Vice-Chairman Raffaelli moved that the minutes of the regular meeting of the South San Francisco Planning Commission of April 24, 1972 be approved; seconded by Commissioner Lazzari, passed by the following roll call vote: AYES: Vice Chairman Raffaelli, Commissioners Botieff, Lazzari, Zlatunich, and Chairman Campredon NOES: None ABSENT: Commissioner Gardner ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Campredon announced that this meeting of. the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission in order to be heard, but objected to having his voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he is speak- ing or is heard. - 3141 - UP-2l8 May 8, 1972 UP-218, use-permit request of the Beverly-Glenwood Corporation to establish Residential Planned Unit Development "G" on the easterly side of Carter Drive, and at the westerly terminus of Farnee Court, in the Westborough-West Park No. 1 Planned Community District. Secretary Pass read the following letter into the record. Letter dated May S, 1972 from Henry L. Richman, Beverly-Glenwood Corporation, South San Francisco, Calif. "In connection with the above referred to Use Permit Application, Beverly-Glenwood Corporation requests that the hearing be put off until the June 12th meeting so that the report from the City geologist will be in the record at that time and may be discussed by all parties." The Commissioners unanimously agreed that the hearing be put off until the June 12th, 1972 meeting, as requested by the applicant. UP-2l9 UP-219, use-permit request of the Shell Oil Company to locate an automatic, in-bay car wash in the building of an existing service station at No. 37S South Spruce Avenue, in the P-C-M District. Pass "The Planning Department respectfully recommends that the Planning Commission adopt the "findings" and action indicated in the attached, preliminary "Official Action Report". "FINDINGS: I. Pass "The Planning Department respectfully recommends that the Planning Commission adopt the "findings" and action embodied in the attached, preliminary Official Action Report. - 3143 - V-134 Continued May 8, 1972 "FINDINGS: 1. There are exceptions or extraordinary circumstances or conditions applying to the land or building referred to in the application which circumstances or conditions do not apply generally to land or buildings in the same district. 2. The granting of the application is necessary for the preservation and enjoyment of substantial property rights of the petitioner. 3. That the granting of the application will not, under the circum- stances of the particular case, materially affect adversely the health or safety of persons residing or working in the neighbor- hood of the property of the applicant, and will not, under the circumstances of the particular case, be materially detrimental to the public welfare or injurious to property or improvements in said neighborhood. 4. The granting of the requested variance will be in harmony with the general purpose of the Zoning Ordinance. S. Report and recommendation of City ~~~flfler Daniel M. Pass. - 3148 - May 8, 1972 Statement of Procedural Sign Policy (continued) "The Planning Department respectfully recommends that the Planning Commission adopt the attached, proposed "Statement of Procedural Sign Policy." The proposed policy is designed to promote the orderly growth of the City of South San Francisco, and its several commercial precincts, and is oriented towards the protect~on of the aesthetic quality and amenity of this municipality-at-Iarge. The Commission's adoption of the aforementioned policy would enable the Building and Planning Departments to better effectuate the Planning Commission's commercial-sign standards, objectives, and goals." "RECOMMENDATION Proposed "Statement of Procedural Sign Policy" No appurtenant, temporary or permanent sign shall be located in any commercial or industrial district of the City of South San Francisco prior to the Building Department's issuance of a sign permit. No sign permit for a sign proposed for location in a commercial or industrial district shall be issued prior to the City Planner's execution of the following certificate. 'The proposed sign meets the requirements of the Sign Ordinance of the City of South San Francisco, and the adopted Sign Policy of the Planning Commission there(Sf. f Appeals from the City Planner's refusal to execute the above certifi- cate shall be filed with the Planning Commission." Vice-Chairman Raffaelli asked if it includes painted signs on glass windows to which the Secretary replied "Yes". Chairman Campredon inquired if any store announcing the opening of the s';tdtr;'e need a sign permit. The Secretary answered that the store will have to get a temporary sign permit. Commissioner Lazzari moved that the Planning Commission adopt the proposed "Statement of Procedural Sign Policy"; seconded by Commissioner Zlatunich. The motion was passed by the following roll call vote: AYES: Vice-Chairman Raffaelli, Commissioners Botieff, Lazzari, Zlatunich, and Chairman Campredon. NOES: None ABSENT: Commissioner Gardner - 3149 - May 8, 1972 ANNUAL MEETING Chairman Campredon called the annual meeting of the South San Francsico Planning Commission to order and asked the Commissioners for nominations for the Office of Chairman. Commissioner Zlatunichnominated Vice- Chairman Raffaelli for "Chairman". This nomination was seconded by Commis- sioner Lazzari. Vice-Chairman Raffaelli was then elected "Chairman" by the following roll call vote: AYES: Vice-Chairman Raffaelli, Commissioners Botieff, Lazzari, Zlatunich and Chairman Campredon NOES: None ABSENT: Commissioner Gardner Chairman Campredon then asked the Commissioners for nominations for the Office of "Vice-Chairman". Vice-Chairman Raffaelli nominated Commissioner Botieff for the Office of"Vice-Chairman. The nomination was seconded by Commissioner Zlatunich. Commissioner Botieff was elected "Vice-Chairman" by the following roll call vote: AYES: Vice-Chairman Raffaelli, Commissioners Botieff, Lazzari, Zlatunich and Chairman Campredon NOES: None ABSENT: Commissioner Gardner Policy with Respect to the Dwelling-Unit Area Requirement of fIle R-3 District Secretary Pass read the following report and recommendation into the report. "The South San Francisco Planning Commission hereby adopts the following findings and statement of policy with respect to the dwelling unit-area requirement 11 of the R-3 District regulations, and requests for variances from the terms and provisions thereof. FINDINGS: 1. Section 3.34 (b) of the Zoning Ordinance of the City of South San Francisco requires one-thousand square feet of building-site area for each dwelling or housekeeping unit constructed within an R-3 District. This section embodies a minimum area requirement--not an optimum one. 2. The former practise of granting area variances to developers and landowners on the ground that their building sites contained more than one-half of the area required for additional dwelling units contravenes the minimum construction of Section 3.34 (b), as well as the fundamentals of sound zoning practise. - 3lS0 - R-3 District Policy Continued May 8, 1972 "3. The said former practise has encouraged a petty, but chronic dwelling-unit surcharge of this municipality's R-3 Districts. The variances responsible for this surcharge have been based more on custom than on "hardships" related to the physical properties of the lands in question. Policy Statement: The Planning Commission will not favorably consider requests to vary the minimum dwelling-unit area requirement of the R-3 District. An area of less than one-thousand square feet will not qualify a developer or landowner for an additional unit. The Planning Commission abandons its former posture on the dwelling unit area requirement of the R-3 District, and requests for variances therefrom." At the conclusion of its consideration of the policy with respect to the dwelling-unit area requirement for the R-3 District, Chairman Campredon asked the Commission for a motion. Commissioner Zlatunich moved that the Planning Commission adopt the policy statement, seconded by Commissioner Botieff. The motion was passed by the following roll call vote: AYES: Vice-Chairman Raffaelli, Commissioners Botieff, Lazzari, Zlatunich, and ChairmanCampredon NOES: None ABSENT: Commissioner Gardner GOOD AND WELFARE, OTHER AND COMMUNICATIONS Commissioner Zlatunich wished the Secretary Bon Voyage for his trip to Europe. There being nothing further to be considered under Good and Welfare, and there being no further communications or other matters of interest for the Planning Commission, Chairman Campredon announced that the next study session will be held on June S, 1972 and the regular meeting of the South San Fran- cisco Planning Commission would be held on June 12, 1972 at 8:00 p.m. in the Council Chambers of City Hall, South San Francisco, California.
