Addiego William Costanzo Zoning Administrator MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of January 28, 1975 Commissioner Lazzari moved that the minutes of the regular meeting of the South San Francisco Planning Commission of January 28, 1975, be approved. The motion was seconded by Vice-Chairman Hale and was passed by the following roll call vote: AYES: Vice-Chairman Hale, Commissioners Lazzari, Mullin, Raffaelli, and Teglia NOES: None ABSENT: Commissioner Slade (arrived 8:15) ABSTAINED: Chairman Mathewson ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Mathewson announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission to be heard, but who objected to having his or her voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he or she is speaking or is heard. - 3369 - February 11, 1975 Chairman Mathewson announced that agenda item #1 (Public Safety Facility/EIR) and agenda item #5 (St. Paul's Methodist Church) would be interchanged because of scheduling conflicts for the Police Chief and Fire Chief who would not arrive until later in the meeting. UP-75-302 UP-75-302, a request of St. Paul IS Methodist Church for a Use Permit to establish a Mary's Help Out-Reach Clinic in an existing church facility at 500 Miller Avenue. Secretary Hale directed Bill Costanzo to read the staff report. Proponent: Pastor Jacqueline Meadows 72 Circle Court So. San Francisco, CA Opponents: None was present; however, a letter from D. W. Ratto expressing opposition to the application was distribu- ted to the Commission. There was some discussion on whether or not the church was in violation of Zoning Ordinance 353. Zoning Administrator Costanzo explained that the church had been offeri ng thei r premi ses to va ri ous groups,cfor phi 1 anthropi c and public service uses long before the Zoning Ordinance was enacted; therefore, those uses were not in violation. The Commission desired to know why Mary's Help Out-Reach Clinic was necessary. Sister Arthur, co-ordinator of the clinic, explained that the clinic reached people who could not afford a private physician and were not eligible for Medical or Medicare. The clinic would be operating on a sliding scale basis, according to the patient's ability to pay. The Commission requested that Reverend Meadows explain why the two rear exits on Tamarack Lane had not yet been completed. She explained that meetings were presently being held regarding these exits and that this requirement would defini ly be met in the near future. Commissioner Lazzari moved that the Planning Commission adopt the staff report and approve UP-75-302 subject to the applicant complying with the conditions set forth in the staff report and the condition of the Fire Department re- garding the two rear exits. Commissioner Teglia seconded the motion and it was passed unanimously. UP-290 r10d i fi ed UP-290, modi ed, a request of Federal Sign and Signal Corporation for six non-illuminated on-building signs and for the reconstruction and modification February 11, 1975 of the existing IIWhite Front" pole sign for the Treasury (J.C. Penney Co.) at 180 El Camino Real. Secretary Hale directed Bill Costanzo to read the staff report. Condition 18 was added to read, IIAll existing on-site signs shall be removed, as part of the approval of this use permit.1I Proponents: Raymond Olson, representing Federal Sign and Signal Corp. 950 30th Street Oakland, CA J. None There was considerable discussion on Condition #15 of the staff report which states that a freestanding sign of a maximum area of 50 sq. feet and 12 feet in maximum height is approved to be located in the approximate center of the street frontage on El Camino and that a similar sign is also approved to be located in the approximate center of the street frontage on Spruce Avenue. J. C. Penney . wanted to renovate the existing freestanding White Front sign due to me constraints and the added expense in constructing the two new signs and in getting electricity to them. Commissioner Mullin moved that the Planning Commission adopt the staff re- port and approve UP-290, modified, subject to the applicant complying with the condition of the staff report. Commissioner Slade seconded the motion and it was passed by the following roll call vote: Ayes: Noes: Vice-Chairman Hale, Commissioners Lazzari, Mullin, Slade and Teglia Commissioner Raffaelli and Chairman Mathewson Abstained: None UP-75-300 UP-75-300, a request of Xtra Oil Co. (Ted Simas) for the establishment of a convenience goods retail store, including the sale of wine and beer in an existing automobile service station at 110 Hickey Blvd. - 3371 - February 11, 1975 Secretary Hale directed Bill Costanzo to read the staff report. Luke 52 Calvert, SSF Douglas Butler 133 Adrian Ave., SSF Judy Bennett 13 Graystone Dr., SSF There was considerable discussion on the traffic problems that would be en- countered with the establishment of a retail store in the automobile service station. It was noted that parking was totally inadequate to handle the flow of traffic that would be created by this establishment. Mr. Frame presented to taff and the Commission a petition from citizens in favor of the application, as well as a title report on the boundary lines of the service station. Several citizens expressed their concern over the sale of wine and beer in a gasoline service station stating that this use in incongruous with the sale of gasoline. They also felt that since mostly young people operated the sta- tion, there would be alcoholic beverages sold illegally to minors, due to the strong pressures of peer influence. Commissioner Lazzari moved that the Planning Commission deny UP-75-300. Com- missioner Mullin seconded the motion and it was passed unanimously. UP-75-30l UP-75-301, a request of Pacific Telephone and Telegraph Company for the estab- lishment of a temporary mobile office building at 475 So. Canal Street Secretary Hale directed Bil' Costanzo to read the staff report. - 3372 - February 11, 1975 Proponent: Mr. Robert Newman Pacific Telephone and Telegraph Co. 4 North 2nd Street, Room 625 San Jose, CA 95113 Opponent: None After a short discussion on the necessity of this structure, Vice-Chairman Hale moved that the Planning Co~mission adopt the staff report and approve UP-75-30l, subject to the applicant complying with the conditions of the staff report. Commissioner Raffaelli seconded the motion and it was passed unanimously. EIR/PUBLIC SAFETY FACILITY Report on the Environmental Impact for the proposed Public Safety Facility proposed for Chestnut and Grand Avenues. Secretary Hale read the staff report Speakers: Dr. Phil Montesano 946 Grand, #5 So. San Francisco, CA Surendra N. Amin 628 ~~adison Ave. Redwood City, CA Mr. Amin addressed the Commission on a procedural matter, requesting to know why a copy of the Draft EIR had not been sent to the City Clerk. Secretary Hale replied that a copy had indeed been sent to the City Clerk on November 6, 1974, and all other requirements had been met. Dr. Montesano presented a letter to the Commission outlininq some of his concerns with the EIR/Public Safety Facility. Briefly outlined, these con- cerns dealt with possible damage to the underground water table, school children safety, problems with fire trucks exiting under heavy traffic flow conditions, noise pollution effects, noise during construction, taxpayers' responsibilities for the complex, possibility of double-decking existing police department building, loss of prime agricultural land and related jobs, and compatibility of the proposed aluminum roof with the surrounding residential areas. George S. Avanessian, architect for the proposed complex, responded to several of Dr. Montesano's comments. He corrected the impression regarding - 3373 - February 11, 1975 the roof, in that the roofing material will be tile and not aluminum. The parking is intended to meet the needs over the foreseeable future. With regard to noise anticipated during the construction phase, Mr. Avanessian compared thi si to any other construction in the City and felt the noise level from the Public Safety Facility would have far less impact because of the generous setbacks from other structures. Mr. Avanessian stated that the existing Police Department structure was not designed to accommodate additional stories. Secretary Hale responded to other comments from Dr. Montesano. With regard to the concern over the loss of agricultural land and related ~obs, Hale indicated that the City had adopted policies many years ago favoring the conversion of the existing agricultural lands to other uses, such as resi- dential. This is a policy established in the City's General Plan. Hale stated that the safety of school children would be considerably enhanced by the development of the pedestrianway at the northern end of the Public Safety Complex site. There are no plans, however, for a pedestrian over- pass over Chestnut Avenue. Hale indicated that the consultan had incorp- orated a discussion of financing the complex, even though a full fiscal impact analysis was not a part of the consultant's contract. Hale stated that the finances for the project had been discussed publicly for a long period of time and that the financial aspects are a matter of public record. This matter is more a political than an environmental concern. Fire Chief Toellner responded to questions regarding response time. Toellner stated that theppoposed location would be far superior to the present Baden Avenue location. Response time City-wide would be improved under the proposed plan. As for having fire protection facilities where the old buildings are, Chief Toellner stated that his department was not as concerned with buildings as with people and that the proposed new location would result in a positive benefit to the City. Commissioner ade advised staff to study and follow the State's relocation assistance laws. Charles Eley, consultant with Hart, Krivatsy and Stubee who prepared the report, addressed the remaining comments. Commissioner Hale made a notion that the Planning Commission adopt Resolution No. 2165 certifying that the Environmental Impact Report prepared for the proposed Public Safety Facility complies with the guidelines established by the City Council and the California Environmental Quality Act. Commissioner Raffaelli seconded the motion and it was passed unanimously. UP-75-305 UP-75-305, an application from the City of South San Francisco Public Facilities Corporation for the construction of a public safety facility at the northwesterly corner of Grand and Chestnut Avenues. February 11, 1975 Secretary Hale directed Bill Costanzo to read the staff report. Proponen ts : None Opponents: None A discussion regarding relocation ensued. Commissioner Slade repeated his concern that proper relocation assistance be provided displacees. Chairman Mathewson recognized the receipt of an unsigned letter to the Commission dated February 5. A discussion of relocation requirements followed. Commissioner Raffaelli made a motion that the Planning Commission adopt the staff report and approve UP-75-305. Commissioner Teglia seconded the motion and it was passed unanimously. SHORELINE SETBACKS IN THE M-2-H INDUSTRIAL ZONE Because of s of the hour, the Chairman asked for concurrence among those in attendance for postponement of this matter until a future date satisfactory to all conc~.Y'ned.... The matter was continued until April 8,1975. In the meantime,staff:will send an invitation to all in atten- dance who signed cards, as well as others, to meet with staff prior to the April 8 meeting to discuss any questions regarding the proposed zone changes. COMMUNICATIONS Secretary Hale announced receipt of an invitation from Sandy Mathewson, Chair~e~son of a public safety campaign committee, requesting the Commission to attend a program scheduled for February 24, 1975, at Westborough Senior High School. Ms. Mathewson was present to extend the invitation to the . Commission. (See Minutes of February 25, 1975, for amendments to this section.) GOOD AND WELFARE Surendra Amin, 628 Madison Ave., Redwood City, CA stated that the Commission took action regarding the Condominium Regulations on January 28, 1975. The item was listed under Reports Qnthe agenda and should have been listed under Public Hearings. (See Minutes of February 25, 1975, for amendments to this section.) There being nothing further to be considered under Good and Welfare, and no further communications or other matters of interest for the Commission, Chairman Mathewson announced the next regular meeting of the Planning ')')"71::' February 11 ~ 1975 Commission would be held February 25, 1975 at 8:00 p.m. in the West Orange Library Auditorium.
