that the cost of said municipal improvememts will be too great to be paid out of the ordinary annual income and revenue of said City of South San Francisco, and will, in addi- tion to the other expenditures of said City of South San Francisco, exQeed the income and revenue for any one year; and WHEREAS the legislative branch of said City of South San Francisco, County of San Marco, State of California, to-wit, the Oity Council of said City of South San Francisco, did, on the 23rd day of July, 1945, by an affirmative vote of more than two-thirds (2/3) of its members, to-wit: Four (4) members of said legislative branch, determine in due and proper form by resolution that public interest and necessity demand the acquis- ition, construction and completion of a certain municipal improvement in and for said City of South San Francisco, to-wit: The acquisition, construction and completion of a roa~ to connect · he southerly portion of Linden Avenue, in said city, with E1 Camino Real, in said city; that the cost of said municipal improve- ment will be too great to be paid out of the ordinary annual income and revenue of said City of South San Francisco and will, in addition to the other expenditures of said City of South San Fra~cisco, exceed the income and revenue for any one year; and WHEREAS the legislative branch of said City of South San Francisco, County of San Marco, State of California, to-wit, the City Council of said City of South San Francisca, did, on the 23~d day of July, 1945, by an affirme~__tive vote of more then two- thirds (2/3) of its members, to-wit: Four (4) members of said legislative branch, determine in due and proper form by resolution that public interest and necessity demand the acquisition, con- struction and completion of a certain municipal improvement in and for said City of South San Francisco, to-wit: The acquisition, construction end completion of au interceptor sewer and an out- ~all sewer in the southerly portion of said City of South San Francisco; that the cost of said municipal improvement will be too great to be paid out of the ordinary annual income and revenue of said City of South San Francisco and will, in addition to the other expenditures of said City of South San Francisco, exceed the income and revenue for any one year; and WHEREAS the executive, the Mayor of Said City of South San Francisco, County of San Narco, State of California, did, on the E~rd day of July, 19~O, duly and regularly approve each of said resolutions; and WHEREAS the total assessed valuation of all the real and personal property within said City of South San Francisco, as appears in the assessment roll of said City of South San Francisco on this date, is the sum of $10,11A~8.00, and the present indebtedness for improvements already incurred by said City of South San Francisco, together with the indebtedness hereLu proposed to be incurred for said municipal improvements, will not in the aggregate exceed fifteen (10) per cent of the assessed value of all real and personal property of said City of South San Francisco; Now, therefore~,: the City Council of the City of South San Francisco does ordain as follows: Section I. A special election is hereby called and shall be held in the City of South San Francisco, County of San Marco, State of California, on Friday, the 31st day of August, 19~5, for the purpose of submitting, and at which there shall be submitted to the qualified electors of the City of South Sen Francisco, the proposition to incur a bonded indebtedness for the several purposes respectively hereinafter stated. And the last mentioned date, to-wit, the 31st day of August, 1945, is hereby fixed as the date for holding said special election and notice of sat& election is hereby given and the said propositions to incur said bonded indebtedness by said City of South San Francisco are hereby submitted to the qualified voters of said City of South San Francisco for their determination at said election. Section II. That the objects and purposes for which said indebtedness is proposed to be incurred are respectively the following, to-wit: ~irst: The acquisition, construction and completion of a central police station and the acquisition of the necessary furniture end equipment for the same. Second: The acquisition, construction and completion of a central fire department station and the acquisition of the necessary furniture and equipment for the same. Third: The acquisition, construction and completion of three (~) recreation buildings and the acquisition of the neces- mary furniture and equipment for the said recreation buildings. Fourth: The acquisition, construction and completion of a road to connect the southerly portion of Linden Avenue, in said $ity, with E1 Oamino Real, in said city. Fifth: The acquisition, construction and completion of an interceptor sewer and an outfall seWer in the southerly portion of said City of South San Francisco. Section III. That the estimated cost of the municipal improvement first above described, to-wit, the acquisition, con- struction and completion of a central police station and the acquisition of the necessary furniture and equipment for the same, is Seventy-five Thousand Dollars ($75,000.00), and that the cost thereof is and will ~ too great to be paid out of the ordinary amuu~ income and revenue of said City of South San Francisco; that the amount of' the principal indebtedness to be incurre, d therefor is Seventy-five Thousand Dollars ($?5,000.00). Section IV. That the estimated cost of the proposed municipal improvement second above described, to-wit, the acquisi- tion, construction and Completion of a central fire department station and the acquisition of the necessary furniture and equip- ment for the same, is Ninety-five Thousand Dollars ($95,000.00), and that the cost thereof is and will be too great to be paid out of the ordinary annual income and ~evenue of said city; that the amount of the principal indebtedness to be incurx'ed therefor is Ninety-Five Thousand Dollars ($95,000.00). Section V. That the estimated cost of the proposed municipal improvement third above described, to-wit, the acquis- ition, construction end completion of thx-ee (5) recreation b~ildings and the acquisition of the necessary furniture and equipment for said recreation buildings is Forty Thousand Dollars ($40,000.00), and that the cost thereof is and will be too great to be paid out of the ordinary annual income and revenue of said city; that the amount of the principal indebtedness to be incurred therefor is Forty Thousand Dollars ($40,000.00). Section VI. That the estimated cost of the proposed municipal improvement fourth above describe~, to-wit, the acquis- ition, construction and completion of a roa~ to connect the southerly portion of Linden Avenue, in said city, with E1 Camino Real, in said city, is ~ixty Thousand Dollars ($50,000.00), end that the cost thereof is and will be too great to be paid out of the ordinary annual income and revenue of said city; that the amount of the principal indebtedness to be incurred therefor is Sixty Thousand Dollars (~60,000.00). Section VII. That the estimate~ cost of the px~posed municipal improvement fifth above described, to-wit; the acquisition, construction and completion of an interceptor sewer and an outfall sewer in the southerly portion of said City of South San ~rancisco is Seventy-five Thousand Dollars ($75,000.00), and that the cost thereof is and will be too great to be paid out of the ordinary annual income and revenue of said city; that the amount of the principal indebtedness to be incurred thereof is Seventy- five Thousand Dollars ($75,000.00). Section VIII. And it is fnrther ordained and ordered as follows: (a) That bonds of said City of South San Francisco in the amount of Seventy-five Thousand Dollars ($75,000.00) shell be issued and sold to pay for the acquisition, construction ahd completion of a central police station and the acquisition of the necessary furniture and equipment for the same; provided aaid proposition of incurring said indebtedness for said purpose first above set out, so submitted at said special election, shall receive the requisite number of votes, to-wit, the affirmative votes of ~o-thirds (2/3) of all the qualified voters ~oting~ at said special election. (b) That bonds of said City of South San Francisco in the amount of Ninety-five Thousand Dollars ($95,000.00) shall be issued and sold to pay for the acquisition, construction and completion of a central fire department station and the acquis- ition of the necessary furniture and equipment for the same; provided said proposition of incurring said indebtedness for said purpose second above set out, so Submitted at said special election, shall receive the ~equisite number of votes, to-wit, the affirmative votes of two-thirds (2/3) of all the qualified voters rotgut, at said special election. (c) That bonds of said City of South San Francisco in the amount of Forty Thousand Dollars ($40,000.00) shall be issued and sold ~o pay for the acquisition, construction and completion by said City of South Sen Francisco of three (3) recreation buildings and the acquisition of the necessary furniture and equipment for said recreation buildings; provided said proposi- tion to incur said indebtedness for said purpose third.above set out, so aubmitted at said special election, shall receive  the requisite number of vote~, to-wit, the affirmative votes of ~two-thirds (2/3)of all the alified voters !~wat said t special election. (d)' That bonds of said City of South San Francisco in the amount of Sixty Thousand Dollars ($60,000.00) shall be issued and sold to pay for the acquisition, construction and completion by said City of South San Francisco of a road to connect the southerly portion of Linden Avenue, in said city, with E1 Camino Real, in said city; provided said p~Position to incur said indebtedness for said purpose fourth above set out, so submitted at said special eleation, shal'l receive the requisite number of votes, to-wit, the affirmative votes of two-thirds (2/S) of all the qualified voters voting at said special election. (e) That bonds of said City of South San Francisco in the amount of Seventy-five Thousand Dollara ($75,000.00) shall be issued and sold to pay f~r the acquisition, construction and completion of an interceptor sewer end an outfall sewer in the southerly portion of said Oity of South Sen Francisco; provided said proposition to incur said indebtedness for said purpose fifth above set out, so submitted at said special election, shall receive the requisite number of votes, to-wit, the affirmative votes of two-thi~ds (2/3) of all the qualified voters voting at said special election. Section IX. The bonds authorized to be issued pur- suant to said election shall bear interest from date of their issuance until paid at the rate of interest which shall be determined when they will be offered £or sale, said interest to be payable semi-annually, and the principal and interest of said bonds shall be payable in lawful money of the United States of America in the following manner, that is to say: One- twentieth (l/E0) part of the whole amount of the principal of said indebtedness created under any one (1) or any two (2)or any three (3) or any four (4) or all five (5) propositions here- inbefore set forth in subdivisiohs lettered (a), (b), (c), (d) and (e) of Section VIII of this ordinance shall be paid each and every year at the City Treasury of said City of South San Fran- cisco on a day or date to be fixed by the legislative branch of said municipality, together with interest on all sums unpaid at such date, provided that the interest on such bonds shall be paid semi-annually so that there shall be a payment of interest on all sums then unpaid in each and every half year, one of such semi- annual payments being at the date of the payment of the annual installments of the principal of such indebtedness, as a£Oresaid; and Provided further that said interest shall be evidenced by the prop.er coupons attached to said bonds, a separate coupon being attached to each bond for each semi-annual payment of the interest to become due on such bond; and That the total indebtedness authorized to be created at said election shall be represented by bonds p~yable in the manner aforesaid, and that said bonds shall be issued in such denominations as the legislative Branch of said City of Sout~ San Francisco may determine, except that no bonds shall be of a less denomination than One Hundred Dollars ($100.00) nor of a greater denomination than One Thousand Dollars ($1000.00) and that said bonds shall be known as Municipal ImDrovement Bonds, Series 1945. Section X. It is further ordained, that the manner of holding said special election and of voting thereat for am~,.~against said propositions of incurring said indebtedness, shall be as provided, in this ordinance and that in all particulars not recited, herein such special election shall be held as provi~e~ for by law for holding municipal elections in said City of South San Francisco, and that in all particulars not recited herein and not provided for by law for holding such municipal elections, the general election laws of the State of 0alifornia, so far as the same may be applicable, shall apply; That, for the purpose of said special election, said Oity of South San Francisco has been divide~ and now is divide~ into twelve (12) election precincts to be ~nown as Voting Precinct A, Voting Precinct B, Voting Precinct 0, Voting Pre- cinct D, Voting Precinct E, Voting Precinct F, Voting Precinct G, Voting Precinct H, Voting Precinct I, Voting Precinct J, Voting Precinct K and Voting Precinct L, respectively. Voting Precinct A shall include all the territory ~escribe~ in South San Francisco Precinct No. 1 and South San Francisco Precinct No. 2, as establishe~ by that aertaim reso- lution entitled "Resolution and order dividing the County of San Mateo, California into election precincts and establishing the boundaries thereof", passed and adopted~ by the Board of Supervisors of the County of San Mateo, State of California, on ~he 7th day of December, 1943, and the polling place for sa~d Voting Precinct A~,shall be at Headlee's garage at 816 Grand Avenue, in said City of South San Francisco. 10. Voting Precinct B shall include all the territory des- cribed in South San Francisco Precinct No. 18, as established by said resolution of the Boar~ of Supervisors of said County of San Mateo, and the polling place for said Voting Precinct B shall be at Petroni's garage at A07 West Orange Avenue, in said city. Voting Precinct C shall include all the territory described in South San Francisco Preeinc~t No. 4 ~nd South San Francisco Precinct No. 17, as eatablished by staid resolutiom of the Board of Supervisors of said County of San Marco, and the polling place for said Voting Precinct C shall be T0gnella's garage at 601 Miller ~venue, in said city. Voting Precinct D shall include all the territory des- eribed in South San Francisco Precinct No. 3, as established by said resolution of the Board of Supervisors of said County of San Marco, aud the polling place for said Voting Precinct D shall be in Oliver's Garage at the intersection of Circle Court and Orange Avenue in said city. Voting Precinct E shall include all the territory described in South San Francisco Precinct No. § and South San Francisco Precinct No. 6, as establishe~ by said resolution of the Board of Supervisors of said County of San Niateo, and place for said Voting Precinct E shall be ia Cavassa's garage at 4~6 Baden Avenue, in said city. Voting Precinct F shall include all the territory describe~ in South San Francisco Precinct No. 13 and South San Francisco Precinct No. 16, as established by said resolution of the Board of Supervisors of said County of San Mateo, and the polling place for said Voting Precinc, t F shall be in the Giorgi store at 312 Baden Avenue, in said city. Voting Precinct G shall include all the territory described in South San Francisco Precinct No. 9 and South San ll. · FrancisCo Precinct No. 10, as established by said resolution of the Board of Supervisors of said County of San Mateo, and the polling place for said Voting Precinct G shall be in Volonte's office at 22E Linden Avenue, in said city. Voting Precinct H shall include all the territory describe~ in South San Francisco Precinct No. 7 and South San Francisco Precinct No. 14, as established by said resolution of the Board of Supervisors of said County of San Mateo, and the polling place for said Voting Precinct H shall be in Basil Marinoff's garage at 621 Maple Avenue, in said city. Voting ~Precinct I shall include all the territory described in South San Francisco Precinct No. ll, as. established by said resolution of the Board of ~upervisors of said County of San ~lateo, and the polling place for said Voting Precinct I shall be in M. Petroff's store at the corner of Linden Avenue and Aspen Avenue, in said city. Voting Precin~ J shall include all the territory des- cribed in South San Francisco Precinct No. 12, as established by said resolution of the Boar~ of Supervisors' of said County of San Mateo, and the polling place for said Voting Precim~t J shall be in Min~ie Handel's garage at 1011 Bayshore Highway in said city. Voting Precinct K shall include all the territory des- eribed in South San Francisco Precinct No. 15, as established by said resolution of the Board of Supervisors of said County of San 'Mateo, and the polling place for said Voting precinct E shall be in 0. X. Dietsche's garage at 108 Claremont Avenue, in said city. Voting Precinct L shall include all the Serritory des- cribed in South San Francisco Precinct No. 8, as established by said resolution of the Board of Supervisors of said County of San Mateo, and the polling place for said Voting Precinct L shall be in Henry Scampini's garage at 444 Lux Avenue, in said city. That said election shall be conducted, by boards of election consisting of one (1) inspector, one (1) Judge and two (2) clerks for each precinct, whose duties and powers shall be and are the same as those of boards of election and of such election officers, respectively, under the law governing muni- cipal elections of said City of South San Francisco, and in particulars not covered by such law, then under the general elec- tion laws of the State of California. · If any of the members of said boards of election hereinafter named shall fail to attend at the opening of the polls on the morning of such election, the qualified electors of that precinct present at that hour, in- cluding members of the board, may supply the place of any such absent member by appointment, as provided by said general election laws. At said special election, the polls shall be open at seven o'clock of the m~rning of such election and shall be kept open until seven o'clock in the afternoon of the same day, when the said polls shall be closed. In said South San Francisco municipal election pre- cincts, the polls shall be held at the places and the election conducted as aforesaid by said inspectors, Judges and cler~, respectively, hereinaf~sr named as follows, to-wit: In said Voting Precinct A the inspector shall be Lena Forbes, the judge shall be Kate Maynard and the clerks shall be Elsi~ Dotson end Alma Doak. In said Voting Precinct B the inspector shall be Nellie Agresti, the judge shall be Anita Pera and the clerks shall be Ethel M. Hernan and Norma Guglielmetti. In said Voting Precinct C the inspector shall be Clara M. Rowe, the judge shall be Mattie L. Wright and the clerks shall be Amelia Perazzo and GeOrgia P. Nicolini. In said Voting Precinct D the inspector shall be Mary E. Dinning, the judge shall be Anita G. Vincent and the. clerks shall be Hilda Ellis and Mrs. James Poole. In said Voting Precinct E the inspector shall be Frances M. Bono, the judge shall be Giovanni Corso and the clerks shall be Vey Ferron and Rena Ringue. In said Voting Precinct F the inspector shall be Joseph- ine Rossetti, the judge shall be Harriet H. Blank and the clerks shall be Lillie Black and Eva M. Enderlin. In said Voting Precinct G the inspector shall be Rosella ~ibbetts, the Judge shall be E~ma Kelly and the clerks shall be Josephine Krawchuk and &manda Bertueeelli. In said Voting Precinct H the inspector shall be Louise Bertoldi, the Judge shall be Giuseppe Beltrami and the clerks shall be Jessie Chimenti and Eleanor Fabris. In said Voting Precinct I ~he inspector shall be Nora V. Sturm, the judge shall be Charles Locatelli and the clerks shall be Antoinette Kozlowski and Mary Lonati. In said Voting Precinct J the inspector shall be Jennim Schultz, the judge shall be Ruth 0gburn and the clerks shall be Hazel Church and Lena Casper. In said Voting Precinct K the inspector shall bm Cecil Painter, the judge shall be Mary Bloomer and the clerks shall be Julia Dietsche and Ina Seibert. In said Voting Precinct L the inspector shall be Dora McCarn, the judge shall be Anita ~co and the clerks shall be Freda Troy and Helen E. Siebmcker. Said polling places above designated have been found and are hereby determined to be suitable and proper places for holding such special election, and said several persons above designated as members of the respective boards of election have been found and are .hereby determined to be qualified for sai~ respective positions on said boards of election, as required by law, and they shall and will be and are hereby appointed as such officers to conduct such and said election and Constitute said boards of election, and said boards of election and said officers shall conduct and are hereby directed to conduct said election as by law and this ordinance provided and to canvass the votes given and cast at said special election and to make and deliver returns thereof in accordance with the provisions of this ordinance and of law and said City Council of the City of South San Francisco shall meet and canvass said returns when received and declare the result of said special election in the manner provided for by law. Section XI. A sufficient number of ballots shall be and is hereby directed to be prepared and caused to be printed for said precincts as provided for by law and upon the p~oper kind of paper, to-wit: The same as used at general elections in the State of California, by the Clerk of the City of South San Francisco and be furnished and provided for the use of the voters in said special election at the expense of the City of South San Francisco, and shall have the following matter printed thereon in addition to such other matter as may be required by law, to-wit: "A special election submitting to the qualified voters of the City of South San Francisco, County of San Mateo, State of California, the following propositions, to-wit: PBOP0 SITION NO. 1 The proposition to incur a bonded indebtedness of $75,000.00 in lawful money of the United states of America for the object and purpose of acquiring, constructing and completing by the City of South San Francisco, a municipal corporation, a central police station and acquiring the necessary furniture and equipment for the s.me. 15. For said proposition to incur a bonded in- debtedness of $75,000o00 in lawful money of the YES United States of America for the purpose of acquiring, constructing and completing a central police station and acquiring the necesaary fur- NO niture and equipment for the same. PROPOSITION No. 2 The p~op~i~ton to incur a bonded indebtedness of $95,000.00 in lawful money of the United States of America for the object and purpose of acquiring, constructing and Completing by the City of South San Francisco, a municipal corporation, a central fire department station and acquiring the necessary fur- ~niture and equipment for the same. For said proposition to incur a bonded in- debtedness of $95,000.00 in lawful money of the YES United States of America for the purpose of acquiring, constructing and coapleting a central fire department station and acquiring the nec, s- NO sary furniture and equipment for the same. PROPOSITION N0. 3 The proposition to incur a bonded indebtedness of $40,000.00 in lawful money of the United States of America for the object and purpose of acquiring, constructing and completing ~hree (3) recreation buildings end acquiring the necessary 16. furniture and other equipment for such recreation buildings. For said proposition to incur e bonded in- debtedness of $40,000.00 in lawful money of the YES United States of ~nerica for the purpose of ~-ecquiring, constructi~and completi~three recreation buildings and acquiring the necessary NO furniture and other mquipment for such recreation buildings. PROPOSITION N0. 4 The proposition to incur a bonded indebtedness of $60,000.00 in lawful money of the United States of ~rica for the object and purpose of acquiring, constructing end completing a road to connect the southerly portion of Linden Avenue, in said aity of South San Francisco, with E1 Camino Real, in said city. For said proposition to incur a bonded in- debtedness of $60,000.00 in lawful mona y of the YES United States of America for the purpose of acquiring, constructing and completing a road to connect the southerly portion of Linden Avenue, NO in said city, with E1 Camino Real, in said city. PROPOSITION NO. 5 The proposition to incur a bonded indebtedness of $75,000.00 in lawful money of the United States of America for the object and purpose of acquiring, constructing and completing 17. an interceptor sewer and an outfall sewer in the soetherly por- tion of said City of South Sen Francisco. For said proposition to incur a bonded in- debtedness of $75,000.00 in lawful money of the YES United States of America for the purpose of ac- quiring, constructing and completing an inter- ceptor sewer and an outfall sewer in the southerly NO portion of said city. Any voter who desires to vote in favor of any one of said propositions and to accept such proposition may do so by stamping a cross (X) in the voting square on the right hand margin of his ballot, after and opposite the word "Yes"; and after such ballot shall be so stamped end deposited in the ballot box it shall be counted as provided by law as a vo~® in favor of such proposition and accepting the same. Any voter who desires to vote against amy one of said propositions and to reject such proposition may do so by stamping a cross (X) in the voting square on the right hand margin of the ballot and opposite the word "No"; and after such ballot shall be so stamped and deposited in the ballot box, it shall be can- vassed and counted as provided by law as a vote against such proposition and rejecting the Same." Section XII. The manner of voting for or against said propositions for incurring said indebtedness shall be as follows, to-wit: Any voter who desires to vote for and inf~avor of any one of said pm~o~s to incur said indebtedness, as afo resai~, and to accept such proposition, may do so at said special election, 18. as stated in said form of ticket, by stamping a cross (X) in the voting square in the right hand margin of a ballot, received from One of the aforesaid boards of election, after and opposite the word eyes", and after said ballot shall have been so stamped and deposited in the ballot box, it shall be canvassed and counted as required by law as a vote in favor of such proposition and accepting the same. Any voter who desires to vote against any o~e of sai~ propositions to incur said indebtedness, as afoxesaid, and to reject such proposition, may do so at said special election, as stated in said form of ticket, by stamping a cross (~1 in the voting square in the right hand margin of a ballot, received from one of the aforesaid boards of election, after and opposite the word "No", and after said ballot shall have been so stamped and deposited in the ballot box, it shall be canvassed and counted as required by law ~as a vote against such proposition, and rejecting the same. Such marking or stamping of said cross (X) on said ballot shall be done only with the stamp, which, with necessary pads and ink, shall be provided for each booth in said twelve designated polling places. Section XIII. All persons qualified, at the time of holding said election, to vote at municipal elections in and for the City of South San Francisco, or entitled by law govern- ing such special election, shall be qualified to vote at such special election. Section ~TV. This ordinance shall be published once a week for two (2) weeks in "The Enterprise", a newspaper of general circulation, printed and published and circulated one day a week in said City of South San Francisco. No other notice of such election need be given. Section ~V. All ordinances Or parts of ordinances conflicting herewith are hereby repealed. Section XVIo This ordinance shall take effect and shall be in full force and effect from and after itu passage and approval.
