, 15.16, 15.20, 15.22, 15.24, 15.26, 15.32, 15.34 and 15.36 of the South
San Francisco Municipal Code pertaining to building regulations in their entirety, and
adopting by reference and amending the 2019 Editions of the California Administrative,
Building, Residential, Electrical, Mechanical, Plumbing, Energy, Historical Building, Fire,
Green Building Standards, Existing Building, Referenced Standards Codes, and the

5. Report regarding Ordinance No. 1592-2019 approving a Development Agreement with SSF
PUC Housing Partners, LLC for the development of City -owned parcels at 1051 Mission
Road (APNs 093-312-050 and 093-312-060). (Michael Lappen, Economic Development
Coordinator)

ADMINISTRATIVE BUSINESS
6. Report regarding Resolution No. 164-2019 approving and authorizing the City Manager to
execute a funding agreement with City/County Association of Governments of San Mateo
County (C/CAG) to accept up to $360,000 for the Smart Corridor Expansion Project
(Project No. tr2002) design phase; approving budget amendment 20.026 which would
amend the Fiscal Year 2019/20 Capital Improvement Program to fund the Smart Corridors
Expansion Project; and approving and authorizing the City Manager to execute a consulting
services agreement with Kimley-Horn and Associates to perform design services for the
Smart Corridors Expansion Project (Project No. tr2002) in an amount not to exceed
$280,000 for a total design budget of $360,000. (Bianca Liu, Senior Engineer)
Senior Engineer Liu gave some background of the San Mateo County Smart Corridor. The C/CAG
sponsored San Mateo County Smart Corridor project implemented Intelligent Transportation
System (ITS) equipment such as an interconnected traffic signal system, close circuit television
(CCTV) cameras, trailblazer/arterial dynamic message signs, and vehicle detection system on
predefined designated local streets and state routes. ITS provided local cities and Caltrans day to
day traffic management capabilities and addressed recurrent traffic congestion and provided
Caltrans capabilities for managing the system during nonrecurring traffic congestion caused by
diverted traffic due to major incidents on the freeway.
Senior Engineer Liu advised that the Smart Corridor project was being built from south to north,
and eventually would span the entire county from Santa Clara to San Francisco County. The project
would include the alternate routes located in South San Francisco and include the following arterial
streets: Airport Boulevard, South Airport Boulevard, Oyster Point Road, Gateway Boulevard and

Grand Avenue. The South San Francisco Expansion would encompass the design of the ITS
infrastructure that would support the overall Smart Corridors program.
Councilmember Matsumoto inquired how the ITS system would handle an incident in Burlingame
with major traffic congestion coming out of South San Francisco heading south.
Quasy Quabi from Kimley Horn clarified that Caltrans monitored the incident after someone
reported the incident and operators at the TMC would review the device information and determine
whether they needed to activate the system in South San Francisco or somewhere else. Mr. Quabi
clarified that the City and Caltrans would work together to develop a predetermined signal timing
plan based on different thresholds.
Vice Mayor Addiego stated the digital traffic signs were a good source to communicate information
for travelers but they would not help manage situations.
Mr. Quabi stated communicating with motorists regarding situations were proven to be beneficial to
motorists. He advised daily motorists understood peak traffic congestion at certain areas so
information during those times would not be helpful to motorists. He indicated communicating that
with motorists would help them understand what to expect down the road and help decrease
secondary incidents.

164-2019. Approved by the following roll call vote: AYES: Councilmembers Matsumoto, Nagales
and Nicolas, Vice Mayor Addiego and Mayor Garbarino; NAYS: None; ABSENT: None;
ABSTAIN: None.
7. Kilroy Oyster Point Construction Project Quarterly Report Q3 2019 (July 2019 - October
2019) (Eunejune Kim, Public Works Director, Kilroy/Cummings Representatives)
Public Works Director Kim gave a brief update on the item and introduced Jonas Vass from Kilroy.
Mr. Vass provided a schedule update and reminded Council of key milestone dates. He stated the
new Oyster Point Boulevard would be completed Q3 of 2020. The decommissioning of Oyster
Point Boulevard and switchover to new road would be completed Q4 of 2020. He advised the site
utilities and parking lot completion would be completed Q1 of 2021 and the landscaping and overall
completion would be Q4 2021.
Mr. Vass provided an update on the completed work which included clay cap rework at the future
hotel area, erosion protection layer placed in Phase 2D and hub, storm drain, sewer force main, and
water line installed in Phase 1.
Mr. Vass indicated the construction was due to commence on the new pump station and the
decommissioning of the old pump station. He provided an update on the current work at the site:
• Storm drain, sewer force main and water line installations in Phase 2 Gull Drive intersection
• Bio swale
• Curb and gutter
• Pump station #1 contractor procurement
• Construction documents design for public and marina restrooms

Bulletin 4 — streets and utilities drawing set updates
Temporary parking lot grading
Jared Ross, Cummings provided a project cost update. Mr. Ross stated on-going change
management continued with respect to the following identified items on site:
1) Remaining excess refuse on site requiring relocation;
2) Cement treatment to stabilize saturated refuse in place to use as foundation layer;
3) Import of additional clay cap material and cover soil;
