Secretary Hale presented the staff report. The Commission requested some information on the status of priorities for policies and programs in the Noise Element. Secretary Hale stated that any mention of priorities had been stricken from the Noise Element. The Com- mission then asked about the action program that Dr. Garbell recommended to accompany the Noise Element that should go into effect after the Noise E;liement was adopted. Secretary Ha 1 e stated that thi s was the work program to be developed and that it would be brought back to the Commission, but that it would take several months to develop, working with the consultant. Commissioner Mathewson felt that there should be priorities under which staff could work. Commissioner Teglia noted that she felt Dr. Garbell's intention in not assigning priorities was to avoid locking the City into a list of priorities and that he wanted to have an action plan but not as part of the Noise Element. Commissioner Slade expressed his concern with mentioning the Concorde SST by name in the Noise Element instead of mentioning only the type of aircraft. Secretary Hale stated that this should be discussed with Dr. Garbell at the September 15th meeting. Commissioner Teglia noted that the General Plan could be amended if in the future the SST is modified and proved to be within a noise level to permit its landing at San Francisco International Airport. Secretary Hale requested that the contents of the Noise Element be separated from the discussion of the E~R. The Environmental Impact Report had shown that there would be no significant adverse effects on the environment if the City adopted the Noise Element of the General Plan. Hale further indicated that the State and City guidelines had been adhered to in the EIR. Commissioner Mullin introduced the resolution to approve the EIR relating to the Noise Element and to certify its compliance with State and City guidelines. The resolution was adopted unanimously. PM-127 PM-127, a request of Cabot, Cabot & Forbes for a tentative Parcel ~~ap for a minor lot line adjustment for a parcel located at 445 Kauffman Court. Secretary Hale presented the staff report. Mr. MacKay noted that there was no tenant as of yet. Commissioner Teglia moved to recommend to City Council the approval of PM-127. Commissioner Bertucelli seconded the motion and it was passed unanimously. GENERAL PLAN AMENDMENT/ COLMA CREEK ENHANCEMENT PROJECT Resolution recommending approval of proposed General Plan amendments approved by motion by the Planning Commission on August 12, 1975. The proposed amendments would incorporate the proposed Colma Creek Enhancement Project, delete the proposed Colma Creek Linear Park from Orange Avenue to San Fran- cisco Bay, and illustrate the realignment of Mission Road between Oak and Chestnut Avenues. Proponent: Douglas Butler 133 Adrian Avenue South San Francisco, CA Opponent: None Mr. Butler noted that he felt the Colma Creek Enhancement Project was a very exciting and creative idea and would like to see the General Plan amended to incorporate this project. Commissioner Teglia moved to waive the readin99f theres,glytionand Com- missioner Bertucell i seconded the motion. Ther>'m()tionwaspass'ed.unanimously. Commissioner Teglia then introduced the resolution and it was adopted unanimously. OLIVE AVENUE/PROPOSED REZONING Staff report regarding a request and petition from Alfred M. Callegari for rezoning the west side of Olive Avenue, between California and Armour Avenues, from R-2 Duplex Residential to R-3 Restricted Multiple Family Residential. Secretary Hale presented the staff report stating that it was staff's recom- mendation tha.tif the Commission wished to initiate the rezoning of this area, they wait until changes in development standards for the R-3 Zone could be drafted by staff. The Commission requested a time frame under which these could be drafted, presented to the Commission, and adopted, since Mr. Callegari expressed an interest in the rezoning happening as soon as possible. Secretary Hale stated that on a straight time frame, barring any problems, it could be - 3452 - Olive Avenue Rezoning, cont'd September 9, 1975 completed by the end of November. The Commission agreed that the development standards for the R-3 Zone needed changing and they agreed to wait until this could be completed before initiating the zone change. However. Mr. Callegari was advised that he could initiate the rezoning himself. COMMUNICATIONS Secretary Hale presented a letter to the Commission from Sutter Hill re- questing that this matter be tabled until a further study of problems could be made and that they would be bringing the matter back to the Planning Commission at a future date. The Commission agreed to tabling the matter. Mrs. Helen Hoopes and Mr. Fred Hernandez, both residents of South San Francisco, expressed their opposition to the Commission tabling this matter, stating that this project had gone on far too long and they wanted it to be resolved at the September 23 meeting. Mrs. Hoopes asked if the vote meant that the Commission had accepted the tabling. Chairman Hale answered affirmatively. The Commission then asked Secretary Hale if Sutter Hill had indicated a date when they would bring the matter back before the Commission. Secretary Hale said that they did not. He suggested the dates of either September 24, October 8, or October 29. The Commission noted that October 29 would be the best date. GOOD AND WELFAREJ[y The Commission asked if there was an updated report on the public safety site. Director of Public Services Addiego noted that alternate courses were presently being considered but that no solution had been reached, and that this matter would soon go before the Supreme Court. The Com- mission requested to know if the Supreme Court settled the matter in favor of the City, if the City would have to go again to "bond bidding." Addiego indicated that this would be necessary. There being nothing further to be considered under Good and Welfare and no further communications or other matters of interest for the Commission, Chairman Hale announced that the next meeting of the Planning Commission would be held on September 15, 1975, at 7:30 p.m. in City Hall and that the next regular meeting of the Planning Commission would be held on September 23, 1975, at 8:00 p.m. at West Orange Library Auditorium. - 3453 - The meeting was adjourned at 9:15 p.m. Homer V.
