Addiego Zoning Administrator William Costanzo MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of April 8, 1975 Commissioner Lazzari moved that the minutes of the regular meeting of the South San Fnancisco Planning Commission of April 8, 1975 be approved. The motion was seconded by Commissioner Mullin and was passed by the following roll call vote: AYES: Commissioners Lazzari, Mullin, Raffaelli, Slade, and Teglia NOES: None ABSENT: Vice-Chairman Hale ABSTAINED: Chairman Mathewson ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Mathewson announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission to be heard, but who objected to having his or her voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he or she is speaking or is heard. - 3394 - April 22,1975 SHORELINE SETBACKS Consideration of amendments to the Zoning Ordinance to establish minimum setback and use permit requirements for the M-2 Industrial District. Secretary Hale presented the staff report. Proponent: Douglas Butler 133 Adrian Way So. San Francisco, CA Opponent: Arthur IIBuzz" Haski ns 2895 Summit Drive Hillsborough, CA Mr. Butler expressed his interest in the proposed shoreline setbaiekand noted to the Commission the fact that the majority of the opponents to the proposal are not from South San Francisco; therefore, their main con- cerns were directed more toward their business interests, rather than toward the needs of the City as a whole. Mr. Haskins described the status of his fill project and the concerns of the Corps of Engineers regarding the future fill of the large areas adja- cent to the Fuller-O'Brien property. Mr. Haskins explained that he intended to provide public access along his property and would be willing to work with staff in designing this access in the future. Commissioner Lazzari moved that this matter be tabled until late summer to allow staff time to develop a detailed design of the shoreline. Commissioner Raffaelli seconded the motion and it was passed unanimously by those who were present UP-273 A recommendation to City Council for the revocation of UP-273, El Rancho Drive-In Theater (Blumenfeld Enterprises) due to non-compliance with the conditions of the previously approved Use Permit. This matter was postponed to the May 13 Planning Commission meeting to allow for the notification of the public hearing to the property owner 10 days prior to the May 13 meeting. UP-DATED ZONING MAP Proposed resolution recommending to City Council that the up-dated compre- hensive zoning map, consisting of a compilation of all rezonings since 1962, be approved and certified as the City's official zoning map. (Amendment of Section 2.2 of Ordinance 353) - 3395 - April 22, 1975 UP-DATED ZONING MAP Secretary Hale presented the staff report. Speakers: Mr. Douglas Butler 133 Adrian Way So. San Francisco, CA 94080 Mr. Butler asked for clarification as to the effect which the proposed zoning amendments relating to the shoreline would have on the up-dated zoning map. Staff responded by saying that any future rezoning would be reflected on the up-dated zoning map. Commissioner Mullin moved to waive the reading of the resolution. Com~ missioner Tegl i a seconded the moti on and i t ~lJas passed by a unanimous "AYE" vote. Commissioner Mullin introduced the resolution and it was accepted by a unanimous roll call vote. REPORTS STONEGATE RIDGE Staff report recommending that the Planning Commission review the final parcel map No. 124, in accordance with Section 11.16 of the City.s Subdivi- sion Ordinance. No action on the part of the Commission was necessary. Staff notified the Planning Commission that an application for the ~evel- opment of Mr George Smith's property, located on Mission Road at the terminus of Grand Avenue and in the area considered for the future extension of Grand Avenue, will be forthcoming for the May 13 meeting. Staff reported to the Commission that the newspaper account of the $13 million involved in property sales by Cabot, Cabot & Forbes was incorrect. $11 million of that $13 million was in fact for permanent financing of Cabot, Cabot & Forbes property and that only $2 million was for an actual sale of their property. Staff announced to the Commission that the joint meeting between City Council and the Planning Commission would be held on May 5 at City Hall in the Con- ference Room (This meeting was later rescheduled for May 28). - 3396 - April 22, 1975 COMMUNICATIONS Staff advised the Commission that election of officers would take place at the May 13 Planning Commission meeting. Staff advised the Commission that there would be a meeting at San Mateo College on May 10 on Guidelines for Citizen Input. Staff advised the Commission that the Linear Parkway for Colma Creek would be reviewed by various City departments and brought back to the Planning Commission and the Parks and Recreation Commission at an early date. GOOD AND WELFARE The Commission addressed staff advising them that they had received several calls on various issues and that any communication from the public should go through staff, rather than directly to the Commission. However, Commissioner Teglia said that if someone really needed to contact her, staff was free to give out her telephone number. Commissioner Mullin and Chairman Mathewson noted that since their numbers were in the book, staff could feel free to give out their numbers also. Commissioner Lazzari asked that staff contact him and he would return any calls. fVlr. Wa 1 ter II Scottyll Grafut presented a tape recordi ng of the sounds that Commissioner Lazzari has had to cope with over the past several months of the rooster that previously resided near his place of residence. There being nothing further to be considered under Good and Welfare and no fur~her communications or other matters of interest for the Commission, Chairman Mathewson announced that the next regular meeting of the Planning Commission would be held on May 13, 1975, at 8:00 p.m. in the West Orange Library Auditorium.
