Royal Inns should have their engineer contact this office so that a study can be made of this proposed installa- tion. A study should also be made for the disposition of storm and roof water to the pipe and ditch lines adjacent to South Airport Boulevard. The method of handling this water should be shown on the plans. It City Planner Pass then read an Interoffice Memorandum from John E. Hoffman, Landscape Specialist: "The swimming pool-sauna bath facility oocupies space which could be devoted to landscaping. Since the plans of the proposed complex manifest a critical shortage of land- scaping, it is recommended that the Comm:lission approve UP-82 upon the condition that the applicant eliminate the said pool-bath facility, and devote the square footage of the facility to additional landscaping. It is further recommended that the specific location of the additional landscaping be subsequently referred to the Commission's Architectural Com- mittee for determinationQu City Planner Pass further read an Interoffioe Memorandum from Fire Chief John Marchi, to wit: 'tA water main is required with three iGreenberg No. 76 hydrants or equivalent. It is strongly urged that a second access be required order to provide better overall ingress and egress.H - 476 - - 2B - UP-82 June 10, 1968 Present for the applicant was Mr. George E. Hauk of the Architec- tural Department of Royal Inns of America, IncQ, 4855 North Harbor Drive, San Diego, California, agent for the applicants. There being no one else further to speak for or against the request, Chairman Boblitt declared the public hearing on this matter closed, and solicited comments from the Commissioners. Commissioner Rosati asked the applicant if he could agree on the requirements as set by the Landscape Specialist in regard to the swimming pool and the sauna bath. Mr. Hauk answered that they would agree but that they would try to obtain lands from the Valcar Corp. in front of the project to make up for the alleged shortness of landscaping. They intended to come back before the Commission at a later date to have the swimming pool and the sauna bath added. Commissioner Rosati stated that the C1luestion coula. well be if the swimming pool should be inclua.ed or excludea. as apart of the total landscaping. He felt it was a part of it and would blend in well with the actual landscaping, and that it was not just an accessory structure. Such a body of water fitted in well and was a very essential part ofa motel. A short discussion followed during which several commissioners agreed upon the essence of a swimming pool for a motel and that it could be considered a basic part of the total landscaping. Mr. Hauk agreed and stated that if the company could aCC1luire the necessary portion of the Valcar lands it would come back for the swimming pool and the sauna bath as they belonged to a motel. He further wished to introduce a letter the Valcar Corp. sent them in regard to the lease of land, which would become subject to a final approval by P. G. & E. who owned the right of way of the subject lands. Mr. Hauk thereupon handed said letter to Mr. Pass who read it into the record as follows: UDear Mr. Gagesian: I enclose for your signature a copy of our Master Concession Agreement and our Hotel Concession Agreement. For and in consideration of your execution of these agree- ments, the Valcar Cor~oration will agree to an assignment of our lease with Pacific Gas and Electric to the Royal Inns of America, Inc. cevering that certain piece of property lo- cated on South Air~ort Baievard, So~th San Francisco. The assignment shall, of course, be subject to approval by P.G.&E. As a further consideration for the assignment of the afore- mentioned lease, Royal Inns ef America, Inc. shall furnish the Valear Corporation with a minimmm of fifteen parking spaces on the grounds of the new hotel to be built adjacent to the Pacific Gas and Electric property previously referred to. In ad.dition, it shall prov:tde the Valcar Corp. with a small booth in the lobby of that hotel for the purpose of operating an exclusive rent-a-car concession. That exclusive concession shall be subject to all the terms of the afore- mentioned Hotel Concession Agreement except that there shall be no payment in considerati0n there.of.u - 2C - UP - 82 lO, 1968 Commissioner Gardner asked if the applicant would provide the pumping station mentioned. Mr. Pass answered that this would be provided by the applicant at his expense. Commissioner Zlatunich then asked the applicant if he would go on record as being willing to landscape according to the wishes of the Commission and provide the necessary lands for this. Mr. Hauk stated that his company would so provide. Commissioner Rosati then stated he must consider the pool as a part of the landscaping but that he would like to see some extra landscaping done in the front of the project on the present Valear lands. There are exceptions or e.xtraordinary circumstances or conditions applying to the land or building referred to in the application which circumstances or dond~tions .do not apply generally to land or buildings in the same district. 2. The granting of the application is necessary for the pres- ervation and enjoyment of substantial propertt rights of the petitioner. 3. That the granting of the application willi not, under the circumstances of the particular case, materially affect adversely the health or safety of persons residing or working in the neighborhood of the property of the applicant, and will not, under th~ circumstances of the particular case, be materially detrimental to the public welfare ~r injurious to property or improvements in said neighborhood. 4. The granting of the requested varia e will be in harmony with the general purpose of the zoning dinance. 5. The requested variance is necessary to prevent practical difficulties, unnecessary hardships, and results inconsistent with the general purpose of the Zoning Ordinance. 6. The applicant proposes to merely extend an existing 3' side yard, and not establish a new one. 7.
