Amin Assistant City Engin~er Raymond Maxwell Building Inspector Roy Ghilardi MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of December 13, 1972 Commissioner Lazzari moved that the minutes of the regular meeting of the South San Francisco Planning Commission of December 13, 1972, be approved; seconded by Commissioner Gardner, passed by the following roll call vote: AYES: Commissioners Boblitt, Gardner, Lazzari, Zlatunich, and Chairman Campredon NOES: None ABSENT: Vice Chairman Raffaelli and Commissioner Botieff ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Campredon announced that,this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission in order to be heard, but objected to having his voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he is speak- ing or is heard. - 3049 - UP-208 January 10, 1972 UP-208, use-permit request of Louis J. Poletti to move a one-story, single-family dwelling from No. 416 Alida Way, in the "U" District, to a building site located on the northwesterly corner of Arlington Drive and El Camino Real, in the "R-l" District. Secretary Pass read the following reports into the record. Report and Recommendation of City Planner Daniel M. Pass "The Office of the City Planner respectfully recommends that the Planning Commission adopt the "findings" and action indicated in the attached, preliminary Official Action Report." FINDINGS: "1. The establishment, maintenance, operation or the use of the building or lands for which the permit is sought will not, under the circumstances of the particular case, be detrimental to the health, safety, morals, comfort and general welfare of persons residing or working in the area of such proposed use, and will not be detrimental or injurious to property and improvements in the neighborhood or the general welfare of the city. 2. The approval of the requested use permit meets the requirements of Section 6.23 of the Zoning Ordinance. 3. The subject dwelling would not be incompatible, land-use wise, with the dwellings in Winston Manor. 4. The granting of the requested use permit would not adversely affect the amenity of the Winston Manor Neighbor- hood, or constitute a threat to residential enjoyment therein." CONDITIONS: "1. The applicant shall comply with the submitted requirements of the City's department heads, and the subsequent requirements of the Planning Commission's Architectural Committee. 2. The applicant shall not relocate the subject dwelling prior to the Architectural Committee's review and final action in connection therewith." Report, dated December 16, 1971 from Assistant Planner, W. A. Timmons "A telephone survey, by the Planning Department of 21 homeowners in the Winston Manor Neighborhood regarding their opinion of the subject survey produced the following results. Opposed Not Opposed No Opinion Not Available 2 10 1 8 Of the two homeowners opposed, one stated that it would be dangerous for children, and the other homeowner expressed concern regarding the adequacy of the sewer line in the area." UP-208 January 10, 1972 Report, dated December 30, 1971 from Assistant Chief of Police Augustine Terragno "The South San Francisco PoliceDepartment is strongly against the granting of the Use Permit as submitted in the proposed plan. The proposed driveway would be a dangerous traffic hazard to vehicles turning right off El Camino Real on to Arlington Drive. Said vehicles making the right turn off El Camino Real would have no line of vision of vehicles backing out of the driveway until they had approachedttlo within approximately 30 feet of said driveway. In that distance, there would be no time for any defensive action on the part of the approaching driver. We would recommend the granting of the permit under the condition that the driveway be widened by approximately 12 feet in order to promote direct frontal entry of cars on to Arlington Drive from the driveway. This entry would minimize the danger of collision between cars turning off El Camino Real and cars egressing on to Arlington from said driveway." Secretary P2,SS read the following reports into the record. Report and Tecommendation of City Planner Daniel M. Pass "The proFosed submultiplication meets the requirements of the State Subdivision Map Act, and the standards and provisions of Ordinance No. 603, the Subdivision Ordinance of the City of South San Francisco. Said submultiplication would create two, large industrial building sites of acceptable design. The PlJnning Department therefore respectfully recommends that the Planning Commission approve the instant tentative parcel map upon the condition that the submultiplier meet the submitted requirements of the City's department heads." Secretary Pass read the following reports and letter into the record. Report and recommendation of City Planner Daniel M. Pass "The proposed condominium project meets the requirements of the State Subdivision Map Act, and the regulations and stan- dards constituent to the Subdivision Ordinance of the City of South San Francisco. Said subdivision would, in part, effectuate the approved site plan of UP-177, Planned Unit Development "J." This subdivision reflects the subdivider's proposed removal of the parking precincts from the street rights-of-way of Block 6, and the incorporation of said pre- cincts in the common areas of the proposed project. The Planning Department therefore recommends that the Planning Commission approve the instant tentative map upon the condition that the subdivider comply with the require- ments of the City's department heads." This Tentative Map is the first increment of the Braewood Development Corporation proj ect,. as per your Use Permit UP-177, approved August 1971. Except for minor readjustment of utility services, necessitated by the rearrangement of lot lines, all public improvements for the subdivision were constructed as part of the Westborough- West Park Unit No. 1 Development some years ago. Simultaneously, with the submission of this Tentative Map, by separate communication, we are submitting a drawing showing the readjustment of the common green area and the street vacations necessitated by the project. Interoffice Memorandum, dated December 22, from Assistant Fire Chief Alwin R. Brauns "While we have no objections to the vacating of these parcels for use as parking facilities, there are certain points that we would like to make known, namely:' There is a hydrant in Parcel B that cannot be moved. South of Parcel D there is also a hydrant that cannot be moved. In Parcel F there is a fire alarm underground pull box that cannot be built upon, and we must have access to it at all times. Other than these three items, we have no objections." Report, dated December 28, 1971 from Director of Public Works Louis H. Goss "Subj ect map meets the review and approval of this office insofar as it meets the requirements of Chapter 9, Section 9.03 of the Sub- division Ordinance. There are certain modifications to existing utilities as well as other additional utilities which will be required to accommodate the condominium units. The design of these facilities must comply with Chapters 4, 5 and 6 of the Subdivision Ordinance. Improvement plans must be complete and approved by this office before the Final Map will be recommended for approval. AYES: Commissioners Boblitt, Gardner, Lazzari, Zlatunich, and Chairman C~predon NOES: None ABSENT: Vice Chairman Raffaelli and Commissioner Botieff Proposed Vacation of Certain Portions of the Rights-of-Way of Erris Court, Callan Boulevard, Duhallow Way: and Carter and Meath Drives, to wit: the off-street parking enclaves of Block 6 of Westborough- West Park Unit No.1. (Referred from City Council) Secretary Pass read the following reports and letter into the record. IY(This matter was referred to the Planning Commission by the City Council.) 1. The proposed rights-of-way adjoin Block 6 of Westborough-West Park Uni t No.1, and were formerly reserved for off-travelway parking. These parking precincts were designed to partially meet the off-street parking needs of the residents of the four-plex lots of Block 6 of Westborough-West Park Unit No.1. 2. On August 9, 1971, the Planning Commission approved UP-177, and thereby permitted the establishment of Planned Unit Development "J. II This planned unit development will be partially sited on Block 6. 3. The Braewood Development Corporation, the developers of Planned Unit Development "J," proposed the inclusion of the aforementioned parking precincts in the common area of Block 6, and their removal from the rights-of-way of peripheral and internal streets. This proposal would officially remove the burden of the maintenance of the parking areas in question from the City of South San Francisco, and is therefore supportable. - 3055 - January 10, 1972 "RECOMMENDATION: In light of the above factors, the Planning Office respectfully recommends that the Planning Commission recommend that the City Council approve the proposed vacation of portions of Erris Court, Callan Boulevard, Duhallow Way, and Carter and Meath Drives." Letter dated December 9, 1971 from Frank W. Aitken, Jr., Senior Engineer, Tronoff Engineers and Surveyors, to Mr. John Noonan, City Attorney "In accordance with the recent discussion between you, Dan Pass and myself, we have prepared a plat and legal description of the portions of the street adjacent to Block 6 in Westborough-West Park Unit No.1, which are to be vacated in connection with the Braewood-Westborough Development. Enclosed herewith are two (2) sets of prints of the legal descriptions and plat of these street vacations. The relationship of the street vacations to the pro- posed development will be shown on the Tentative Map of this Bloc, scheduled to be filed prior to December 23, 1971, with the City Planning Commission. "We would appreciate appropriate action be taken so that the City Council may consider a Resolution of Intention to vacate these streets, at their January 3, 1972, meeting, with the intent that this Resolution of Intention be adopted and the matter be referred to the Planning Commission for consideration at their January 10, 1972, meeting, simultaneously with the Planning Commission's con- sideration of the Tentative Map of Braewood-Westborough Condominium Project No.1, covering this area. Commissioner Zlatunich moved that the Planning Commission recommend that the City Council approve the proposed vacation of portions of Erris Court, Callan Boulevard, Duhallow Way, and Carter and Meath Drives; seconded by Commissioner Boblitt; and passed by the follow- ing role call vote: AYES: Commissioners Boblitt, Gardner. Lazzari, Zlatunich, and Chairman Campredon. NOES: None ABSENT: Vice Chairman Raffaelli, and Commissioner Botieff Proposed Exchange of Common Green Lands, in Block 6 of Westborough-West Park Unit No.1, between the City of South San Fran- cisco and the Braewood Development Corporation. Secretary Pass read the following reports and letter into the record. Report and recommendation of City Planner Daniel M. Pass "The proposed exchange of common greens is prerequisite to the effectuation of the Braewood Westborough Planned Unit Develop- ment (UP-177), and the Braewood-Westborough Condominium Project No.1. (SA-22). 2. Under the proposed exchange, the City of South San Francisco would transfer 0.82 acres (MOL) of common green to the Braewood Development Corporation, and would receive 2.12 acres (MOL) of common green therefrom. RECOMMENDATION: The Planning Office respectfully recommends that the Planning Com- mission recommend that the Honorable City Council consummate the proposed, beneficial exchange of common-green territories." - 3057 .,. January 10, 1972 Proposed Exchange of Common Green Lands, in Block 6 of Westborough- West Park Unit No.1, etc. (Continued) Letter dated, December 23, 1971, from Frank W. Aitken, Jr., Senior Engineer, Tronoff Engineers and Surveyors. "In connection with development of the first increment of Braewood- Westborough Condominium Project in Block 6 of the old Westborough- West Park Unit No.1, it will be necessary to readjust and change the boundaries of the common green areas in this Block, and to vacate portions of the surround streets, ~hich are intended as parking enclaves at the time of the filing of the original sub- division in 1964. "Accompanying this letter are twenty-seven (27 copies of our "Common Green Area Readjustment, Braewood-WestbqIDough Condominium Project No.1, Block 6, Westborough-West Park Unit 1, South San Francisco, California", our Survey No. 5921, Drawing No. M-2. This drawing depicts the area of the original common green, now belonging to the City of South San Francisco, which is to be relinquished, the portions of the streets to be vacated, and the area to be deeded to the City as new common greens to achieve the readjustment conformative with the new platting arrangement. "You will note that the original common green contained 0.819 acres; that the new common green will contain 2.155 acres, of which only 0.369 acre is a portion of the streets to be vacated. Thus, in the readjustment of these areas, there will be an increase in the common green area of 1.336 acres (0.967 acres, excl using the portions of the streets to be vacated.) "In order to simplify the readjustment of these lines, it is suggested that, at the time the final subdivision map is recorded, the City of South San Francisco place in escrow a deed to the developer for the existing common green area, and that the developer place a deed in escrow to the City of South San Francisco, conveying the new common green, as per the new map. This procedure would simplify and clarify the matter. "The formal plats and legal descriptions of the street vacation action were considered by the City Council at their meeting of December 20, 1971, a Resolution of Intention to vacate these street areas was adopted and matter referred to your Commission for con- sideration. By separate communication, we are presenting the Tentative Map of this unit for your consideration." Commissioner Zlatunich moved that the Planning Commission recommend that the Honorable City Council consumate the proposed, beneficial exchange of common-green territories. The motion was seconded by Commissioner Gardner, and passed by the following roll call vote. AYES: Commissioners Boblitt, Gardner, Lazzari, Zlatunich and Chairman Campredon NOES: None ABSENT: Vice Chairman Raffaelli, and Commissioner Botieff The City Planner's Annual Report to the Planning Commission With the concurrence of the Commission, Chairman Campredon ordered that the City Planner's sixth Annual Report be accepted and placed on file. GOOD AND WELFARE, OTHER AND COMMUNICATIONS Secretary Pass read the following letter into the record. Letter dated January 7, 1972 from Assistant Vice President, E. H. Spencer, Bank of America "You have indicated an interest by the South San Francisco Planning Commission in the bank's policy on employe parking at our South San Francisco Branch. "First, let me define our policy. Ideally we would like to provide suitable parking for all our employes statewide. However, since this involves over a 1,000 offices throughout the state, the cost to do so would be atrocious. Our next thought would be to provide limited employe parking. Then we would have a question of establishing priorities among the employes regarding who can and cannot use the facility. These factors have led us to our current decision that no employe parking is provided. This is a very firm policy and has few exceptions. "In reviewing our documentation regarding the Use Permit authoriz- ing construction of our South San Francisco Branch, we find absolutely nothing which suggests there was ever a discussion of the bank providing stalls for our employes. Frankly it comes as a surprise to us that you feel we have an obligation to provide parking at this point and time. - 3059 - January 10, 1972 Bank of America Parking (Continued) "However, what we don't want is to have you or the Council feel that we are unreasonable in this regard. The easiest solution I can see would be to ask the Parking Authority to bring' the bank into its area, thus allowing us to pay our fair share of the city's parking expense. If this meets with the approval of the Commission, we will do so. "If this is not acceptable, we are at somewhat of a loss for other alternatives which would still keep the integrity of both our policy and the Use Permit . In any event, we are open to suggestions and are most willing to work with the Commission, if an appropriate method can be found. "May we have your thoughts." City Planner Pass advised the Commission that the Use Permit that was granted for the Bank of America carried with it an implied intent that parking be provided for employees and customers. He further noted, that the "H" district preamble states that parking shall be provided for both employees and customers. There was considerable discussion among the Commission regarding the parking problem; and the Commission also noted, that the state of the landscaping at the Bank of America was not good. Chairman Campredon then asked the Commission for a motion, that the Secretary send the following communication to the Bank of America. "The South San Francisco Planning Commission, meeting in regular session on Monday, January 10, 1972, considered your letter of January 7, 1972, pertaining to the Bank of America's employee- parking policy and problems. At the conclusion of this hearing, the Planning Commission in- structed the City Planner to assist the Bank of America in the latter's preparation of an employee-parking plan, and to advise the Commission of the subject bank's progress in connection therewith. Thank you for your continuing co-operation." Commissioner Gardner moved that the communication be sent to the Bank of America. The motion was seconded by Commissioner Zlatunich and passed by the following roll call vote. AYE S : Commissioners Boblitt, Gardner, Lazzari, Zlatunich and Chairman Campredon NOES: None ABSENT: Vice Chairman Raffaelli and Commissioner Botieff - 3060 - January 10, 1972 There being nothing further to be considered under Good and Welfare, and there being no further communications or other matters of interest for the Planning Commission, Chairman Campredon announced that the next regular meeting of the South San Francisco Planning Commission would be held on January 24, 1972 at 8:00 P.M. in the Council Chambers of City Hall, South San Francisco, California.
