Amin MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of September 11, 1973 Commissioner Hale moved that the minutes of the regular meeting of the South San Francisco Planning Commission of September 11, 1973 be approved. The motion was seconded by Commissioner Raffaelli and was passed by the follow- ing roll call vote: AYES: Commissioners Hale, Lazzari, Raffaelli, Slade and Chairman Mullin NOES: None ABSENT: None ABSTAINING Vice Chairman Mathewson ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Mullin announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone wh.o wished to come before the Commission in order to be heard, but objected to having his or her voice recorded in this manner, could request the Chairman ,to order the tape recorder turned "off!! for the duration of the time that he or she is speaking or is heard. The fireplace will project outside the existing exterior wall. Secretary Martin read the findings and recommendations of the staff report and letter to the Planning Commission. The motion was seconded by Commissioner Hale and was passed by the following roll call vote: AYES: Vice Chairman Mathewson, Commissioners Hale, Lazzari, Raffaelli, Slade, NOES: Chairman Mullin ABSENT: None UP-256 UP-2S6, a use permit request by the Transport Tire Co. to permit the establishment of a tire recapping industrial building in the M-2-H District. Secretary Martin read the findings and recommendations of the Staff Report and letter to the Planning Commission. It was noted by Secretary Martin that the Bay Area Air Pollution Control District, Water Quality Control Board, and the San Mateo County Public Health Department grant approval of the proposed project. Commissioner Lazzari moved that the Planning Commission adopt the findings and conditions as set forth in the preliminary Official Action Report and approve UP-2S6 upon the condition that the applicant comply with the sub- mitted requirements of the City's reporting department heads. The motion was seconded by Commissioner Hale and was passed unanimously. - 3215 - V~170 Septemher 25" 1973 V-170, a variance request by Transport Tire Co. to permit construction of a tire recapping in dustrial building within the required rear yard setback in the M-2~H District. Lazzari" Raffaelli" Slade" and Chairman Mullin NOES: Vice Chairman Mathewson V-167 - Gene Freeman V-167" Continued hearing from Planning Commission meeting of September 11, 1973 Request for a three-car carport in lieu of the required five-car garage, and request for reduction in required width for each garage space from 9' to 8', for a five-unit group of dwellings" at 528 Grand Ave., in the R-3 District. The applicant withdrew the Variance request. V-.169 V-169, a variance request by Joseph Souza to permit an addition to a second floor bedroom to e.xtend to the garage, thereby creating an attached garage to a two-story, single-family dwelling in the R-l District. Rear Yard Variance: Prom 20' to a minimum of 5) _Otl. Secretary Martin read the findings and recommendation of the Staff Report and letter to the Planning Commission. The following memorandum was also read by Secretary Martin,from Acting City Engineer HThis office has reviewed Variance No. 169 and finds that it has no objections for changing the rear yard setback from 20 feet to 5 feet, providing that the owner takes full responsibility for the re-establish- ment of drainage patterns around the proposed structure; and, further" that the drainage patterns are not altered in such a way as to divert water onto adjacent property." - 3216 - V-169~ Continued September 25~ 1973 Names and addresses of Proponents and Opponents Proponents: Mr. & Mrs. Joseph Souza 501 Park Way, SSF the applicants Opponents: None Commissioner Raffaelli moved that the Planning Commission adopt the applicant's request, and approve V-169 upon the condition that the applicant comply with the submitted requirements of the City's reporting department heads. (Continued hearing from September 11, 1973) SA-27J tentative subdivision map of a 3.07 acre parcel of landJ located at the northerly side of Stonegate DriveJ in the PC DistrictJ to allow construction of 47 townhouse units in Planned Unit No.3. Secretary Martin stated that Challenge DevelopmentsJ Inc., prepared a revised layout plan after meeting with Fire, Police and Planning Division. The revised plan meets the requirement of Fire Department. The motion was seconded by Commissioner Lazzari and was passed by the following roll call vote: AYES: Vice Chairman Mathewson, Commissioners Hale, Lazzari, Raffaelli, Slade and Chairman Mullin NOES: None ABSENT: None - 3217 - September 25, 1973 GENERAL PLAN AMENDMENT Reclassification of a 1.28-acre parcel of land at the northeasterly corner of Westborough and Callan Boulevards from "Medium-High Density Residential," to "Neighborhood Commercial" in the General Plan of the City of South San Francisco; and, that the "Plan Diagram" of the General Plan be amended to reflect the proposed reclassification. Secretary Martin read the staff report and all recommendations to the Planning Commission. After some discussion Commissioner Hale moved that the Planning Commission adopt the Resolution No. 2132 and recommend to the City Council that the proposed reclassification of 1.28-acre parcel frbm_Medium-High Density Residential to Neighborhood Commercial in the General Plan of the City of South San Francisco, and that the "Plan Diagram" of the General Plan be amended to reflect the proposed reclassification. The motion was seconded by Commissioner Slade and passed by the following roll call vote: AYES: Commissioners Hale, Lazzari, Raffaelli, Slade and Chairman Mullin NOES: Vice Chairman Mathewson ABSENT: None RZ-25 REZONING - RZ-25, proposed rezoning of a 1.28-acre parcel of land, located at the northeasterly corner of Westborough and Callan Boulevards, from Planned Community Duplex Family District (PC-DF) to Planned Community Commercial District (PC-C). Secretary Martin read the staff report and recommendation to the Planning Commission. After some discussion Commissioner Slade moved that the Planning Commission adopt the Resolution No. 2133 and recommend to the City !3ouncil that the proposed (RZ-25) rezoning of a 1.28-acre parcel of land, located at the northeasterly corner of Westborough and Callan Boulevards, from Planned Community Duplex Family District (PC-DF) to Planned Community Commercial District (PC-C). The motion was seconded by Commissioner Hale and passed by the following roll call vote: AYES: Vice Chairman Mathewson, Commissioners Hale, Lazzari, Raffaelli, Slade and Chairman Mullin. NOES: None ABSENT: None - 3218 - September 25, 1973 GOOD AND WELFARE Commissioner Rafaelli expre~4i~ed his concern regarding the property of Goodrich Tire Co. and around that are;e., on South Spruce Avenue not properly maintained. Secretary Martin stated that the Planning Office will write a letter on this matter. There being nothing further to be considered there being no further communications or Planning Commission, Chairman Mullin of the South San Francisco Planning October 9 , 1973 at 8:00 p.m. in City Hall, South San Francisco, California.
