Amin Director of Public Services Frank Addiego Zoning Administrator William Costanzo, Jr. MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of March 26, 1974 Commissioner Lazzari moved that the minutes of the regular meeting of the South San Francisco Planning Commission of March 26, 1974 be approved. The motion was seconded by Commissioner Hale and was passed unanimously by those Commissioners present. ANNOUNCE~1ENT CONCERNING TAPE RECORDING OF MEETING Chairman Mullin announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission to be heard, but who objected to having his or her voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he or she is speaking or is heard. - 3276 - UP-270 April 9, 1974 tJP-270, request of Opportunities Industrialization Center West to permit establish- ment of a vocational training center in the Westborough Square Shopping Center, 2232 Westborough Boulevard, in the C-l District. Secretary Martin read the findings and recommendations of the Staff Report. Proponents: Miss Katherine O'Connor Representative of Opportunities Industrialization Center West 1100 O'Brien Drive Menlo Park, CA. 94025 Opponents: None Commissioner Hale moved that UP-270 be approved with the following conditions: 1. That the applicant shall comply with all the requirements of the City of South San Francisco's Building, Fire, Police and Engineering dep art men ts . 2. That the use as permitted is for a trade school that deals primarily with an office-type training program, and that no use shall be permi.tted which creates noise, odor, vibration or dust; nor shall any use be per- mitted that, by reason of such noise) odor, vihration or dust, causes an inconvenience or disturbance to be suffered by adjacent uses and/or business es . The motion was seconded,) by Commissioner Lazzari and was passed unanimously by those Commissioners present. UP-27l UP-27l, request of Shigenori Iyama to permit construction of a church and related facilities at the corner of Callan Boulevard and Greendale Drive, in the PC Dis tri ct . Secretary Martin stated that the rezoning should first be approved before con- sideration of the Use Permit, and that the rezoning application would be on the next Planning Commission meeting. Proponent: Mr. Tronoff stated that, due to sickness, the Archbishop could not attend the meeting. Chairman Mullin, with the concurrence of the Commission, continued UP-27l to April 23, 1974, the next regular meeting of the Planning Commission. UP-272~ request of Norpen Development Co. to permit construction of 42 units as a part of Westborough West Park, Unit 3F, Planned Community District, Adjacent to the intersection of Callan Boulevard and Greendale Drive. Secretary Martin read the findings and recommendations of the Staff Report. Proponents: Opponents: Henry L. Richman Norpen Development Co. 1011 Cadillac Way Burlingame, CA. 94010 Theodore V. Tronoff 345 Park Plaza Drive Daly City~ CA. 94015 Raymond Connor, representative of the homeowners association 3706 Bettman Way South San Francisco, CA. Mr. Raymond Connor read correspondence which took place between the J. H. Snyder Co. and the homeowners association regarding drainage problem in the vicinity. Vice Chairman Mathewson expressed his concern regarding common greens on the adjacent properties to the proposed development and suggested that the Planning Commission, staff, developers and interested parties meet one night to visualize the problem. Chairman Mullin,) after consultation with the Commission, stated that all affected parties would meet on Thursday, April 18, 1974 at 4 p.m. at Callan Boulevard and for inspection of the site. UP-272 was continued to May 14, 19 UP-273 UP-273, request of Blumenfeld Enterprises to permit construction of a new screen and proj ection booth at? El Rancho Drive-In at the existing drive-in theater at Hickey Boulevard and El Camino Real, in the R-l District. Secretary Martin read the findings and recommendations of the Staff Report. Fanelli 794 Park Way, SSF Considerable discussion took place at the conclusion of which Commissioner Hale moved that the matter be continued to April 23, 1974~ the next regular meeting of the Planning Commis si on. Commissioner Lazzari seconded the motion, which was then passed unanimously by those Commissioners present. - 3278 - April 9, 1974 UP-274, request of Lowrie Paving Co. to permit construction of a 70' high silo and drag conveyor, an expansion of an existi.ng asphal t batch plant J at 1321 Lowrie Avenue, in the M-2-Il District. Secretary Martin read the findings and recommendations of the Staff Report. Proponents: James W. Lowrie Lowrie Paving Co. 1321 Lowrie Avenue, SF Opponents: None Considerable discussion took place. At the conclusion of its consideration of UP-274, Commissioner Hale moved that the Planning Commission approve the use permit request with amended conditions. Vice Chairman Mathewson seconded the motion which was passed unanimously by those Commissioners present. UP-27~5 UP-275, request of the City of South San Francisco to permit the extension of Eucalyptus Avenue from Park Way to Stonegate Drive. Secretary Martin read the findings and recommendations of the Staff Report. Proponents: City of South San Francisco Opponents: 1. Mrs. Kevin Creamer 529 Eucalyptus Ave., SSF 2. Mr. Anthony Fanelli 794 Park Way, SSF 3. Bill Calegari 770 Miller Avenue, SSF After some discussion, the Planning Commission agreed unanimously to continue the matter to July 9 in order to study the request further. V-18l V-18, request of Steven Hynding to permit the construction of an industrial building in the required rear yard setback at 125 Starlite Street, in the M-l-H District. Secretary Martin read the findings and recommendations of the Staff Report. Proponents: Steven Hynding 20 La Solono Millbrae, CA. 94030 Opponents: None After some discussion, Commissioner Lazzari moved that V-18l be approved subject to conditions noted in the staff report. Commissioner Raffaelli seconded the motion which was unanimously passed by all those Commissioners present. - 3279 - April 9, 1974 V-182, a request of Rich Diodati to construct a 32~000 sq. ft. industrial building, consisting of offices and warehouse, in the required IS' rear yard setback, in the M-l-H District. Secretary Martin read the findings and recommendations of the Staff Report. Proponents: Rich Diodati 3140 Canyon Rd. Burlingame, CA. Opponents: None After some discussion, Vice Chairman Mathewson moved that the V-182 request of Rich Diodati be approved, subj ect to the conditions stated in the Staff Report. Commissioner Raffaelli seconded the motion, which was passed unanimously by those Commissioners present. SA-28 SA-28, tentative subdivision map of a 3.93-acre parcel of land located at the northwest corner of Callan Boulevard and Greendale Drive, in the PC District, to allow construction of 42 townhouse units in the PC District. Secretary Martin read the findings and recommendations of the Staff Report. Proponents: Henry L. Richman, Norpen Development Co. 1011 Cadillac Way, Burlingame, CA. Oppone.nts : None Since this item is related to UP-272, the Planning Commission continued SA-28 to May 14, 1974 meeting. REPORTS: The Planning Commission, by unanimous vote, Regional Planning Committee Commissioner Homer Hale, Delegate Chairman Mullin, Alternate Airport Land Use Committee (ALUC), Subcommittee of Regional Planning Commission Commissioner Homer Hale, Alternate The members of the Planning Commission commended Commissioner Hale for the excellent job he has done for the Regional Planning Committee and the ALUC. COMMUNICATIONS: Vice Chairman Mathewson stated that th.e staff shouldluok into the formation of a setback policy for industrial use. The Chairman and other Commissioners welcomed Mrs. Roberta Teglia to the Planning Commission. - 3280 - GOOD AND WELFARE April 9, 1974 Since there was nothing to be considered under Good and Welfare, and there were no further communications or other matters of interest for the attention of the Planning Commission, Chairman Mullin announced that the next regular meeting of the South San Francisco PLanning Commission would be held on April 23, 1974 at 8:00 p.m. in the Council Chambers of City Hall, South San Francisco, California. adjlourned at 11: 56 p. m. to a meeting to be held at 4: 00 p. m. , l8fl 1974, at the corner of Callan Boulevard and Greendale Drive.
