Addiego Zoning Administrator William Costanzo MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of August 13, 1974 Commissioner Lazzari moved that the minutes of the regular meeting of the South San Francisco Planning Commission of August 13, 1974 be approved. The motion was seconded by Commissioner Mullin and was passed by the following r0'll call vote: AYES: Commissioners Lazzari,Mullin, Raffaelli, Slade, Teglia NOES: None ABSENT: Vice-Chairman Hale ABSTAINED: Chairman Mathewson ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Mathewson announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission to be heard, but who objected to having his or her voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he or she is speaking or is heard. -3320- UP-289 August 27;t 1974 UP-289;t a request of PHILIP BERVEN;t DBA Bray's Birdland;t to establish a bird quarantine station in the M-.l-H zone;t located at 132 Starlite Street. Secretary Hale Directed Zoning Administrator Costanzo to read the staff report. Mr. Costanzo stated that there was an error in Standard Condition No.1, and that it should read;t "That unless the use is inaugurated;t or the construction of the structure is commenced and being diligently pursued not later than twelve (12) months after the date of this permit;t this permit will automatically expire on that date." The remainder of Condition No. 1 should be omitted. After some discussion, Commissioner Lazzari moved that the Planning Commission adopt the staff report as corrected, and amend Condition No. 20 to read as, "That all new utilities to service the subj ect property shall be placed under- ground to the satisfaction of the City Engineer." and approve UP-289. The motion was seconded by Commissioner Mullin and was passed unanimously by those who were present. VARIANCE-l 85 V~185, a request of RAQUEL BENAVIDES;t to construct a room addition which exceeds the maximum lot coverage at 217 Village Way. Opponent: None After some discussion;t Commissioner Mullin moved that the Planning Commission adopt the staff report and approve Variance-185. The motion was seconded by Commissioner Lazzari and was passed unanimously by those who were present. RZ-3l RZ-3l;t a request of LEO J. LOMBARDI and others to rezone a 0.731 acre of land, located at the northerly side of Armour Avenue and Linden Avenue from "R-2" Duplex Family Residential District to "R-3" Restricted Multiple Family District and "C-3" Heavy Commercial District. -3321- RZ-3l Continued August 27, 1974 Secretary Hale read the staff report. Opponents: None At the conclusion of its consideration, COllllllissioner Lazzari moved that the Planning COllllllission adopt the staff report and approve Resolution No. 2152, and recollllllend th-at the City Council enact it into an ordinance. The motion was seconded by COllllllissioner Raffaelli, and passed by th-e following roll call vote: AYES: COllllllissioners Lazzari, Mullin, Raffaelli, Slade and Chairman Mathewson NOES: COllllllissioner Teglia ABSENT: Vice Chairman Hale ABSTAINED: None GENERAL PThAN AMENDMENT A request of the CITY OF SOUTH SAN FRANCISCO to amend the General Plan Diagram by deleting the proposed extension of Miller Avenue between Chestnut Avenue and Willow Avenue and provide for pedestrian and bicycle ~raffic instead. At the conclusion of its consideration Commissioner Lazzari moved that the matter be continued to the next Planning Commission meeting on September 10, 1974. Mean- while the staff was requested to meet with Mrs. Merlini and the City Attorney for a legal opinion on the documents presented. Commissioner Teglia seconded the motion which was passed unanimously by those who were present. UP-288 UP-288, HILL SIGNS & DISPLAYS, a request for a Use Permit for a 6' x la' offsite subdivision directional sign located at the southwest corner of Westborough Blvd. and El Camino Real. (Continued from August 13, 1974 meeting) Secretary Hale directed Zoning Administrator Costanzo to read the staff report. Proponent: Hill Signs & Displays 755 Chestnut Avenue San Jose, CA. Neither the applicant nor his representative was present. Opponent: None The Zoning Administrator informed the Commission that the applicant had told him he would be attending tonight's meeting. Commissioner Mullin stated that during the last meeting of the Planning Commission held August 13, 1974, the applicant was asked to have the developer's representative present at tonight's meeting, and that no one is present for the applicant. Commissioner Lazzari moved that the Planning Commission deny UP-288. Commissioner Mullin seconded the motion which was passed unanimously by those who were present. ARCHITECTURAL COMMITTEE APPEAL PAT BROSNAN & CO appealed the Architectural Committee requirement for the construc- ti on of a four (4) unit apartment bui lding with a four (4) car garage. Two parking spaces in the garage to be via a single la-foot wide access driveway. (Continued from the August 13, 1974 meeting) Secretary Hale directed Zoning Administrator Costanzo to read the staff report. Proponent: P at Brosnan 590 Rocca Avenue, SSF Opponent: None After considerable discussion took place, Commissioner Mullin moved that the Planning Commission concur with the findings of the Architectural Committee and deny the motion which was passed by the following roll call vote. Ccontinued) August 27, 1974 AYES: Commissioner Lazzari, Mullin, Slade, and Chairman Mathewson NOES: Commissioner Raffaelli and Teglia ABSENT: Vice Chairman Hale AB$~AINED: None LOT COVERAGE REQUIREMENTS Staff report recommending deletion of lot coverage restrictions in the R-l, Single Family Residential Zone. Secretary Hale recommended that the Planning Commission set a public hearing to consider this matter for September 24, 1974. Connnissioner Mullin moved that the Planning Commission approve the recommendation of Secretary Hale to set a public hearing for consideration of lot coverg.ge requirements in the R-l District for September 24, 1974. Commissioner Raffaelli seconded the motion which was passed unanimously by those who were present. ACCESS AND DRIVEWAY STANDARDS Resolution of Intention to adopt standards for minimum driveway access and circu- lation for parking areas. Secretary Hale read the staff report. After some discussion Connnissioner Slade moved that the Planning Commission adopt the Resolution of H'itention No. 2151 and that a public hearing on this item be set for September t@, 1974. The motion was seconded by Commissioner Raffaelli and passed unanimously by those who were present. GOOD AND WELFARE Commissioner Lazzari asked the staff to look into the weed problem near the drive-in theater on So. Spruce Avenue. Commissioner Raffaelli asked the staff to look into the sign situation at the tennis court at Royal Inn on So. Airport Blvd. - 3324 - August 27, 1974 There being nothing further to be considered under Good and Welfare, and no further communications ,or other matters of interest for the Commission, Chairman Mathewsen announced th.e next regular meeting of Planning Commission would be held September 10, 1974 at 8:00 p.m. in the West Orange Library Ahdi- torium.
