Addiego Zoning Administrator William Costanzo MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission meeting of November 26, 1974 Commissioner Raffaelli moved that the minutes of the regular meeting of the South San Francisco Planning Commission of November 26, 1974 be approved. The motion was seconded by Commissioner Mullin and was passed by the following roll call vote: AYES: Vice-Chairman Hale, Commissioners Lazzari, Mullin, Raffaelli, Teglia and Chairman Mathewson NOES: None ABSENT: None ABSTAINED: Commissioner Slade ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Mathewson announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission to be heard, but who objected to having his or her voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he or she is speakigg or is heard. - 3351 - December 10, 1974 UP-203 MODIFIED UP-203, modified, a request of Coast/QRS Signs to construct one 5'7" by 7'1" on...site free-standing sign and one 4'1" by 12'6" roof sign on the 7-Eleven store located on the west side of Callan Drive, approximately ISO' south of King Drive. Secretary Hale directed Bill Costanzo to read the staff report. Mr. Costanzo added Condition 7 to this report that the free-standing sign shall not exceed 13'0" in overall maximum height. Proponent: Mr. George Britt Coast/QRS Signs P. O. Box 550 Redwood City, CA 94063 Opponent: None There was some discussion on the advantages and disadvantages of a low profile sign versus a high profile sign. There was also considerable discussion on whether a free-standing sign would actually be necessary and whether it might set a precedent for that zone, taking into consideration that the surrounding area is zoned P-C (Planned Community). Foliliowing this discussion, Commissioner Mullin moved that the Planning Com- mission adopt UP-203, modified, subject to the applicant complying with the following conditions: That the request for the free-standing sign be denied; That the roof sign be relocated as per Condition 3 of the staff report; That Conditions 1, 2, 4 and 6 of the staff report be approved and Conditions 5 and 7 relating to the free-standing sign be deleted from the staff report. Vice-Chairman Hale seconded the motion and it was passed by the following roll call vote: Ayes: Vice-Chairman Hale, Commissioners Lazzari, ~fullin, Slade, Teglia and Chairman Mathewson Noes: Commissioner Raffaelli Absent: None Abstained: None REPORTS CONDOMINIUM REGULATIONS Staff report recommending that the Planning Commission schedule a public hearing to consider the adoption of proposed Condominium Regulations, which would require an amendment to the City's Subdivision Regulations (Ordinance No. 603) December 10, 1974 Secretary Hale read the staff report. During the discussion of the draft regulations, changes were made to the draft as follows: On Page 3, under d. (Tentative Map, Data Required) the words "and sound proofing" were added to the 8th item under No. 5 On Page 5, the words "to the City" were added to No.7. On Page 5, the word "proposed" was deleted from No.8 and the sentence "Such notice of termination of tenancy shall not be less than ninety (90) days" added. Commissioner Teglia made a motion to recommend that the City Council investi- gate the feasibility and advisability of levying a tax on the condominiums. The motion died for a lack of second. Commissioner Mullin made a motion to schedule the public hearing to consider the proposed Condominium Regulations as revised for the January 14 Planning Commission meeting. The motion was seconded by Commissioner Slade and was passed unanimously by those who were present. COMtv1UNICATIONS Secretary Hale discussed a request from the City Council asking staff to look into the possibility of providing a dual function sign to accommodate a number of subdivisions at one time. Secretary Hale indicated possible design alterna- tives and stated that the matter would be pursued in the event additional requests are submitted for off-site subdivision direction signs. Secretary Hale informed the Commission of the results of the Shoreline Regional Park discussions with the Bay Conservation and Development Commission (BCDC). BCDC requested that the City pursue revisions to the Zoning Ordinance to allow only waterfront related uses within the 100 foot strip of land fronting the Bay along South San Francisco's waterfront. Secretary Hale indicated that staff would prepare a staff report on this matter for the Commission's consideration. GOOD AND WELFARE Commissioner Mullin requested that the Commission move to an executive session to discuss a personnel matter. The executive sessmon was held in an adjoining room with staff members Frank Addiego and David Hale in attendance. The open meeting was then resumed. There being nothing further to be considered under Good and Welfare and no further communications or other matters of interest for the Commission, Chairman Mathewson announced the next regular meeting of the - 3353 - December 10, 1974 Planning Commission would be held on January 14, 1975 at 8:00 p.m. in the West Orange Library Auditorium.
