Amin MINUTES OF THE PREVIOUS MEETING Minutes of the Planning Commission meeting of August 14, 1972 Vice-Chairman Lazzari moved that the minutes of the regular meeting of the South San Francisco Planning Commission of August 14, 1972, be approved; seconded by Commissioner Gamma; passedby the following roll call vote: AYES: Vice-Chairman Lazzari, Commissioners Gamma, Hale, Mathewson, Jr., Mullin, Slade and Chairman Raffaelli NOES: None ABSENT: None ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Raffaelli announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission in order to be heard, but objected to having his voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he is speak- ing or is heard. Note: The tape recorder was not available ffi1dwas not used. - 3515 - PM-96 August 28, 1972 PM-96, tentative parcel map of the Division Warehouse Company, representing the rearrangement of two, adjoining industrial lots, located on the southerly side of Forbes Boulevard, about 190' easterly of the projection of Eccles Avenue, and next to No. 400 Forbes Boulevard, in the M-2-H District. (Continued from the meeting of August 14, 1972) Secretary Pass read the following letter into the record. Letter dated August 18, 1972 from Louis A. Arata, Civil Engineer "Further study includes additional meetings with the owners of Lot 12, Block 2, (Wilson Jones Company), which in turn requires subsequent review and action by their board of. Directo\lTs. At this time it is known that all of the foregoing will not be accomplished prior to your meeting of August 28 and uncertain when everything can be finalized. Therefore, I hereby request postponement, without prejudice, of this item for planning com- mission review until further notice." The Commissioners unanimously agreed that the hearing be postponed until further notice as requested by the agent. PM-97 PM-97, tentative parcel map of Westborough Hills Unit 6, representing the resubdivision of 36 lots, located at the southwesterly corner of King and Radburn Drives, and on the easterly side of Geddes Court, in the Westborough-West Park No.3 Planned Community District, into a 72-unit condominium project. Secretary Pass read the following report and letters into the record. Report and recommendation of City Planner, Daniel M. Pass liThe proposed condominium project, a resubdivision of 36 lots in Block 10 of Westborough-West Park No. 3E, meets the requirements of the State Subdivision Map Act, and the regulatory standards of the Subdivision Ordinance of the City of South San Francisco. This project would be consonant with the General Development Plan of the Westborough-West Park No.3 Planned Community District, as amended, and the Site Plan of Planned Unit Development "K", as approved by the Planning Commission on June 26, 1972, under UP-225. The Planning Department therefore respectfully recommends that the Planning Commission approve the instant tentative parcel map upon the condition that the subdivider comply with the submitted requirements of the City's department and division heads." - 3516 - PM-97 Continued August 28, 1972 Names and addresses of Proponents and Opponents: Proponents: Theodore V. Opponents: None After a brief discussion, Vice-Chairman Lazzari moved that the Planning Commission approve the instant tentative parcel map upon the condition that the subdivider comply with the requirements as set forth by the City's reporting department heads. The motion was seconded by Commissioner Gamma and was passed by the following roll call vote: AYES: Vice-Chairman Lazzari, Commissioners Gamma, Mullin, Hale, Slade, and Chairman Raffaelli NOES: Commissioner Mathewson Jr. ABSENT: None PM-98 PM-98, tentative parcel map of.Westborough Hills Unit 7, representing rhe resubdivision of 35 lots, located on the southerly side of Rowntree Way, and on the easterly side of Annapolis Court, in the Westborough- West Park No.3 Planned Community District, into a 70-unit condominium project. Secreuary Pass read the following report and letters into the record. Report and recommendation of City Planner Daniel M. Pass "The proposed condominium project, a resubdivision of 35 lots in Blocks 11 & 12 of Westborough-West Park No. 3E, meets the require- ments of the State Subdivision Map Act, and the regulatory standards of the Subdivision Ordinance of the City of South San Francisco. Pittz, Chief Building Inspector "I have examined the tentative map PM-98 being a resubdi vision of Lots 1 through 12, Block 11 and Lots 197 through 219, Block 12, Westborough-West Park Unit No. 3E and find that new lot numbers are not shown. "I recommend approval of the Tentative map BHt\ the,fillnal map shall show the lot numbers as follows: 1. Former Lots 1 through 5, Block 11 shall be Lot Number 42 2. Former Lots 6 through 12, Block 11 shall be Lot Number 43 3. Former Lots 197 through 201 shall be Lot Number 221 4. Former Lots 202 through 219 shall be Lot Number 222." Secretary Pass read the following report and recommendation into the record. "The Planning Office respectfully recommends that the Planning Commission approve the following proposed amendment to the Rules and By-Laws. Said amendment is designed to provide de jure status to the new study-session schedule of the Planning Commission. It should be noted that Section 1, - 3518 - Proposed Amendment Continued August 28, 1972 I1Article VIII of the Rules and By-Laws provides that "These by-laws may be amended, revised or repealed at any regular meeting of the Planning Commission by a vote of a majority of a quorum." Proposed Amendment to Section 1, Article VI of the Rules and By-Laws of the South San Francisco Planning Commission. ART I CLE VI Meetings SECTION 1. Regular meetings of the Planning Commission shall be held on the second and fourth Mondays of each and every month in the City Hall, unless otherwise designated by the Chairman at a prior meeting. Said meetings shall be held at 8:00 P.M., unless otherwise designated by the Chairman at a prior meeting. (/11 Deletions; _Addenda)" A brief discussion ensued among the Commissioners regarding the amend- ment of Article VI. At the conclusion of its consideration, Chairman Raffaelli asked the Commission for a motion to amend the text as follows: "ARTICLE VI Meetings SECTION 1. "Regular meetings of the Planning Commission shall be held on the second and fourth Mondays of each and every month in the City Hall, unless otherwise designated by the Chairman at a prior meeting. Said meetings shall be held at 8:00 P.M., unl ess otherwise designated by the Chairman at a prior meeting. Study sessions may be called by any member of the Planning Commission, provided consent therefor is procured from a majority of the membership thereof. Said study sessions shall be open to the public, and shall be convened in the Conference Room of City Hall." Vice-Chairman Lazzari moved that the text be amended as above. The motion was seconded by Commissioner Mathewson and was passed unanimously. - 3519 - August 28, 1972 Election of the Vice-Chairman of the Planning Commission Chairman Raffaelli asked the Commissioners for nominations for the office of "Vice-Chairman". Commissioner Slade nominated Commissioner Gamma for the office of Vice-Chairman. The nomination was seconded by Commissioner Mathewson. Commissioner Gamma was elected "Vice-Chairman" unanimously. GOOD AND WELFARE, OTHER AND COMMUNICATIONS Secretary Pass informed the Commission that there were two membership vacancies for the Police-Facility Site Selection Advisory Committee. Chairman Raffaelli then invited names from interested members. Commissioners Mathewson and Wesley Slade were appointed to the Police- Facility Site Selection Advisory Committee. Planning Commissioner Nello Lazzari remains a member of the subject three-man advisory committee. There being nothing further to be considered under Good and Welfare, and there being no further communications or other matters of interest for the Planning Commission, Chairman Raffaelli announced that the next regular meeting of the South San Francisco Planning Commission would be held on September 11, 1972 at 8:00 P.M. in the Council Chambers of City Hall, South San Francisco, California.
