Hale Director of Public Services Frank J. Addiego Zoning Administrator William Costanzo MINUTES OF THE PREVIOUS MEETING Minutes of the Planning Commission meeting of January 14, 1975. Commissioner Teglia stated that under Good and Welfare on page 3360, she presented the request regarding El Rancho Drive-In to the Commission as her own personal request and that Commissioner Slade made the Commission aware that a similar interest had been expressed by the Westborough Home Owners Association. Commissioner Mullin moved that the minutes of the regular meeting of the South San Francisco Planning Commission of January 14, 1975, be approved with the above correction. The motion was seconded by Commissioner Slade and was passed by the following roll call vote: AYES: Acting Chairman Ha.le;cCommissilioners Lazzari, Mullin Slade and Teglia NOES: None ABSENT: Chairman Mathewson ABSTAINED: Commissioner Raffaelli ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Acting Chairman Hale announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission to be heard, but who objected to having his or her voice recorded in this manner, could request theLCharr:rman to order the tape recorder turned "off" for the duration of the time that he or she is speaking or is heard. - :'):')62 - January 28, 1975 UP-203 (Modified) UP-203, modified, a request from Coast/QRS Sign Company for the construc- tion of one freestanding and one on building identification sign located at 3961 Callan Blvd. in South San Francisco. Secretary Hale directed Bill Costanzo to read the staff report. Proponent: George Britt Coast/QRS Signs P. O. Box 550 Redwood City, CA 94063 Opponent: None There was some discussion on whether the freestanding sign should be erected having one side beam and one cross beam or whether it should have two side beams. The Architectural Committee preferred a design with the sign hanging between the two side beams. After this discussion, Commissioner Raffaelli made a motion that the Planning Commission adopt the staff report and approve UP-203, modified, subject to the freestanding sign being erected with the one side beam and the one cross beam and the applicant complying with the City's requirements as set forth in the staff report. Commissioner Teglia seconded the motion and it was passed by the following roll call vote: AYES: Acting Chairman Hale, Commissioners Lazzari, Raffaelli and Teglia NOES: Commissioners Mullin and Slade ABSENT: Chairman Mathewson ABSTAINED: None SHORELINE SETBACKS IN INDUSTRIAL ZONE DISTRICT Resolution No. 2163 Resolution of the City of South San Francisco Planning Commission recommending to City Council that Ordinance No. 353, as amended, be further amended by amending sections 3.82 and 3.84 to require use permits and setbacks on prop- erties located within 100' of the Bay. Secretary Hale read the staff report. - 3363 - January 28, 1975 SHORELINE SETBACKS Proponent~: None Opponent: Robert Viczorek Merck & Co., Inc. 340 Shaw Road So. San Francisco, CA Mr. Viczdrek expressed his concern with amending Ordinance No. 353 to require use permi~s and setbacks on property located within 100' of the Bay. These changes wpuld put them and some of their buildings already within the 100' setback ipto the category of non-conforming uses. He wished to be re-assured that he cpuld apply for a variance if Merck & Company ever desired to develop within this 100' strip. This agen~a item was continued to the February 11 meeting in order to send a notice of~hearing to all property owners within the area being affected by these amendments. REPORTS EIR/PUBLIC SAFETY COMPLEX A request~of the City of South San Francisco for consideration of the Envir- onmental ~mpact Report (EIR) for the proposed Public Safety Complex at the northwest~rly corner of Chestnut Avenue and Grand Avenue. Secretary~Hale described the background for the EIR and then requested Mr. Charles E~ey, 220 Jackson Street, San Francisco, Consultant for the Draft EIR, to present the findings on this subject. Speakers: Dr. Phil Montesano 946 Grandi) Avenue, #5 So. San Francisco, CA 94080 Dr. Monte~ano posed a complaint that there is not enough information on the EIR/Public Safety Complex available to the public. He also raised several questionsjin regard to the Public Safety Complex. 1. What is officially happening to the buildings at 940 and 946 Grand? 2. What effect will noise and other pollutions have on these two structures? 3. What will be done to abate the increase in noise from sirens and other noise created around the facility? 4. What effect will lighting have at night for residents trying to sleep? - 3364 - January 28, 1975 ~. traffic congestion at the new location of the complex allow to get out more quickly than traffic congestion at the old allows now? 6. many parking spaces required for the facility? 7 . be losses in terms of agricultural land, i.e. loss of food , loss of money from wholesale level to retail level, loss for people involved with agricultural production? Will employment to build the complex compensate for these losses? 8. What would pollution have on the underground water table? 9. Commissioner Teglia made a motion that the Planning Commission approve the changes to the Condominium Regulations. Commissioner Slade seconded the motion and it was passed unanimously by those who were present. Commissioner Teglia then made a motion that the Planning Commission adopt Resolution No. 2164 recommending that the City Council amend the City's Subdivision Ordinance (Ordinance No. 603) to incorporate the proposed Con- dominium Regulations. Commissioner Slade seconded the motion and it was passed unanimously by those who were present. CAPITAL IMPROVEMENT PROGRAM, 1974-79 A review of the City's proposed Capital Improvement Program. Secretary Hale asked that the Director of Public Services present the Capital Improvement Program to the Commission. After this presentation, the Commission expressed a number of concerns with the program. 1. The proposed arbor at the Civic Center was to be funded from Beautifi- cation Funds, however, Beautification Funds were not included as part of the City's Capital Improvement Program. 2. The Commission felt that because of public health reasons, the Anti- siphon Device Project, originally scheduled for FY 1975-76, should possibly replace a project scheduled for FY 1974-75. 3. The Commission felt that the Colma Creek Linear Park should be included as part of the proposed Capital Improvement Program. 4. The Commission felt that because a commitment had been made to citizens in the Westborough area, the Westborough Park building should be in- cluded in the Capital Improvement Program, even if it meant lowering or deleting another project. 5. Commission wished to know what was going to happen to the money orig- inally designated for the Sign Hill Development. - :;:;()() - January 28, 1975 CAPITAL IMPROVEMENT PROGRAM After this discussion, Director of Public Services went through the Capital Improvement Program, designating which projects had been obligated and which ones had not. Commissioner Mullin made a motion that the Planning Commission accept the proposed Capital Improvement Program, 1974-79, and that the Commission's concerns as listed above be forwarded to the City Council. Commissioner Lazzari seconded the motion and it was passed unanimously by those who were present. COMMUNICATIONS Zoning Administrator Costanzo referred to several communications presented to the Planning Commission as follows: 1. Repainting of Ernie's Wine Warehouse at Airport and San Mateo Avenue. 2. Status of the on-building sign at Ernie's Wine Warehouse. 3. Use Permit Procedure for the Enterprise-Journal Building Expansion. 4. Legal notification for modification of UP-203 for freestanding and roof signs. 5. South San Francisco Fruit Stand. 6. J. H. Snyder Company - On and off site subdivision signs. 7. El Rancho Theater - UP-273 Questions were raised by the Commission on El Rancho Theater. The conditions of the El Rancho Theater Use Permit were discussed and Commission Teglia related that she would not look favorably on the continuance of the use permit if the required conditions were not met by April 1, 1975. GOOD AND WELFARE Commissioner Lazzari requested to know when the buses would start running. The Director of Public Services informed him around the first of July. Commissioner Teglia related a request from Senior Citizens to have a cross walk painted on Grand Avenue. The Director of Public Services stated that this would have to be taken up with the City's Traffic Engineer. There being nothing further to be considered under Good and Welfare, and no further communications or other matters of interest for the Commission, Acting Chairman Hale announced the next regular meeting of the Planning Commission would be held February 11, 1975 at 8:00 p.m. in the West Orange January 28, 1975 Library Auditorium.
