Addiego Zoning Administrator William Costanzo MINUTES OF PREVillOUS MEETING Minutes of the Planning Commission meeting of January 14, 1975 Commissioner Lazzari moved that the minutes of the regular meeting of the South San Francisco Planning Commission of January 14, 1975 be approved. The motion was seconded by Commissioner Slade and was passed by the following roll call vote: AYES: Vice-Chairman Hale, Commissioners Lazzari, Mullin, Slade, Teglia and Chairman Mathewson NOES: None ABSENT: Commissioner Raffaelli ABSTAINED: None ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Mathewson announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission to be heard, but who objected to having his or her voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he or she is speaking or is heard - 3355 - January 14, 1975 UP-297 (ADVERTISED AS V-187) UP-297, a request of Steve and Priscilla Genis to construct a 14' x 20' room addition at 3768 Callan Blvd., South San Francisco. Secretary Hale directed William Costanzo to read the staff report. Proponent: Steve & Priscilla Genis 3768 Callan Blvd. So. San Francisco, CA Opponent: None There was some discussion on whether or not an administrative staff committee should be formed to handle such applications in order to avoid unnecessary delay to the property owner by bringing it before the Planning Commission. The Planning Commission noted that there was enough variety in the uses re- quired to warrant evaluation on an individual basis, and in any event, this is a matter which the Planning Commission should continue to hear, review~ and approve. Following this discussion~ Vice-Chairman Hale moved that the Planning Commission adopt the staff report and approve UP-297 subject to the applicant compl;YJ-ng with the conditions contained in the staff report. Commissioner Lazzari seconded the motion and it was passed unanimously by those who were present. UP-298 UP-298, a request of Opportunities Industrialization Center West to establish a job training center and school at 217 E. Grand Avenue, South San Francisco. Secretary Hale directed William Costanzo to read the staff report. During this reading, several changes were made to the report as follows: Condition #11 was added that the applicant must conform with all City of South San Francisco codes and ordinances. Condition #12 was added that the @ity's Zoning Administrator shall report to the Planning Commission the status of compliance with all conditions within 60 days from the date of approval. In the staff report under "Evaluation" the words !levening hours" were changed to lldaylight hours." The hours of operation under Condit:E6Ilii2 were changed from "5: 00 p.m. to 11: 00 p.m." to read "from 8:00 a.m. to 5:00 p.m." Section (c) under Condition #3 was deleted. Condition #8 was changed to read, "Prior to the release of occupancy permit, " Proponent: Ms. Kathleen M. O'Connor Opportunities Industrialization Center West 217 E. Grand So. San Francisco, CA 94080 January 14, 1975 UP-298 Opponent: None There was some discussion as to why the job training center is actually in operation, prior to obtaining a Use Permit. Ms. O'Connor pointed out that the center is federally funded and that the funding would be jeopardized if the center were not in full operation on a continuous basis. Therefore, when they vacated their previous facilities, they had to immediately continue operations at their new location. After this discussion, Commissioner Lazzari moved that the Planning Commission adopt the staff report and approve UP-298 subject to the applicant complying with City requirements and that staff is to report back to the Commission in 60 days regarding compliance. Commissioner Slade seconded the motion and it was passed unanimously by those who were present. UP-299 UP-299, a request of Carlos Monsalve to establish a used car facility in an abandoned service station located at 575 El Camino Real, South San Francisco. Secretary Hale directed William Costanzo to read the staff report. Proponent: Carlos Monsalve 221 Carmelo Lane So San Francisco, CA Opp oIten t : None There was some discussion on the requirement of the Police Department that the applicant place a cyclone fence across the back and south side of the property. It appears that a wooden fence already exists across the back of the property. Staff will check with the Police Department to clarify this condition. A suggested better wording of this condition was "Chain link fencing shall be installed subject to the approval of the City of South San Francisco Police Department," which was approved by the Planning Commission as one of the conditions of the Use Permit. After this discussion, Commissioner Mullin moved that the Planning Commission adopt the staff report and approve UP-299 subject to the applicant complying with the conditions of the staff report. Vice-Chairman Hale seconded the motion and it was passed unanimously by those who were present. PM-123 PM-123, a request of Cabot, Cabot & Forbes to create four parcels of land east of Point San Bruno at Forbes Blvd., South San Francisco. - 3357 - January 14, 1975 PM-123 Secretary Hale directed Bill Costanzo to read the staff report. A couple of changes were made to the staff report as follows: The first sentence of Condition #1 was changed to read, "A deed restriction shall be recorded against the utilization of Parcel No. 1 for any other pur- pose than for parking and landscaping to service the needs of Parcel No.3." Condition #2 was deleted. The following sentence was added to Condition #5: "All areas located inside the line of building shall not be included in this 100' shoreline access area." Proponent: Mr. Don Bruzzone Cabot, Cabbt & Forbes 1 Maritime Plaza, Suite 1300 San Francisco, CA 94111 Opponent: None Vice-Chairman Hale moved that the Planning Commission adopt the staff report and approve PM-123 subject to the applicant complying with the conditions that were set forth by the City with the exclusion of Condition #2. Commissioner Mullin seconded the motion and it was passed unanimously by those who were present. CONDOMINIill~ REGULATIONS Resolution No. 2160 Condominium Regulations, a request of the City of South San Francisco to amend Ordinance No. 603 pertaining to the creation of condominium unit subdivision. Secretary Hale read the staff report. Speakers: Mr. Joseph G. Stevenson 2000 Crystal Springs Road, Apt. 7-15 San Bruno, CA 94066 Mr. Stevenson expressed some concern over various aspects of the Condominium Regulations. 1) On Page 2, No.2 under b., Mr. Stevenson wished to defer the description of how the condominium project is to be maintained and managed until a later time. 2) On Page 3 under No. 5i, Mr. Stevenson expressed a desire to delete the checklist and change the requirement to "full physical property report." - 3358 - January 14, 1975 CONDOMINIUM REGULATIONS 3) On Page 4, No.6, Mr. Stevenson desired not to submit the Covenants, Conditions and Restrictions (C.C. & R.ts) until a later time in order to avoid undue costs for the developer. 4) On Page 5, No.9, Mr. Stevenson would like to add "providing the tenant is not in default of his rental agreement and has not vacated the property." Mr. Surendra Amin, 628 Madison, Redwood City, addressed the Planning Commission asking if the Negative Declaration had been filed with the City Clerk. The City Planner responded that staff would look into the matter to determine whether or not the Negative Declaration had been filed The matter on Condominium Regulations was tabled to resolve the question of the Negative Declaration and to give Mr. Stevenson and any other interested parties an opportunity to meet and discuss this matter with staff. REPORTS SHORELINE SETBACKS IN INDUSTRIAL DISTRICT Resolution No. 2162 Resolution of Intention of the South San Francisco Planning Commission to amend Ordinance No. 353 (as amended)1J0f the City of South San Francisco to add setback and use permit requirements to the M-2 (Industrial) zone. Secretary Hale presented the staff report and recommended that the Commission conduct a public hearing on the matter. Commissioner Slade moved that the Planning Commission adopt Resolution of Intention No. 2162. The motion was seconded by Commissioner Lazzari and it was passed unanimously by those who were present. COMMUNICATIONS Secretary Hale read a staff repo~t relating to palmistry land use designation. A Mr. William John had written a letter to the Zoning Division requesting clarification of the zone district that could permit palmistry readers. Staff reported that there is no classification for this use in the City's Zoning Ordin- ance. Commissioner Mullin moved that the Planning Commission direct staff to look into this matter, checking to see if licensing is required by the State for palmistry readers, and reporting back to the Commission within 60 to 90 days. Commissioner Slade seconded the motion and it was passed unanimously by those who were present. William Costanzo read a letter to the Planning Commission from Coast/QRS Signs which requested another hearing on their use permit application, rather than exercising their right to appeal the previous decision of the Planning Commission Staff indicated that the applicant would be requested to file again and pay the regular application fees for another hearing, un~ess the Commission was opposed - 7;7;1:;0 _ January 14, 1975 COMMUNICATIONS at the outset to the proposed sign. The Commission indicated its willingness to conduct another hearing on the revised design of the sign. A request was made by City Council that the Planning Commission confirm a meeting date for a joint study session of the Commission and City Council for February 26, 1975 in the Conference Room of City Hall at 7:30 p.m. The public hearing on the Environmental Impact Report for the Public Safety Complex will be scheduled for the Planning Commission meeting of January 28, 1975. GOOD WELFARE Commissioner Teglia presented a request to the Commission from Home Owners Association wanting to know what is being done in regard to condition compliance for Use Permit No. 273 eEl Rancho Drive-In). The Planning Commission requested copies of "Crime Prevention Through Physical Planning" to be forwarded to them. Surendra Amin, 628 Madison, Redwood City, addressed the Planning Commission, bringing to their attention the following items: 1) Late notification of public hearing on Use Permit 203 (Modified). This notice of hearing appeared in the December 4, 1974 newspaper, instead of the November 29, 1974 newspaper, and therefore, was not in compliance with the 10 day advance notice for the December 10 Planning Commission meeting. 2) Use Permit procedure for the Enterprise-Journal building expansion. The use permit was approved by the Planning Commission on March 12, 1974. Because this use is in the P.C.M. zone district, it requires ratifica- tion by City Council, which was not done. 3) Status of the sign at Ernie's Wine Warehouse. Mr. Amin asked if there was a use permit on the sign on the front of Ernie's Wine Warehouse. There being under Good and Welfare, and no further communications matters of interest for the Commission, Chairman Mathewson announced the next regular meeting of the Planning Com- mission would be held January 28, 1975 at 8:00 p.m. in the West Orange Library Auditorium.
