Amin MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of December 11, 1973 Commissioner Lazzari moved that the minutes of the regular meeting of the South San Francisco Planning Commission of December 11, 1973 be approved. The motion was seconded by Commissioner Slade and was passed by the following roll call vote: AYES: Commissioners Lazzari, Raffaelli, Slade and Chairman Mullin NOES: None ABSENT: Vice Chairman Mathewson AB$TAINING: Commissioner Hale ANNOUNCEMENT CONCERNING TAPE RECORDONG OF MEETING Chairman Mullin announced th-at this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission in order to be h-eard, but objected to having his or her voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he or she is speaking or is heard. - 3244 - January 8, 1974 UP-26l, request of Joseph P. Haggarty for freestanding sign 8' wide by 6' high regarding lease of buildings on property located at the northeasterly corner of Westborough and Callan Blvds., in the PC-C,{planned Community Commercial) District. Secretary Martin read the following staff report into the records. "Staff Report - "The applicant is requesting approval of a Use Permit for a freestanding sign 8' wide by 6' high- wi th a total height of 8', for the purpose of advertising the leasing of the property. The Sign Ordinance requires a Use Permit for signs over 4 sq. ft. and for freestanding signs that are more than 5' in height in the PC District. The sign has been preliminarily reviewed by the Architectural Committee and is generally acceptable. fl RECOMMENDATION: "Since the requested sign is of real estate advertising nature and will be for a temporary period of time, it is recommended that the Planning Commission approve the Use Permit request The sign should be permitted initially for 180 days and may be renewed after that. It is also recommended that the Planning Commission approve the Use Permit subject to complying with the submitted requirements of the City's department and division heads and final requirements of the Architectural Committee." Opponents: None Commissioner Hale moved that the Planning Commission adopt the findings and conditions as set forth in the Staff Report, and approve UP-26l upon the condition that the applicant comply with the submitted requirements of the City's reporting department heads. The motion was seconded by Commissioner Raffaelli and was passed by the following roll call vote: AYES: Vice Chairman Mathewson, Commissioners Hale, Lazzari, Raffaelli, Slade, and Chairman Mullin NOES: None ABSENT: None - 3245 - January 8, 1974 V-172, request of Gary B. Myers for construction of a carport on exterior side yard at 200 Maywood Way, in the R""'l District, where required setback does not exist. Myers 200 Maywood Way' South San Francisco, CA. 94080 Opponen ts: None Commissioner Lazzari moved that the Planning Commission continue the public hearing on V-172 so that the applicant can study the alternatives proposed by the Planning Office and submit revised plans if he so desires. The motion was seconded by Commissioner Slade and was passed by the following roll call vote: AYES: Vice Chairman Mathewson, Commissioners Hale, Lazzari, Raffaelli.) Slade, and Chairman Mullin NOES: None ABSENT: None V-172, request of Lois O'Connor for construction of a one-story addition to a one-story, single family dwelling, with the resultant coverage of 46.4% thereof, at 329 King Drive, in the R-l District. Secretary Martin read the findings and recommendation of the Staff Report, and letter to the Planning Commission. Opponents: None After a brief discussion Commissioner Lazzari moved that the Planning Commission adopt the findings and conditions as set forth in the Staff Report, and approve V-173 upon the condition that the applicant comply with the submitted require- ments of the City's reporting department heads. The motion was seconded by Commissioner Hale and was passed by the following roll call vote: AYES: Vice Chairman Mathewson, Commissioners Hale, Lazzari, Raffaelli, Slade, and Chairman 1vfullin None NOES: ABSENT: None - 3246 - January 8, 1974 PM-118, tentative parcel map, representing the subdivision of a 25.620+- acre parcel of land, located on the northerly side of Oyster Point Blvd., opposite the extension of Eccles Ave., in the M-2-H District ~ into 2 lots. Secretary Martin read the findings and recommendations of the staff report and letters to the Planning Commission. There was a brief discussion between Secretary Martin and Fire Chief Fox which resulted in some new conditions. After further discussion the Planning Commission recommended that the two following conditions be added to the Staff Report. 1. Applicant shall provide easements for fire protection water supply and fire alarm system thru Parcel 4, location and dimensions to the satisfaction of the Fire Marsh~ll. 2. Prior to issuance of a building permit applicant shall secure approval of circulation system on Parcel 4 from the Fire Marshall. Adequate circulation shall be provided for fire service purposes. The motion died for lack of a second. Commissioner Hale moved that the Planning Commission approve the instant tentative parcel map upon the condition that the subdivider comply with the requirements as set forth by the City' s!i.te.porting department heads. The applicant shall comply with the subsequent requirements of the Fire Marshall. The motion was seconded by Commissioner Lazzari and was passed unanimous ly . ZONING ORDINANCE AMENDMENT Open Space District or OS (Continued from November 27, 1973) Secretary Martin gave a report on the item. The Planning Commission discussed the matter and suggested that the Secretary write a letter to each school board member enclose a copy of City Attorney Noonan's letter in case the school board has not received the previous letter. Commissioner Lazzari moved to continue the Open Space Zt1>I'ling; District item to the meeting of January 22, 1974. The motion was seconded by Vice Chairman Mathewson and was passed unanimously. - 3247 - RESOLUTION OF INTENTION RESOLUTION NO.2l40 January 8, 1974 "RESOLUTION OF INTENTION OF THE SQUTII SAN FRANCISCO PLANNING COMMISSION TO REZONE 10.365-ACRE PARCEL OF LAND, LOCATED SOUTH AND EAST OF WEST- BOROUGH BOULEVARD, WEST OF OAKMONT DRIVE, AND NORTH OF THE SAN BRUNO CITY LIMITS, FROM "R-3" RESTRICTED MULTIPLE-FAMILY RESIDENTIAL DISTRICT, TO "R-l", SINGLE FAMILY RESIDENTIAL DISTRICT." After some discussion Commissioner Raffaelli moved that the Planning Commission approve the Resolution of Intention No. 2140 and set Janu&ry 22, 1974. The motion was seconded by Vice Chairman Mathewson and passed unanimously. GOOD AND WELFARE Commissioner Raffaelli stated that there is a Police Department requirement not to allow car ports if they face the street. This will have to be con- sidered while reviewing today's variance for a carport. There being nothing further to be considered under Good and Welfare, and there being no further communications or other matters of interest for the Planning Commission, Chairman Mullin announced that the next regular meeting of the South San Francisco Planning Commission would be held on January 22, 1974 at 8:00 p.m. in the Council Chambers of City Hall, South San Francisco, California. at 9:25 p.m. City of South Neal J Planning Commission City of South San Francisco sna NOTE: The entires of this Planning Commission show the action taken by the Planning Commission to dispose of th.e item.
