Commissioner Zlatunich moved that the minutes of the regular meeting of the South San Francisco Planning Commission of February 22, 1971 be approved; seconded by Commissioner Raffaelli; passed by the following roll call vote: AYES: Campredon, Boblitt, Raffaelli, Zlatunich, and Lazzari NOES: None ABSENT: Gardner ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Lazzari announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission in order to be heard, but objected to having his voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he is speaking or is heard. -1330- PLANNING ENFORCEMENT 'BOARD March 8, 1971 Minutes of the Planning Enforcement Board's Meeting of February 18, 1971 (Next Meeting: March 18, 1971 at 10:00 A.M.) Chairman Lazzaria~de~edthe Planning Enforcement Board's minutes accepted and placed on file. SA-17 Westborough-West Park Unit No. 3C SA-17, final map of Westborough-West Park Unit No. 3C, representing the subdivision of 28.66 + acres of land, located on the southerly side of King Drive (proj ected), and northerly of the proposed intersection of Greendale and Ga~way Drives, in the PC-SF and PC-DF Zones of the Westborough-West Park No.3 Planned Community District, into 262 lots. Secretary Pass read the following reports into the record. Report, dated February 23, 1971, of City Planner Daniel M. Pass "The final map of Westborough-West Park Unit No. 3C substantially conforms to the approved tentative map thereof, and manifests the subdivider's compliance with the conditions imposed thereon by the Planning Commission. The recordation of said final map would tend to effectuate a large part of the General Development Plan of the Westborough-West Park No. 3 Planned Community District (Greendale Neighborhood) . ) The Planning Department therefore respectfully recommends that the Planning Commission recommend to the City Council that the instant map be approved upon the condition that the subdivider comply with the submitted requirements of the City's department heads." Report, dated February 24, 1971, of Assistant Fire Chief Brauns "These two units, SA-17 and SA.,..20 respectively, will have to conform to utility plan, Westborough-West Park, Unit #3, drawing WWP3-U-l, revision 3, dated May 1, 1968. "This utility plan should be part of Exhibit A. "If these requirements are followed we approve as far as fire alarm and fire hydrants are concerned." Report, dated March 1, 1971, of Director of Public Works Louis H. Goss "This department recommends approva.l of a technically correct Final Map of Westborough-West Park Unit 3C. "Developers shall provide by agreement with owners of lands adj acent to King Drive (now known as.! Serramonte) to realign the boundaries, dedicate and improve the right of way of King Drive from the westerly boundary of the proposed Westborough-West Park -1331- SA-17 W-WP Unit #3C March 8, 1971 "Unit No. 3B subdivision to the easterly boundary of Westborough West Park No. 3-C, as provided for in "Agreement Related to West Park 3 Parcel Map and Security Agreement" dated January 20, 1969. "The aforementioned realignment, dedication, and improvement shall be accomplished or secured by agreement bond prior to the subdivider's recordation of a final map of any portion of West- borough-West Park No.3-C. "It is further recommended that the subdivider obtain a written statement from the Westborough County Water District indicating they have examinedthe improvement drawings and are satisfied with the design and location of water and sanitary sewer facili- ties." Opponents: None Vice Chairman Campredon moved that the Planning Commission order SA-17 to stand approved upon the subdivider's compliance with the submitted requirements of the City's reporting department heads; seconded by Commissioner Raffaelli; passed by the following roll call vote: AYES: Vice-Chairman Campredon, Commissioners Raffaelli, Zlatunich, and Chairman Lazzari NOES: Boblitt ABSENT: Gardner With the concurrence of the Commission, Chairman Lazzari instructed the Secretary to send the following communication: "Mr. Eugene Aiello, Manager, Westborough County Water District 2263 Westborough Boulevard, South San Francisco, Ca. "The South San Francisco Planning Commission, meeting in regular session on Monday, March 8, 1971, conditionally approved SA-17, final map of Westborough-West Park Unit No. 3C. During its con- sideration of the subject plat, the Commission expressed concern over the Westborough County Water District's failure to submit a report on the subject matter. Th.e Planning Commission, as the official planning agency of the City of South San Francisco, cannot effectively guide the growth of this mu.nicipality without the steadfast cooperation of all1ocalag~Ilcies and public utilities. Please submit reports on all matters of planning significance in Westborough, and thereby help the Commission fulfill its charge. Thank you for your past services." -1332- SA-2 0 W-WP Unit No. 3E March 8, 1971 SA-20 tentative map of Westborough-West Park Unit No. 3E, representing the subdivision of 14.33+ acres of land, located at the southwesterly corner of the projections of King Drive and Gellert Boulevard, in the PC-SF and PC-DF Zones of the Westborough-West Park No.3 Planned Community District, into 149 lots. Secretary Pass read the following reports into the record. Report of City Planner Daniel M. Pass "The proposed subdivision meets the requirements of the State Sub- division Map Act, and the regulatory standards embodied in the Sub- division and Zoning Ordinances of the City of South San Francisco. Said subdivision would be consonant with the General Development Plan of the Westborough-West Park No.3 Planned Community District." In light of the above factors, the Planning Department respectfully recommends that the Planning Commission approve the instant tentative map upon the condition that the subdivider comply with the attached requirements of the City's department heads." Report, dated February 25, 1971, of Director of Public Works Goss "Subject tentative map dated February 22, 1971, meets the require- ments of Chapter 9, Section 9.03 of the Subdivision Ordinance. However, before approvingsiaid tentative map, adequate provisions for obtaining rights-of-way and improvements of King Drive and Gellert Boulevard should be made. "It is our recommendation that the developer provide by agreement with owners of lands to dedicate the right-of-way of King Drive between Verducci Drive and Gellert Boulevard, and the right-of-way of Gellert Boulevard between King Drive and the Pacific Gas and Electric Company tower line easement. It is also recommended that the developer provide separate agreement and bond to improve the rights-of-way of said sections of King Drive and Gellert Boulevard before approval of the final map. "Review and approval of subj ect tentative map shall not be con- strued as approval of the proposed design and/or improvements shown thereon. Design and improvement shall comply with require- ments of Chapters 4, 5 and 6 of the Subdivision Ordinance. Improvement plans must be complete and approved by this office before the final map will be recommended for approval. "Fire alarm boxes at the southeast corner of King Drive and north- west corner of Westchester Court should be shown on the tentative map." -1333- SA-20 W~WP Unit No. 3E March 8, 1971 Report, dated Ma~ch 1, 1971, of Landscape Specialist John Hoffman "This office has reviewed the Tentative Map and the General Grade Plan submitted with the subject application and recommend that the following changes be made: 1. Lot 175, Block 12 be dedicated as common green. 2. Some provision be made for access from cornmon green Lot 220, Block 12 directly to Gellert Boulevard. 3. Add to the "Subdivision Statement" the following information: In Item C - Include common green improvements In Items J, K, & L - Note that utility services will be provided from street frontage of lots, not from common green side. In Item M - Note that corner lots will have one street tree per 25 lineal feet of street abutment. "City staff met with Mr. Richman on February 25 to discuss the problems inherent with this site. He assured us that the landscape plans would reflect adequate solutions to all problems of steep slopes, narrow common greens and adjacent P. G. & E. property." (Continued from Planning Commission Meeting of February 22, 1971) Secretary Pass advised the Commission that Hans R. Mulberg, C.E., 948 Dolores Ave., Los Altos, Ca., and agent of the applicant, has requested that the hearing on the "Proposed Street Layout for the Swift Property and Adjoining Territory on East Grand Avenue and Kimball Way" be hdld over to the Planning Commission's regular meeting of March 22, 1971. Commissioner Raffaelli moved that the Planning Commission continue this hearing on the instant matter to the Planning Commission's regular meeting of March 22, 1971; seconded by Commissioner Zlatunich; passed by the following roll call vote: AYES: Vice Chairman Campredon, Commissioners Boblitt, Raffaelli" Zlatunich, and Chairman Lazzari NOES: None ABSENT: Gardner WitJ;r the concurrence of the Commission, Chairman Lazzari instructed the Secretary to send the following communication to Mr. Hans R. Mulberg: "The South San Francisco Planning Commission, meeting in regular session on Monday, March 8, 1971, continued its consideration of the "Revised Street Layout for the Swift Property and Adjacent Territory on East Grand Avenue and Kimball Way" to its regular meeting of March 22, 1971, at 8:00 P.M., as per your request. "The Planning Commission, furthermore, instructed its Secretary to notify you that the aforementioned continuance would be the last one granted. The Commissioners were of the opinion that your failure to produce documentary evidence that the property owners in the East Grand Avenue-Kimball Way area concurred with the Revised Layout was tantamount to characterizing said layout as unacceptable, or at best premature. IT -1335- GOOD & WELFARE ~ OTHER AND COMMUNHCA.'ET<DNS March 8~ 1971 Upon a question by Commission Zlatunich~ Assistant City Engineer Raymond Maxwell advised the Commission that standards should be set for city street base and paving and further that the Engineering office would make a study and report its findings and standards to the Planning Commission. Mr. August C. Chevalier~ 2600 Lerx Way, South San Francisco, concurred with the Commission, and spoke briefly of his dissatisfaction with the decline in the quality of the development in Westborough-West Park Unit No.3. Commissioner Boblitt noted that the quality of the development in Westborough Greens appeared to be deteriorating. Considerable dis- cussion ensue amongst the Commission regarding this point. With the concurrence of the Commission~ Chairman Lazzari instructed the Secretary to write a letter to the City Planner requiring the optimum in amenities from the developer, for the balance of the development in Westborough- West Park Unit No.3 (Westborough Greens). "To: 'Daniel M. Pass, City Planner RE: The Application of Optimum Standards to Westborough-West Park No.3 From: Daniel M. Pass, Secretary to the Commission "The South San Francisco Planning Commission, meeting in regular session on Monday, March 8~ 1971~ instructed the Secretary to place the City Planner on notice that the Commission expects him to hold the platting and development of the Westborough-West Park No.3 Planned Community District~ and its constituent tpwmij.pmses, condominium apartments, common greens, and commercial projects to optimum design and urban-planning standards. cc: Members of the Architectural Committee~ City Engineer Goss, Henry L. Snyder Co.; Chief Building Inspector Pittz; Supt. of Rec. & Parks Maxey" Secretary Pass read the following letter into the record: "The City Council has indicated it would like to meet with the Board and Commission members and to introduce you to the City Manager Mr. Gale Dreisbach. Such a meeting is suggested as a dinner meeting as we did several years ago ~ A tentative date is March 24, 1971, at 7:00 p.m. at a local restaurant yet to be announced. Would you please ascertain the availability of you and your group and advise by tele- phone or ill ,writing within the next several days so that positive arrangements can be made. March 8" 1971 There being nothing further to be considered under Good and Welfare" and there being no further communications or other matters of interest for the Planning Commission, Chairman Lazzari announced that the next regular meeting of the South San Francisco Planning Commission would be held on March 22, 1971 at 8:00 P.M. in the Council Chambers of City Hall, South San Francisco, California.
