Amin Building Inspector Roy Ghilardi MINUTES OF PREVIOUS MEETING Minutes of the PI anning Commission meeting of June 12, 1972 Commissioner Lazzari moved that the minutes of the regular meeting of the South San Francisco Planning Commission of June 12, 1972 be approved; seconded by Commissioner Gardner, passed by the following roll call vote: AYES: Vice Chairman Botieff, Commissioners Campredon, Gardner, Lazzari, Zlatunich, and Chairman Raffaelli NOES: None ABSENT: None ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Raffaelli announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission in order to be heard, but objected to having his voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he is speak- ing or is heard. - 3168 - UP-224 June 26, 1972 UP-224, use....permit request of Howard M. Waugh to amend the site plan and building elevations of a single-family townhouse at No. 3700 Palos Verdes Way, in Planned Unit Development "F" of Westborough- West Park No.3 Planned Community District. Secretary Pass read the following report and letters into the record. Report and recommendation of City Planner Daniel M. Pass "The Planning Division respectfully recommends that the Planning Commission adopt the "findings" and action indicated in the attached, preliminary Official Action Report. FINDINGS: I. The establishment, maintenance, operation or the use of the building or lands for which the permit is sought will not, under the circumstances of the particular case, be detrimental to the health, safety, morals, comfort and general welfare of persons residing or working in the area of such proposed use, and will not be detrimental or injurious to property and improvements in the neighborhood or the general welfare of the city. 2. The approval of the requested use permit meets the require- ments of Section 6.23 of the Zoning Ordinance. 3. The proposed amendments would not adversely affect the nature, character, or design of Planned Unit Development "F" (Westborough- West Park No.3). 4. The proposed amendments are designed to protect the applicant from the Pacific winds and fog, and to therefore improve his , residenti al enj oyment of his real property. CONDITIONS: The applicant shall comply with the submitted requirements of the City's officials, and the subsequent requirements of the Planning Commission's Architectural Committee." Since Mr. Howard Waugh, the applicant, was not available at this time, UP-224 was taken up at the end of all items. Names and addresses of Proponents and Opponents Proponents: Howard M. Mr. Waugh replied that he has a corner lot with additional window and the department was in agreement with the ventilation provided. Commissioner Zlatunich moved that the Planning Commission adopt the findings and conditions as set forth in the preliminary Official Action Report, and approve UP-224 upon the condition that the applicant comply with the submitted requirements of the City's reporting depart- ment heads; seconded by Vice-Chairman Botieff. The motion was passed unanimously. UP - 22S UP-22S, use-permit request of the Beverly-Glenwood Corporation to estab- lish Residential Planned Unit Development "K" at the most southerly corner of King Drive and Gellert Boulevard, in theWestborough-West Park No.3 Planned Community District. Secretary Pass read the following report and letters into the record. Report and recommendation of City Planner Daniel M. Pass FINDINGS: 1. CONDITIONS: The applicant shall comply with the "requirements: listed in the "City Officials' Joint Staff Report". (NotwithstanOling this condition, the applicant may meet Requirement No. 23 in the aforementioned joint report by establishing an overall grade of 3%, and by substantially improving the developmental quality of the proposed common greens.) - 3170 - UP-225 continued June 26, 1972 "The undersigned city officials have individually and jointly studied the subject request to establish Planned Unit Development "K", and recommend that the Commission accept the following find- ings and order the instant use permit to stand approved upon the applicant's compliance with the following requirements. FINDINGS: 1. The establishment, maintenance, operation or the use of the buildings and lands for which the use permit is sought will not, under the circumstances of the particular case be detrimental to the health, safety, peace, morals, comfort and. general welfare of persons residing or working in the neighborhood of such pro- posed use, and will not be detrimental or injurious to property or improvements in the neighborhood, otto the. general welfare of the city. 2. The applicant has filed the verified petition, plot plans, floor plans, building elevation plans, and common green plans required by Section S.7l(a) of the Zoning Ordinance. 3. The proposed plans conform to the provisions of Sections S.72 and S.73 of the Zoning Ordinance. 4. The proposed planned-unit development is designed to produce an orderly, stable and desirable environment. S. The planned unit development would comply with the terms of Ordinances 490 and S7S, under which the Westborough-West Park No.3 Planned Community was established and to the amended general develop- ment plan of the Westborough-West Park No.3 Planned Community, where the latter is not in conflict with the former. 6. The planned unit development would conform to the General Development Schedule of the Westborough-West Park No.3 Planned Community. 7. The approval of the planned unit development would tend to effectuate the City's adopted General Plan. 8. The proposed townhouse and condominium-apartment development would harmoniously blend with the existing townhouses and con- dominium apartments in Westborough-West Park Units No.1, No.2, and No.3 9. The proposed lot and condominium-unit pattern are designed to minimize the adverse effects of local seismic activity. 10. That the proposed development includes provision for recrea- tion areas to meet the anticipated ne,eds of the population or such areas as may be specified in the Master Plan or in the approved General Development Plan and Schedule for the P-C District in question. - ,3171 - UP-22S continued June 26, 1972 "II. That an enforceable adequate method and program for construc- tion, installation and maintenance of landscaped open areas has been developed and presented. 12. The proposed Planned Unit Development would conform to the lot, block, street, and common-green pattern established by the approved, final map of Westborough-West Park Unit No. 3E (SA-20jJuly 26, 1971). REQUIREMENTS: I. The applicant shall submit amended plans, specifications, and drawings which reflect the applicant's compliance with the require- ments of the Planning Commission. 2. The applicant shall convey the common greens in the subject planned-unit development to the City of South San Francisco. Said applicant shall, at the time of the conveyance of the common greens, submit to the City Attorney a title insurance policy which assures the said Attorney that title to the said common greens vests in the City of South San Francisco, and that said title is free and clear of all liens, taxes, and encumbrances. 3. The applicant shall annex the subject planned-unit develop- ment to the West Park Parks and Parkways Maintenance District, or similar municipal district. 4. The applicant shall file with the said Ecological-Development Director a corporate surety bond guaranteeing the construction and installation of the said common greens in accordance with the related plans and specifications, and pursuant to City Resolution No. 4S83. S. The applicant shall file with the City Planner the necessary documents providing for the construction, installation, and maintenance of the subject common greens in accordance with the approve$plans and specifications thereof. 6. The applicant shall file with the Ecological-Development Director an agreement under which it undertakes the maintenance of the subject common greens, from the time of their development to the time of their acceptance for maintenance by the City. This agreement shall be secured by a corporate surety bond in the principal sum approved by the City Landscape Specialist and City Attorney. 7. The approved final map of Westborough-West Park No. 3E and the condominium projects therein shall be filed with the County Recorder, prior to the sale of any involved lots or units therein. (The above, seven requirements are declaratory of Sec. V of Ordinance No. S7S.) - 3172 - UP-225 Continued June 26, 1972 "8. Hydrants, water mains, and fire alarms shall comply, with respect to size, type, and location, to the requirements of the Fire Chief, as indicated on Utility Plan Drawing No. WWP 3-U-I, Revision 3, January 29, 1968. Prior to the location of street trees in adjacency to fire hydrants and fire-alarm boxes, said location must be approved by the Fire Chief. Said hydrants and boxes must be indicated on the final landscape plans of the subject PUD. 9. All garages shall have minimum depths of 22'. Where swinging, overhead garage doors are employed, the distance between the face of the door and the inner edge of the sidewalk shall be a minimum of 22'. Where sliding or roll-type doors are used, the said distance shall be a minimum of 19'. Where lots or units abut upon cul-de-sac streets, the provisions of Section IX.C.2. of Ordinance No. S7S shall govern. 10. Street lights shall meet the design and location requirements of the Ecological-Development Director and the Chief of Police. II. Traffic-control markings, signs, and devices shall be provided by the applicant and shall meet the standards and specifications of the Ecological-Development Director and the Chief of Police. 12. The applicant shall locate minimum 4"-high illuminated house numbers on each townhouse and condominium apartment. These numbers shall have a minimum ground clearance of 7', and be clearly visible from adjacent travelways. 13. The applicant shall provide at least one street tree for each lot, but not less than one street tree per 2S'of street abutment, in Planned Unit Development "K". The applicant's street-tree selection and planting program shall comply with the standards and specifications of the Landscape Specialist. 14. The submitted common-green plans shall be considered "prelim- inary". Prior to the issuance of the use permit, the applicant shall submit revised common-green plans which reflect its compliance with the requirements of the City's department heads. These plans shall include, but not be limited to the following: a. Drainage patterns, including storm drains and catch basins. b. Common-green furniture, including lighting, benches, fountains, fencing, kiosks, gates, and recreation facilities. IS. All rear yards shall have a positive drainage system. No over- slope drainage shall be permitted. Detailed rear-yard drainage pI ans shall, as part of the common- green pI ans, be prepared and sub- mitted for the approval of the Ecological-Department Director. - 3173 - UP-22S Continued June 26, 1972 "16. No townhouse or condominium apartment in Planned Unit Development "K" shall be occupied prior to the Landscape Specialist's issuance of a certifi- cate which indicates that the adjoining common green has been constructed and planted to the City's standards. 17. All fences, partitions, and walls shall conform to the standards and specifications of the City of South San Francisco. 18. Cable TV lines are to be installed to the front of each townhouse and condominium apartment prior to the installation of any landscaping. 19. The applicant shall comply with the subsequent requirements of the Planning Commission's Architectural Committee. 20. All surface-mounted transformers and other public-utility structures shall be screen-planted to the requirements of the Landscape Specialist. 21. Separation walls between condominium-apartment garages shall be one (I) hour-fire resistant construction. 22. The developer shall construct fences along the boundary lines between common greens and nonresidential territory, except where said territory is situated within dedicated public streets. 23. The grades of the proposed common greens shall not exceed 3%. (Reference: Grade Plan, Drawing No. WWP-3-G-l, Revision 4) 24. The landscaped islands in the cul-de-sac streets shall be maintained by the West Park Parks and Parkways Maintenance District. 2S. The applicant shall submit an erosion-control plan for the off-site slopes on the P.G.&E. transmission easement to the Ecological-Development Director and the City Landscape Specialist, and shall improve said slopes to the requirements thereof. 26. All sliding-glass doors in the proposed townhouse and condominium units shall be installed on interior tracks in the interest of public safety." Signed by: Fred W. The motion was passed unanimously. GOOD AND WELFARE, OTHER AND COMMUNICATIONS Vice Chairman Botieff expressed his concern regarding the lack of maintenance of the landscaped areas at Rotary Plaza. Secretary Pass informed the Commis- sion that the Architect for the proj ect was contacted a few days back and things will be worked out soon. Secretary Pass read the following notice into the record. "NOTICE OF CANCELLATION OF THE JULY 3, 1972, STUDY SESSION OF THE SOUTH SAN FRANCISCO PLANNING COMMISSION The South San Francisco Planning Commission will not meet in regular study session on Monday, July 3, 1972, the eve of the Independence Day holiday. The Commission will next meet in regular study session on Monday, July 10, 1972, at 7:30 p.m., and in regular session on Monday, July 10, 1972, at 8:00 p.m. This notice is published pursuant to instruction of Planning Commission Chairman Mario Raffaelli." There being nothing further to be considered under Good and Welfare, and there being no further communications or other matters of interest for the Planning Commission, Chairman Raffaelli announced that the next regular meeting of the South San Francisco Planning Commission would be held on July 10, 1972 at 8:00 p.m. in the Council Chambers of City Hall, South San Francisco, California.
