Commissioner Raffaelli moved that the minutes of the regular meeting of the South San Francisco Planning Commission of September 28, 1970, be approved; seconded by Vice Chairman Campredon; passed by the following roll call vote: AYES: Campredon, Boblitt, Gardner, Raffaelli, Rosati, Zlatunich, and Lazzari NOES: None ABSENT: None ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Lazzari announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission in order to be heard, but objected to having his voice recorded in this manner, could request the Chairman to order the tape recorder turned "off!! for the duration of the time that he is speaking or is heard. - 1235 - October 13, 1970 UP-164 UP-164, use-permit request of Al Twing to establish a golf driving range on an existing "par 3" golf course at No. 1035 Mission Road, in the nu" District. Secretary Pass read the following reports and letter into the record. Report and Recommended "Findings" and "Conditions" of City Planner Pass "The Planning Department respectfully recommends that the Planning Commission adopt the "findings" and "action" indicated in the attached, preliminary Official Action Report.1! FINDINGS: "1. The establishment, maintenance, operation or the ase of the building or lands for which the permit is sought will not, under the circ~mstances of the particular case, be detrimental to the health, safety, morals, comfort and general welfare of persons residing or working in the area of such proposed use, and will not be detrimental or injurious to property and improvements in the neighborhood or the general welfare of the city. "2. The approval of the req4ested use permit meets the require- ments of Section 6.23 of the Zoning Ordinance. "3. Pass "The Planning Department respectfully recommends that the Planning Commission adopt the "findings" and "action" indicated in the attached, preliminary Official Action Report." FINDINGS: "I. Hoffman "I inspected the landscaping on the site of the existing service station, September 24" 1970, and found that it is neglected and full of weeds. !lMy recommendation is that, no use permit be approved for this site until the existing planting is brought back to an acceptable condition." Secretary Pass read the following reports and letter into the record. Report and Recommended "Findings" and "Conditions" of City Planner Pass "It is respectfully recommended that the Planning Commission adopt the findings embodied in the attached, preliminary Official Action Report, and approve the requested use permit upon the condition that the applicant comply with the attached requirements of the reporting department heads, and subsequent requirements of the Architectural Committee. FINDINGS: Ill. Said plans should contain, but not be limited to, plot and grade plans showing drainage, sanitary sewer, and all other necessary utility connections." Report, dated September 30, of Landscape Specialist John E.Hoffrnan, "The preliminary site plan submitted with the application for subject use permit has been reviewed by this office. My recommendations are: 1. All the provisions of the City's "Minimum Design Standards for Landscaping" to be followed in preparing the landscape plan. 2. Tree planting along the El Camino Real frontage be properly planned to accommodate widening of El Camino. Locate the permanent trees back of future sidewalk. 3. Include planting islands at ends of double rows of parking." Names and Addresses of Proponents and Opponents Proponents; Oral presentation by Lindsay Howden, AlA, 2080 Mountain Blvd., Oakland, Calif., and agent of the applicant. Mr. Howden objected to Fire Chief Marchi's report and stated that the Pacific Fire Rating Bureau's Standards had been followed in the design of fire protection system. Mr. Howden further noted that Kaiser would like to have Phase IV approved, along with the first three phases of the project, since the foundation work for all four phases will be completed at the same time. Opponents: None Vice Chairman Campredon moved, that the Planning Commission adopt the findings and conditions, as set forth in the preliminary Official Action Report, and approve UP-169 upon the following conditions: 1. The applicant shall comply with the attached requirements of the reporting department heads, and the subsequent requirements of the Architectural Committee. 2. The Fire Chief may modify his submitted requirements. 3. Phase IV is approved in principle, but a de novo use permit shall be required therefor. Secretary Pass read the following reports and letter into the record. Letter, dated September 25, 1970, from Ernest A. Seigel, D.V.M., 2221 Taraval Street, San Francisco, California. "I am applying to your office for a Use Permit for a veterinary office and small animal hospital facility. It will be located at the northeast corner of the Westborough Square Shopping Center. The veterinary office and hospital will provide medical and surgical care only, no boarding or grooming service is intended. II No structural changes are to be made to the existing building. However an additional exit door, adjacent to the present entrance, has been provided to insure better client traffic flow. "l have no exterior sign plans formulated as yet, but any future sign will conform to all exterior sign requirements as approved for the Westborough Square shopping center and, or your office. The proposed veterinary medical facility would be physically conso- nant with other uses in the Westborough Square Shopping Center. "4. The proposed veterinary medical facility would meet the Westborough Community's growing need for small-animal veterinary service. CONDITIONS: "1. The proposed use-permit request is granted for a period of one year, on a renewable basis, in order to perpetuate the Planning Commission's direct control over the instant matter. "3. The applicant shall provide the Fire Chief, Chief of Police, Health Department, and City Planner with written authorization to inspect the subj ect premises at any time. Secretary Pass read the following reports into the record. Report and Recow.mended "Findings" and IVConditions" of City Planner Pass "It is respectfully recommended that the Planning Commission adopt the findings listed in the attached, preliminary Official Action Report, and approve the requested variance upon the condition that the applicant comply with the attached requirements of the reporting department heads, and the subsequent requirements of the Architectural Committee." FINDINGS: "1. There are exceptions or extraordinary circumstances or conditions applying to the land or building referred to in the application, which circumstances or conditions do not apply generally to land or buildings in the same district. "2. The granting of the application is necessary for the preservation and enjoyment of substantial property rights of the petitioner. 113. That the granting of the application will not" under the circumstances of the particular case, materially affect adversely the health or safety of persons residing or working in the neighborhood of the property of the applicant, and will not, under the circumstances of the particula+ case, be materially detrimental to the public welfare or injurious to property or improvements in said neighborhood. "4. The granting of the requested variance will be in harmony with the general purpose of the Zoning Ordinance. "5. The requested variance is necessary to prevent practical difficulties, unnecessary hardships, and results inconsistent with the general purpose of the Zoning Ordinance. "6. The rear-yard requirement in the M-2 District is designed to promote the establishment of alleys, where such establishment would be desirable and practicable. In the instant case, such establishment would be neither practicable nor desirable. "7. The Planning Commission recently recommended that the rear-yard requirement in the M-2 District regulations be deleted therefrom. "8. Similar variances have been granted by the Planning Commission. Marchi "Before any approval can be given by me, a Greenberg #76 hydrant or equivalent, on a 10" main will have to be installed if sprinkler is to be connected to this main, or hydrant on an 8" main if no sprinkler connection to this main. Opponents: None Commissioner Rosati moved, that the Planning Commission adopt the findings and conditions, as set forth in the preliminary Official Action Report, and approve V-64 upon the condition that the appli- cant comply with the sabmitted requirements of the City's reporting department heads; seconded by Commissioner Boblitt; passed by the following roll call vote: AYES: Vice Chairman Campredon, Commissioners Boblitt, Gardner, Raffaelli, Rosati, Zlatunich and Chairman Lazzari NOES: None ABSENT: None - 1246 - October 13, 1970 GOOD AND WELFARE, OTHER AND CO~~4UNICATIONS Vice Chairman Campredon noted, that it would be beneficial for the Planning Commission to have the various reporting City Department Heads appear before the Commission from time to time, and explain the recommendations of their technical standards, in order that the Com- mission might better adjudicate the matters that come before them. With the Concurrence of the Commission, Chairman Lazzari instructed the Secretary to request Fire Chief Marchi's attendance at the Planning Commission's regular meeting of Monday, November 9, 1970, at 8:00 P.M. in the Council Chambers of the City Hall of South San Francisco. Secretary Pass advised the Commission, that there would be a joint meeting of the Planning Commission and City Council on Wednesday, October 14, 1970, at 7:30 P.M., in the Council Chambers, City Hall, South San Francisco, to consider landscaping enforcement in the City of South San Francisco. There being nothing further to be considered under Good and Welfare~ and there being no further communications or other matters of interest for the Planning Commission, Chairman Lazzari announced that the next regular meeting of the South San Francisco Planning Commission would be held on October 26, 1970 at 8:00 P.M. in the Council Chambers of City Hall, South San Francisco.
