CALL TO ORDER: 6:31 p.m. II. ROLL CALL: Present: Commissioners: Boldenweck, Avelar, Campagna, Hobson-Coard, Foley, Fornaciari, DeNatale, Looper. Ventura Absent: Commissioner Madrid-Nickle Staff Present: Sharon Ranals, ACM/Director of Parks and Recreation Angela Duldulao, Recreation Manager Ercie Santos, Cultural Arts Specialist Susan Filereto, Administrative Assistant III. AGENDA REVIEW: No changes IV. APPROVAL OF MINUTES: Vice Chair DeNatale noted a correction on page 4 under Sub-Committee, Item 1. Sculpture, paragraph 5. Referring to the sentence, He asked if it could be restored and suggested using an artist from the Sonoma Heart Foundation, Vice Chair DeNatale requested that the text using an artist from the Sonoma Heart Foundation be removed. He stated that this text was meant to be conversational and his suggestion was to reflect that the piece could be restored through an art program. He also noted a correction on page 5 under Subcommittees, Item 4. Urban Art, paragraph 1. The text, reported that the City Council did not like the urban art submission that promoted a healthy, non-Vice Chair DeNatale asked that the wording should read, urban art. V. CITIZEN PARTICIPATION: Betty Battaglia, Parks and Recreation Commissioner Cultural Arts Commission Minutes of February 20, 2020 Page 2 Commissioner Battaglia thanked the Cultural Arts Commission on the great job they did on the General Art Show and congratulated the winning artists who were present, and also congratulated the artists who sold their art pieces. VI. PRESENTATION: 2020 GENERAL ART SHOW FINALISTS Chair Looper presented certificates and ribbons to the following artists: Latifat Apatira, Darleen Hoffman, Dalia Grybinas, Glynis Takalo, and Rita Barichievich. Specialist Santos took photos of the artists. VII. OLD BUSINESS: Chair Looper requested that the agenda nished that is in current use. VIII. SUBCOMMITTEES: 1. Sculpture Vice Chair DeNatale reported that he surveyed Grand Avenue to identify and prepare a list of possible sculpture locations, which he distributed to the Commission. These locations are proposed for the piece rusty ball sculpture that is currently located at the Corporation Yard. He invited Commissioners to advise the subcommittee if there were objections to any of the locations. No objections were made. Vice Chair DeNatale also noted a possible sculpture location on a median at Oak Street and Grand Avenue that the City plans to landscape. On his sculpture location list, Vice Chair DeNatale referred the Commission to photos of sculptures by DelosVanEarl and suggested that the Commission could consider commissioning artwork for this particular median from this artist. Discussion followed regarding the pros and cons of the DelosVanEarl sculptures needing a backdrop to highlight the sculpture. Vice Chair DeNatale stated that any locations the Commission does not like can be removed. There was also discussion on the donated by sculptor, Ivan Mclean. A phone image of similar works by the artist was passed around for Commissioners to view. Commissioner Fornaciari suggested bringing the Seal sculpture to Grand Avenue. ACM/Director Ranals reminded the Commission that the Seal was playground equipment that children climb on. It is surrounded by sand for safety purposes at its Cultural Arts Commission Minutes of February 20, 2020 Page 3 current location. ACM/Director Ranals was concerned that if the piece were relocated to the concrete surface of Grand Avenue that it would be dangerous for children. 2. Utility Box Mural Program Specialist Santos reported that utility box artist Finny Balboa was recognized with a Certificate of Achievement at Friday n General Art Show. The other utility box artists were unable to attend. Manager Duldulao reported that the Sister Cities group met regarding the smaller Centennial Way utility box. Chair Looper requested that the subommittee meet regarding the Sister Cities group comments and report back to the Commission. 3. Youth Art Scholarship Commissioner Campagna distributed a draft of the proposed 2020 Jack Drago Cultural Arts Commission Youth Art Scholarship Guidelines and Application Form with the highlighted changes. He reviewed them as follows: Students must be graduating seniors from the three South San Francisco Unified School District high schools and must be planning on continuing practice/studies in the arts. The scholarship amount was modified to provide up to three scholarships, for a total of $3,000, with the awardees and award amount left to the discretion of the Commission. mission statement, and questions regarding the preferred medium, artistic goals, and the impact of the financial award to their future as an artist. The application due date is Tuesday, April 14. ACM/Director Ranals recommended that the scholarship amount be listed as up to r concern with the current proposed wording was that if there is only one student scholarship winner, they might expect to receive the entire $3,000. Discussion followed regarding the consideration of other art forms including performing, theatrical, and literary arts. Commissioner Campagna stated that they would not exclude any art form. He added that he intended to introduce himself to the South San Francisco School District contact person and teachers to promote the scholarship program. In response to Vice Chair DeNatale inquiry, Specialist Santos stated the Youth Art Scholarship applications are posted online. Cultural Arts Commission Minutes of February 20, 2020 Page 4 Commissioner Campagna moved that the Commission increase the Jack Drago Cultural Arts Commission Youth Art Scholarship to up to three scholarships, for a total of up to $3,000. Commissioner Boldenweck seconded the motion and it was unanimously approved. Commission unanimously voted to include all the new verbiage to the Jack Drago Cultural Arts Commission Youth Art Scholarship guidelines and application. 4. Urban Art Vice Chair DeNatale reported that he surveyed Grand Avenue to identify urban art locations. He will have an update at the next meeting. 5. General Art Show & Karaoke (February 14/15, 2020) Commissioner Hobson-Coard stated due to family health reasons she was unable to attend the General Art Show and Karaoke Night event and was sorry she missed the program. She reported that there were 51 entries by 29 artists and two Commissioner submissions. The Karaoke event had 20 participants. 156 participants signed the guestbook. 13 artists received awards, and three were awarded Best of Show cash prizes. She added that 13 pieces are on exhibit in the atrium window until March 14. ACM/Director Ranals asked if any pieces were sold. Specialist Santos responded that four pieces were sold and expressed her appreciation to all the Commissioners who assisted with the event. 6. Youth Art Show (April 3/4 , 2020) Commissioner Campagna reported that he will attend a meeting with the teachers, and will have more to report at the next meeting. 7. Future Public Art Plan Commissioner DeNatale had nothing to report at this time. 8. Fundraiser BBQ Chair Looper advised all Commissioners to save the date of August 30 for the Fundraiser BBQ. She stated that Commission participation is necessary because a lot of work is required. Chair Looper added that her Commission appointment expires in June and would be unable to help at the event, making participation even more important. Specialist Santos reminded Commissioners that this event does not have a Chair, and that at the January meeting it was determined that this would be discussed at February meeting. Commissioner Looper asked the group if anyone wanted to volunteer to serve as Chair of the Fundraiser BBQ. No one volunteered. NEW BUSINESS: N/A X. ITEMS FROM COMMISSION: Commissioner Fornaciari reported that the Soroptimist group is having a dinner and auction on March 6. She stated she has tickets available for purchase after the meeting. The cost is $30.00 dollars. Vice Chair Hobson- Mckinley on Saturday, February 29 from 8:00 p.m. to 12:00 a.m., and on Sunday, March 15 at Pacifica Brewery from 12:00 p.m. to 2:30 p.m. To Commissioner Foley inquiry regarding the Photography Show dates, Specialist Santos responded July 10 and 11. Vice Chair Hobson-Coard is having an exhibition of four paintings on March 14 at Philz Coffee in Burlingame. She will also have an extended exhibit starting on March 12 at the Hall of Justice in Redwood City. ITEMS FROM STAFF: Specialist Santos reminded the Commission that there will be a groundbreaking ceremony for the new Police Station on Friday, February 28 at 10:00 a.m. at the former Pet Club building. Specialist Santos informed the members that the updated Calendar of Events was available. ACM/Director Ranals reported that a new Cultural Arts Commissioner has been appointed and will be at the March meeting. Her name is Sarah Kyong-Ju Lee Bowen.
