Amin Assistant City Engineer Raymond Maxwell Building Inspector Rex Greene MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of February 14, 1972 Commissioner Lazzari moved that the minutes of the regular meeting of the South San Francisco Planning Commission of February 14, 1972 be approved; seconded by Commissioner Gardner, passed by the following roll call vote: AYES: Acting Chairman Raffaelli, Commissioners Boblitt, Botieff, Gardner, Lazzari NOES: None ABSENT: Chairman Campredon and Commissioner Zlatunich ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Acting Chairman Raffaelli announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission in order to be heard, but objected to having his voice recorded in this manner, could request the Chairman to order the tape recorder turned "Off" for the duration of the time that he is speaking or is heard. - 3083 - V-123 V-123, variance request of David J. Cresta to construct a two-story addition to a one-story, single-family dwelling in the required rear yard of No. 119 Sherwood Way, in the R-l District. This application includes a variance request to cover 43% of the subject building site. Secretary Pass read the following report into the record. Report and recommendation of 6ity Planner Daniel M. Pass "The Planning Office respectfully recommends that the Planning Commission adopt the "findings" embodied in the attached, pre- liminary Official Action Report, and grant the requested bulk variance. FINDINGS: 1. There are exceptions or extraordinary circumstances or condi- tions applying to the land or building referred to in the applica- tion, which circumstances or conditions do not apply generally to land or buildings in the same district. 2. The granting of the application is necessary for the preserva- tion and enjoyment of substantial property rights of the petitioner. 3. That the granting of the application will not, under the circum- stances of the particular case, materially affect adversely the health or safety of persons residing or working in the neighborhood of the property of the applicant, and will not, under the circum- stances of the particular case, be materially detrimental to the public welfare or injurious to property or improvements in said neighborhood. 4. The granting of the requested variance will be in harmony with the general purpose of the Zoning Ordinance. 5. The requested variance is necessary to prevent practical difficulties, unnecessary hardships, and results inconsistent with the general purpose of the Zoning Ordinance. 6. The requested variance is supported by the substandard depth and square-footage of the subject building site. 7. The Planning Commission has granted similar variances to free- holders in Brentwood. Sena to cover 42% of the building site located at No. 125 South Magnolia Avenue, in the R-l District, with an enlarged one-story, single-.fami1y dwelling. Pass "The Office of the City Planner respectfully recommends that the Planning Commission adopt the "findings" and action embodied in the attached, preliminary Official Action Report. FINDINGS: 1. The motion was passed by the following roll call vote: AYES: Acting Chairman Raffaelli, Commissioners Boblitt, Botieff, Gardner, Lazzari NOES: None ABSENT: Chairman Campredon and Commissioner Zlatunich SA- 22 SA-22, final map of Braewood-Westborough Condominium Project No.1, representing the resubdivision of 36-lot Block.6 of Westborough- West Park Unit No.1, located at the southwesterly corner of Callan Boulevard and Duhallow Way, in the Westborough-West Park No.1 Planned Community District, into a 53-unit condominium project. Secretary Pass read the following report and letters into the record. Report and recommendation of City Planner Daniel M. Pass "The final map of Braewood-Westborough Condominium Project No.1 substantially conforms to the approved tentative map thereof, and substantially complies with the conditions that the Planning Com- mission imposed thereon. - 1>86 - SA-22 (Continued) "The Planning Department therefore respectfully recommends that the Planriing Commission recommend to the Honorable City Council that the instant final map be approved upon the condition that the subdivider comply with the submitted requirements of the City's department heads." Interoffice Memorandum dated February 17, 1972 from Direc'OIDr of PUBLIC WORKS, Louis H. Goss "Approval of said map is recommended pending a thorough technical review by this office. It should be noted that the public utility easements, Westborough County Water District easements, and the two-foot roof overhand easements require further clarification. This office will assure clarification by the signature of the Director of Public Works on the certification sheet. Interoffice Memorandum dated February 23, 1972 from Director of Public Works, Louis H. Goss "Reference is made to my memorandum of February 17, 1972, in which I recommended approval of said map pending a thorough technical review by this office. The City Attorney has suggested that the map not be approved until the technical review is completed and that the map meets subdivision requirements. This office is in the process of said review and will orally report on its status at the February 28th meeting. Please note that the Council will not have acted on the street vaca- tions and common green exchange by the time of your February 28th meeting. This map reflects street and common green dimensions as they would be if the street vacations and common green exchange had been consummated. It is recommended that the Commission withhold further action until the desires of the Council are know." Interoffice Memorandum dated February 28, 1972 from Director of Public Works Louis H. Goss "This office is satisfied that said map is technically correct and that it meets subdivision requirements. It is my understanding that it is the Council's desire to act on the street vacations and common green exchange at the same meeting as their action on this subject. Wigton "Mr. Frank Aitken, Jr. of TronoffiEngineers, has asked that we confirm the adequacy of easements I shown on the final map of Brae- wood-Westborough Condominium Project No.1. The prints of the final map for this subdivision, sent to me by Mr. Aitken on February 22, 1972, have been reviewed by both our Gas and Electric Departments and found to be adequate for our needs." Opponents: None Commissioner Lazzari moved that the Planning Commission order SA-22 to stand approved upon the subdivider's compliance with the submitted requirements of the City's reporting department heads; seconded by Commissioner Botieff. The motion1was passed by the following roll call vote: AYES: Acting Chairman Raffaelli, Commissioners Boblitt, Botieff, Gardner, Lazzari NOES: None ABSENT: Chairman Campredon and Commissioner Zlatunich Police Chief Salvatore Rosano's Proposal that the Planning Commission Create a Police-Facility Site Selection Committee, and Appoint three of its Members thereto. Interoffice Memorandum dated February 8, 1972 from Police Chief Salvatore Rosano "A review of South San Francisco's adopted Master Plan indicates that any new police facility is to be located on Miller Avenue between Maple and Walnut Avenues. That recommendation is not consistent with the needs of today. The reality of high land cost, and the possib1ity of displacing a number of residents are not particularly to the best interests of the City." - 3088 - Police Facility (Continued) "White it may be premature, I suggest that the Planning Commission make available a small committee of its members to work with my Staff and the City's architect when we are ready to evaluate acceptable sites. Should the Commission wish to do so, it could expedite site selection when the appropriate time came to make such a selection. It should also be understood that this committee would act in an advisory capacity upon my request and that of the architect, since the responsibility for the final decision rests with the City Manager and Council." Interoffice Memorandum ~ated February 17, 1972 from City Planner Daniel M. Pass "1. Section 65402 (a) of the State Planning and Zoning Law provides that no real property shall be acquired for public purposes, and no public buildings shall be constructed or authorized prior to the submittal of the location, purpose, and extent of the proposed acquisition and b~ildings to the planning agency for its report on the general-plan conformance thereof. 2. The above provision implies that the planning agency, which is the Planning Commission in this jurisdiction, should be involved with the site selection and construction of public facilities during their intial states. This involvement would be accomplished under the Rosano Plan, since a committee of commissioners would be working directly with Chief Rosano mld Architect Avanessian long before the subject matter is reviewed by the full agency. Under this process, the agency would be able to base its report upon in- house expertise. Recommendation: The writer respectfully recommends that the Planning Commission create a Police-Facility Site Selection Advisory Committee, and appoint three of its members thereto." The Commission discussed the reports of the Chief of Police and the City Planner. At the conclusion of its deliberations Acting Chairman Raffaelli asked the Commission for a motion. Commissioner Botieff moved that the Planning Commission create a Police-Facility Site Selection Advisory Committee, consisting of three of its members. The motion was seconded by Commissioner Gardner, and passed by the following roll call vote. AYES: Acting Chairman Raffaelli, Commissioners Boblitt, Botieff, Gardner and Lazzari NOES: None ABSENT: Chairman Campredon and Commissioner Zlatunich - 3089 - Police Facility (Continued) Commissioner Botieff moved that Commissioners Gardner, Lazzari and Zlatunich be appointed as the Planning Commission's Police-Facility Site Selection Advisory Committee. The motion was seconded by Commissioner Boblitt and passed by the following roll call vote. AYES: Acting Chairman Raffaelli, Commissioners Boblitt, Botieff, Gardner and Lazzari NOES: None ABSENT: Chairman Campredon and Commissioner Zlatunich GOOD AND WELFARE OTHER AND COMMUNICATIONS Secretary Pass advised the Commission that the regular meeting of the Planning Commission on March 13, 1972 would be ehld in the Conference Room of City Hall due to the City Council's meeting the same evening in the Council Chambers. There being nothing further to be considered under Good and Welfare, and there being no further communications or other matters of interest for the Planning Commission, Acting Chairman Raffaelli announced that the next requ1ar meeting of the South San Francisco Planning Commis- sion would be held on March 13, 1972 at 8: 00 p.m. in the Conference Room of City City Hall, South San Francisco, California.
